When I used to work in state government (not in Alaska, but in another state), they used some version of Groupwise which had no bulk email export options (you could only export by one message at a time). Nor did they allow you to connect to an POP or IMAP server to download your emails. If Alaska uses something similar, they may well be telling the truth when they say that there is no easy bulk export option for a specific person's emails.
Does your university require some sort of special software to access its wireless network or something? My university has hotspots just like any wireless service. You can connect to it with whatever OS or device you like. They don't support Linux directly, but they certainly don't block it from the network.

And now with the launch of the Mac App Store, soon they'll tell me what's appropriate on my PC too. It's nice when someone gives you tough love. Soon I won't have to worry at all about malware anymore, or any other software that Apple thinks is inappropriate for me.
