Well why not? In fact that's a great idea. You give the store some money and they give you the DVD. When you return the DVD, they give you your money again, possibly minus a small part depending on how long it's overdue and what condition you leave it in.
What are you talking about? Most mobos gamers buy these days come with everything onboard except graphics (and that's replaced if it is), and then they have about five PCI slots in addition to whatever AGP/PCIe ports they might have. Using the high speed ports for graphics, and maybe two of the PCI slots for a sound card and a RAID controller if you don't like or don't have the on-board stuff, you've still got half of your expansion slots left.
You don't buy a hardcover if you're only going to read it once!
I never play my games just once. I played through Half-Life 2 about five times (really slowly the first time), and I tried new things each time. In fact, I did a few areas repeatedly just because they were so fun (the crane!) and that means I probably got an additional few hours out of the game. And then if there's a multiplayer mode...
So, doing some quick calculations, I got about 70 hours out of Half-Life 2 single player alone. And some extras because I bought the collector's edition. More than 70 hours of single player that are soon to be counting again, a t-shirt, a little book of game artwork, countless hours of online play and LAN parties (CS:Source, Deathmatch, a couple mods), and an awesome shiny box for just $60 sounds good to me, and even better than the GP's calculations.
I expect to get another large amount of play time out of this new Episode. 8 hours through the first time, and a few replays at 5 hours each. Say 23 hours for $20. Still sounds good.

What? Just because Congressmen that I didn't vote for passed a bill that attempts to restrict my rights to copy media, I'm not allowed to criticize another country's use of their military and deadly force against its own civilians? At least I can fucking talk about problems here. Over there, they shoot you and all your friends for saying anything and then erase all memory that you ever existed, just like the man in my sig and the students in that video.

You would still need Steam to play it. And you need an account to use Steam. And Steam will check to make sure you've actually paid.
