    Even if you come to an agreement about putting in some speed caps, it'd probably be best to set up some sort of QoS. That way, your roommate's downloads are always using up 100% of whatever tube-space is left over after all the other stuff (including whatever he's doing). Maximize efficiency 'n stuff.

    I'm not going to be an asshole and say that anyone with problems should get a pickax and a kick out the door, but there's a point where you should allocate some of the money for people who can excel but need help, as opposed for people who need help just to pass.

    Everyone has a right to an education, but they still have to cooperate enough to get it.

    Mecha-Big-Brother is actually a great idea. Look at all the benefits Guardian Angel has. I mean hell, I'd rather a computer tells me that my joke is stupid than another person, and if I happen to have any sort of health problem it's an instant 911 call.
