I know that at least in central Florida, they take pictures of the license plates of people who don't pay tolls, and if you do it enough, they mail you a ticket. You don't really get away with anything. Not sure if it's the same in Massachusetts or New Jersey, but it wouldn't surprise me.

It's too bad that more people don't exercise their common sense. For example, there's plenty of places online where you can see a lack of both common sense and general intelligence. And these same people are the ones who will buy lots of these expensive ringtones.
Are those Internet scammers actually from Africa, or do they just say they are? It's pretty easy to sign up for a free email service, and even easier to lie about where you are...
Actually, in that sense the government is in some ways better - you can file a freedom of information act request to find out just what it is the government knows about you (although they will likely only give you a partial answer).

I'd say it's more likely that it's easier for the typical person in the US to place a Russian, German, or Indian accent than to distinguish between different East Asian accents.
