    Ah, that is one of the tenets of the religion called Statism, a convenient religion that encourages its devotees to worship a flag, while its priesthood steals a big chunk of your property, and gets thanked for it.

    Or, perhaps they do use radio transmission, but lack the technology to decode our radio transmissions. Or they don't use the frequencies we use. Or they can decode our radio transmissions, but they look at them and think "OMFG. These people are NUTS. Let's not try contacting them. Ever."

    I'm personally going with the latter.

    You do realize that a result with only a 0.001 chance of happening still does happen 1 time in a thousand, don't you? How are you going to base anything on a random sampling? You can't prove an outcome is biased, only that the likelihood has a certain probability of occurrence.

    I would argue that yes, robots, in the form of UAVs and UCAVs can help level the playing field. It all comes down to money.

    Actually, the United States already has such a weapon. It's called a printing press and it can shoot FRNs halfway around the world.
