Witness testimony, police statements, ect. If you are found to be lying (which people will) it would be hindering an investigation (police reports) and insurance fraud (lying to get insurance payments from the other party).
My idea has some flaws that you pointed out. Obviously exception would need to be made regarding alcohol and other extraneous circumstances. Perhaps your limited payout is a good idea.
When they cart you into ER they don't ask much questions. I mean later when the person who wasn't wearing their belt tries to claim money from me (or their insurance tries to claim money on their behalf) they should not be entitled to any money because they didn't take a simple safety precaution that would have lessened their injuries.
My veiw on seat belts is this: If you don't wear your seat belt you can't be entitled to any injury claims against the other person involved in the wreak. If you do wear a seat belt you are entitled. Not wearing a seat belt is a personal right that should have consequences when used. If you don't wear a seat belt an get thrown from your car I should not have to pay for the extra medical costs if it was my fault.
iPods are hard to share between computers without mucking around with their programming. Anyone who can mess with an iPod's programming can run a virus scanner. Thus iPods probably won't be used by virus writers anytime soon. I am more concerned with regular usb drives and a return to infected files being used to spread crap. Of course tricking users into downloading hot-xxx-porno.wmv.exe will always be popular.

"You pass your test, then you learn to drive." In my state you have learn how to drive to pass the test (thank god for school parking lots parents can take their kids to late a night).
DARE does a moderatly fair job of teaching little kids how to avoid people trying to take advatage of them via drugs and such. Once they become teens though they rebel.
All non-academic lessons I've taken have boiled down to that.

D.A.R.E: don't do illegal drugs or alcohol, most will mess you up.
Drivers Ed: Use common sense, follow the law, don't be reckless. (ironically nothing about actually driving)
I guarentee this lesson will be: "Don't give out personal information. Don't post pictures. Use fake names. All men are men, all women are men, all 13 year old girls are FBI agents or Pedophiles. Don't meet with people in real life."

What should be done is massive mandatory testing. Test everyone on earth, tell them what they have so that they can not spread it.
