What is a quantum computer good for, anyway? So far all I've seen is cracking encryption and other stuff involving gigantic calculations. Is there anything in the mainstream market it'd be useful for, like sound/video processing?
Rehabilitation is not a deterrent. Public hanging is a deterrent. I would rather deter crime than help people who commit it. I mean hey, it's my money.

It seems you assume a warmer climate, like the African climate where Malaria (and probably some of the other mentioned diseases) appear to be prevalent. However, I grew up in central Mississippi with ample mosquitoes and warm climate. Who is to say that this malarialess climate won't be the norm, and that a malairaful area will take over?
My understanding is that anti-Malaria medicine isn't very effective (someone correct me if I'm wrong). If so, it couldn't be an issue of buying medicine. Also, I can guarantee that there is no shortage of mosquitoes in Mississippi.
Why does everyone assume that the climate and conditions will be like the lesser desirable location as though it is the only place with warm weather and mosquitoes?
Why didn't they just burn the building down? Disable the sprinklers, and set the whole place on fire? Is it really that much more difficult to intentionally burn down a building (or however many buildings contained such massive collections)?
Great idea, yet another law that would be impossible to enforce. And if you think the government would abide by it, I've got a bridge to sell you. Before it could even be debated, it would require an escape clause for government agencies.
