India is hardly a zero-tax country; likewise China and most of the Middle East. Low tax is nice; zero tax is great. Georgia also has an abundance of English speakers, unlike most of Asia. It has a large population of computer scientists and engineers, unlike Africa. And it's geographically close to the EU.
Lower cost of developers. Lower cost of facilities (housing, offices, power). Lower cost of living. If you can charge close-to-EU or close-to-US prices, and relocate to Georgia, your net take-home and keep-in-the-bank dollars skyrocket.

Yes, and I've never heard of people complaining that an upstream user ISN'T adding stuff to the water. Is your contention that other counties in Nevada are being negatively affected by another county NOT adding treatments to their potable water system?
Should people vote on hos much chlorine is used to keep the water safe? should they vote on how much UV to use to help clean the water? of course not. No more the people should vote on how to design a bridge.
That's not what is being done here. The people of the county have voted already for their leadership, who have decided what should be done. What is the right of the Federal Government to come in and force a county to add something to the water that the people have not needed - nor is required for health - for the last 100 years?

Not have a country wide education programs mean poor states and counties have an efen worse time educating people. It means more ignorance. And what about income? Why do some people get to earn $100K/yr whilst others are scraping by on $30K/yr? How about just mandating that the Government will give you all the same house, food, water, and income, so that everyone has the same benefits, no one has better than another? Saudi Arabia, Iraq, the UAE, Kuwait, etc. would disagree. Seems they made a good amount of money off their natural mineral resources. What makes a country rich is its resources - people and natural. How it's squandered by the owners of that resource (in the case of natural resources, that would be the Government) dictates how well the wealth is spread around.

In each of your examples - Brazil, Nigeria, Angola - the wealthy ruling class is wealthy (fabulously so) because they have deemed that the benefits from the sales of natural resources should flow not to the country in general, but to the rulers in particular. But immense wealth was made for each of these countries (and is still being made today) from their mining and mineral resources.
If you make more than $91K overseas, then you get the unique (unique in that only the US does this) privilege of paying income taxes in your country of work as well as in the US. And the tax rate in the US on that income is started at the $91K income level (not the 10% tax bracket, but the 28% tax bracket).

Additionally, if you come back to the US for more than 35 days a year (basically do not stay out of the US for at least 330 days a year) you are no longer considered a foreign worker and must pay US income taxes on ALL your income, you don't get the $91K exclusion.

Actually, it's very similar to laws against car companies forcing you to use only factory parts to maintain your warranty. It's damaging to the consumer who OWNS the product. Ford, Toyota, BMW cannot restrict your rights as an owner of that car by mandating you must use Ford/Toyota/BMW brand oil filters or tires or fuel pumps when servicing your car to keep your warranty/functionality of the vehicle.
