When the cooling may be needed most the water supplys may be limited and needed.

Decreasing the strain on logistics is part of the reason the military went to a single fuel JP-8 for everything.

Just wearing bodyarmor stops all the natural cooling the body normaly does.
The vest covers the largest cooling area of the body. The helments keep heat in better than a winter cap.

Try wearing a plastic trash bag under your shirt and a rain hat while working on a hot day. You will see how much natural cooling is stopped by the nessessarly improperly dressing.

Automotive air conditioners are less efficent in the desert. Dry air conducts less heat than moist air. A condensor system works great in moist areas, but in a humidifing system works better. Swamp coolers work best for cooling in desert heat. swamp coolers are nothing mor than a fan, water pump, water bowl, and something to run the water accros in front of the fan. I don't know how a swamp cooler would work in a humvee bouncing through the desert.

    a) Commercial Diesel Fuels, including low sulfer fuels, such as CARB Diesel
    b) NATO Military Spec Diesel Fuel
    c) Bio-Diesel (B20 or B100)

Contractor support works great for fixed and slow moving military forces.

The Marines are not fixed or slow moving. Marines in Iraq constantly move their locations to meet the mission. The same speed and mobility, which make Marines so effective, decreases the support that contractors can provide. Another problem, which the Marines have, is that contractors cannot go where Marines are because it is not safe, that is the reason that Marines were sent to that location.

Basically what the marines need is something which is portable, quick to setup and move, and is outside of the military network as to not provide a path to infiltrate the military network.

Inexpensive to operate is also a good thing.

I think abandon commuting by car is a fallacy.
The state ferries, which have wi-fi, are part of the state highway system.
Many people pay the fare and drive on. Most ferry dock are tied to the public transportation system. The problem is that may of the routes do not have public transportation on one side. Many of the people who ride the ferries use the boat ride as a 20-30 min rest break, social time, or sleep. Many of the hard-core commuters keep two cars to cut down on the cost of commuting, one on each side of the route.

Or for the same price as a walk on you can take a motorcycle, first on first off and a beautiful place to ride.
