If there's a list, that list can be exploited. It would be too easy for malware to disguise itself like something on that list. Second, the list would have to be constantly maintained. The magnitude of this task is immense.
Take the current version of Windows Defender (I know it's not a firewall, but it illustrates a point). It has a SpyNet feature that's supposed to help determine if apps are legit or not. I've been waiting for it to "classify" a startup item for weeks now. What startup item? Well, the publisher is listed as "N/A" even though it is M$'s own point32.exe (mouse extension). Hah! Still unclassified.
A system for a useful firewall would have the same troubles. The problem with a "voting" system based on user response should be apparent. The classification of a program is based on fickle user response. The problem with a "listing" system is that even a giant like M$ can't build a DB fast enough to include it's own apps and services, let alone the millions of apps out there.
So it would seem that M$ is using "Corporate/Enterprise Feature" requests to cover the fact that they'd rather let the user turn on the feature and make erroneous judgements than shipping the feature on with a lack of relevant information to support automated protection.
ATItools is a windows driver tool, it loads with Windows and intercepts driver calls to increase clock speeds as desired... And from my use of the tool, I've not seen an option to set these speeds via the card (i.e. firmware on the card), only by installation of the low-level Windows driver.
I've read plenty about OS X boots reverting back to Apple's driver speeds, and many people clamoring for ATICelerator or other progs to do what ATItools does.
I do wish I was speaking from the experience of owning an IntelMac, as I'd know for sure, but from what I've gleaned, ATItools is not setting the speeds on the card...

A couple drawbacks with Dynamat - it ain't cheap, so it would cost more than the foam kit, but you could build a quiet box much cheaper than $2500 anyway, so that probably isn't a huge consideration.
I've used Dynamat in my car, and it is also kinda tough to work with. For best results you have to warm it for fitting, and that means you're working with a sheet of sticky play-doh. And you would think cutting it with an xacto knife or razor would be cake, but again, it's tricky.
Unfortunately, Dynamat probably would likely retain some ambient heat in the case just like the foam. To what degree though? *shrug*
One last thought - Dynamat is typically used in much louder, more dynamic volume environments - your car with a thumpin system on a street with potholes. Seems like Dynamat is more for serious vibration dampening vs. ambient dampening. Then again, I haven't coated my car's interior walls or hood w/ Dynamat, so what do I know?

However, with Apple's modification of XFree86, the Apple X11 env is almost transparent.
By all means give Neo a try, I'll even try the new one, but here's my caution: YOU BETTER HAVE A FAST MACHINE. Trying to run a Java office package on a 466mhz just don't cut the mustard.
