What you are seeing could be criminals testing the stolen credit card numbers (to see which ones are still valid before making a large purchase). This happens to be a huge problem for sites such as redcross.org requiring designated abuse teams.
Not meaning to be glib, but why do you expect your neighbors to pay for your porn and "moviez"? It makes perfect sense to charge people extra for these tipes of extras, expecially on a shared connection such as residential cable.
Insurance companies charge smokers or drunk drivers, or speeders more for coverage because they impose undue burden on the system. Why should smut users be any different?
But maybe the popular artists would be less popular if their songs cost $1000 each to download? This might encourage poor people to go out and look for other options.
They are talking about keeping track of (read) access times for files on your disk. I am not sure why Linus makes such a big deal about this since writing out the access times is deferred until some other write, anyways.
You don't really need to change any kernel settings, just set the noatime flag for your disk if you don't need the functionality.
