Perhaps the issue isnt funding at all. Take a look at the US from the outside and you have a number of wealthy people that can buy and earn a good education. Youve also got a huge prison population with children that look up to that lifestyle. For those children graduating school isnt on the radar. Throwing money at schools wont help them.
The point is that massacres like Mai Lai are caused when soldiers go a bit nutty due to the emotional stress of seeing their friends cut down by an insurgent resistance.

It sounds like these schools are off-shoring their marking so that they can do other work (ie Research). If the school was upfront, before paying tuition, that they were going to just send your essay to Bangladesh for marking then I would be ok with having a moral obligation to write the essay myself.
And yet they are letting people out early because there are too many of them. How does that deter evil people? Have these people even been re-educated?

As mentioned, the extra packaging would be necessary for shipping as these things are as fragile, if not more, than an egg. Ive found that the shipping process isn't as bad as how people handle product in stores. I don't think the average person could handle putting a water balloon in their cart without crushing it.
