Because 'turbo' is actually a misnomer. It's really a 'go slow' button that's on most of the time. In days gone by it was added to new PCs to aid compatibility with much older software that used the processer clock speed in timing operations, like cursor blink rate and so on. Your new zippy 100Mhz 486 could be switched to run at 25MHz or whatever.
It follows that the homebrew SNES would have hardware that is way more powerful than necessary. It would normally be in in 'slow' mode and only fully unleashed when you pressed the 'turbo' button.
Funny you say that, but in the past I had a small electric shock from a broken USB port. I suppose because the voltage is 5V, this could never be serious but the electricians can tell us about that.

If you want to avoid your ISP's tomfoolery, use a VPN. Giganews provide one with their platinum package. When I use the VPN, it gets round my ISPs bandwidth throttling and I get 1000% faster download speeds.
By leap-frogging the ISP like this, you can work around some of the bullshit.
If anything, Catacomb 3D was more like the beginning. But, ID was just ripping off the still-in-development Ultima Underworld. That game in turn borrowed a lot from the 'stepped' real-time 3D dungeon games like Dungeon Master and Eye of the Beholder.

That's why David Cameron met senior News Corp executives many times before and after the election. It's very important to keep them happy.
