I assume it's an annual fee and he's lived there for a while, so this should be answerable. If he's lived there more than a year and never paid before, it's clear the FD did the right thing. If he truly forgot to pay, or thought he had paid, I'd say he was treated unjustly.
In college physics class I remember pouring some liquid oxygen between the poles of a strong permanent magnet, and it stuck there, levitating, due to paramagnetism.
Since all life involves suffering at some point or to some degree, it is just a matter of the degree of suffering with which one lives that is deemed better than no life. Life with suffering vs no life are your only choices. Of course the duration and frequency of suffering varies greatly, but not suffering at all is not really an option.
My complaint with WinMo 6.5 is with the UI. You seem to have to use a stylus to do a lot of things. I would have gone with an Android smartphone, but I have to use Lotus Notes (another choice I would not make myself) for email, and so far Lotus Notes doesn't work with Android.
Was there cheering during that? I sure didn't hear any. All I could hear was those damn vuvuzelas. Which is why I turned the volume down or off. Which is perhaps why I didn't hear any cheers. Or they were just drowned out by the vuvuzelas. Or they didn't even bother to cheer cuz of all the noise. Or something.
