    I don't know much on this subject but I always understood the EMP was a whole seperate part of a Nuke Attack.?? As in, an EMP was set off within a few minutes before the atomic warhead went off. Anyone?

    You're right. Its a form of welfare and anyone who wants a few bucks can shoot for it. Re-distribution of wealth, because whoever has money doesn't really deserve it, ever. Right? I don't know. Year-round law suit wrangling has got to drive up end-user prices all over the board. I think insurance companies would be a good start. Health Insurance would be a great start.

    Who was that guy? Gregory Benford and his "Across The Sea of SUns" used a very similar idea. Big hollowed-out asteroid used as a ship housing a city's worth of people.

    YES. Even a non-top level manager can effect a large change given the right conditions. I've seen things change in private businesses with even the worker-bees' ideas and approaches to issues that have influenced CEO-level mandates and company SOPs. Its ALL about mgmt and its entire unique mentality. THe disclaimer is, I've never worked intimately with a large gummint organization (besides the military for a brief tenure), so my comments could quite possibly be irrelevant in the context of a NASA-type org.
