what im saying is that i think a lot of government employees who are hobbyist hackers have a problem here, because what they are probably doing is writing a lot of interface code to hook up to ancient and/or weird databases that the government agencies use.
it is pretty much impossible to do that 'on your own', because its pretty hard to buy an IBM mainframe or minicomputer and load it with the 15,000$ system your government agency is using so that you can develop the program.
furthermore, if you want the thing to work at all, you are going to have to take it to work and test it.... which would mean you 'worked on it at work'....
what im saying here, from my experience, is that this would basically shut down a whole lot of potentially 'open source' government work unless the government people agree to make it open source in the first place.
thats quite unlikely, a lot of government managers do not understand what 'open source' is, let along what programming is. (heck its porbably that way in companies too)

the trick here was that half the students were electronic engineers, half were CS. the electronic engineers generally had no fucking clue whatsoever about how to do stuff like fix their CLASSPATH, set up ftp / cvs, communicate about the build environment, etc. they were good at other things, just not this stuff.
the second class was 'build your own project'. this was all CS people. as we had no 'lab', it was kind of a problem for some of the groups. my group, however, commandeered someones dorm room, put a cheap server in, and connected from the 'engineering' computer lab using remote software and CVS. we had a lot of meetings, figured things out, split up areas (you do database, you do mockup and html, you do some flowcharts to figure out how it all fits together, you figure out the complex algorithm we need for submodule X, etc etc etc).
honestly, a lot of the teams were worthless - they had some egotistical asshole (or supertwins) write all the code while the other kids were sent to 'hey, you choose the colors for the website'. and like i said, no lab for some of these people made it hard.
on the other hand, these two courses were extremely valuable. i learned a lot about silly obvious things, like half your team doesnt know what autoexec.bat is or how to fix their classpath - what do you do in that situation?
i also learned a lot from mistakes. one guy on my team wanted to redo the database design. i said 'maybe we should talk to the database guys'. he said 'no lets just do it'. huge fucking mistake. something i will never forget, and an extremely valuable lesson because it didnt cost a company any money.

and the chances that such and such library/subsystem will be installed on a target linux machine? not 100%... so you have to 'detect' things in code, and/or include a bunch of qualifiers about which distro it will run on. if you are real pro, you will have to download and install all the distros you want to support just to make sure they work. every time you change your game, youll have to try it again on all those distros.
with DX, any idiot can sit down and get something working pretty quick using included example programs etc. less BS to wade through. you tell your user 'get DX version abc, windows XP'. then, there is a pretty decent chance your game will run on any windows XP box with DX version abc. not a 100% chance, but a lot better chance than in the linux world.
maybe all that extra work to ensure that the game 'just works' is trivial to you, but to most people labor is not free, theyd rather be making a game than dealing with supporting 5 distros, configuration and compilation scripts,.deb vs.rpm, etc.
personally, i find them to be extremely painful, and a huge inconvenience, because crap just stops working randomly, or the thing freezes, or it wont reboot properly.
