    The only crime the offshore gaming companies committed is competing against US based brick and mortar casinos. If you travel out of a state that doesn't have gambling to a state that does, isn't the casino enabling an act that couldn't occur in the gambler's home state? The gaming corporations don't want more competition (they spent alot of money in California to restrict Indian Casinos) and the federal and state government don't want to lose revenue from offshore gambling.

    The issue isn't that a crime didn't happen, it's just that it would depress stock prices if enforcement action were taken. How unfortunate, thats a real downer for a CEO whose performance is rated by share price, than something more tangible, like an increase in profits. These CEOs shouldn't be persecuted for crimes that they committed. I guess we are all equal, but some are more equal than others.

    If the investors are so weak, that they panic at the hint of an SEC investigation, they should sell and invest in TBills. The stock market by definition is speculative in nature. The purpose of the SEC investigation is to keep investors from getting ripped off. Once you are ripped off, will never get back what you lost. If there is some collateral damage, so be it, the end justifies the means. Witch hunt? Burn a few at the stake and keep the rest of those greedy pigs in line.

    For the brave investor, this could be an investment opportunity. After all the hogs depress the share price, buy stocks of good companies that are under investigation. Sweet.

    Fraud is seen as a political liability, reflecting badly on the purchaser's superiors, so criminal investigations are not encouraged and are sometimes blocked. If there isn't any adverse publicity from the fraud, the individual(s) get a slap on the wrist, a temporary demotion at worst. A few public servants at the bottom of the hierarchy may be sacrificed to the criminal justice system, but the ones doing real damage are rarlely touched.

    How could any president reward his corporate donors with a low cost space program? Take a look at recent military or highway bills, there is more pork than substance. The only way to build space elevators is make them more expensive than rockets.

    Can you imagine customers demanding migration to a beta product, after getting wound up by some sales pimps? Its bad enough to do a migration prior to SP1 of any MS OS being released.
