I worked in Guadalajara for about a year and volunteered to drive a bunch of equipment from Los Angleles to Jalisco and will never forget that Pemex station in Culiacan.
There is a surface finish called parkerizing which is not too difficult to do and holds oil very well. It's the same finish they put on Glock handguns. I think you can get a kit and do it yourself.
I think that black would help to dissipate the heat via radiation or emittance which is not that important in a car radiator. Conduction of the heat to gases passing through is the way conventional car radiators work.
I think you're right. This may be a more efficient Peltier by virtue of the semiconductor material. One of the problems associated with getting a temperature differential across a Peltier thermoelectric generator is that both the hot and cold sides need to be electrically isolated. In other words, the best way to conduct heat to and from these devices is to use metal. Most metals are good electrical conductors and if you used them you would be shorting the leads coming off the device. So the trick is to conduct and dissipate heat efficiently without conducting electricity. Not so easy. There are many materials/techniques used to do this.

You can lay the cigar down and put the bowl over it while propping the bowl up at one end. Generate some smoke and nuke. I think the best way was to cut the cigar so that it's about an inch long and flat at both ends like a cylinder. I must try that this week when the wife is out of the house although the kids will likely rat me out.
I once burned a hole in the top of a microwave admiring a big plasma blob that was created with cigar smoke. Fortunately it was a MW at work which I owned. I've also exploded numerous lightbulbs (small explosions) in the MW, zapped many cd's etc. Turning a clear pyrex bowl upside down and slightly propped up on one side on the MW turntable will help contain the plasma blob until the bowl breaks or melts. Very cool, I mean hot.

if you take too much heat off your exhaust your catalytic convertor will cease to function.
