FORTRAN 2003 Accepted as Standard
GraWil writes "Despite the nay sayers citing its death in 1965, the FORTRAN standards committee has now released the final FORTRAN 2003 specification. In an announcement to the comp.lang.fortran group, Michael Metcalf annouced that 'Fortran 2003 has passed its ballot with flying colours: 20 yeses, 0 noes, 8 abstains.' Strictly speaking, the 2003 and past standards are not freely available but drafts can be found online. FORTRAN 2003 is an upwardly-compatible extension of the current standard, FORTRAN 95, adding and extending support for exception handling, object-oriented programming, and improved interoperability with the C language. In other FORTRAN news, the GNU FORTRAN 95 compiler has made amazing progress over the past year. Gfortran will be part of gcc-4.0 when released (probably in 2005)." -

What other major industry has lost half its workforce in the last 15 years? (Oh yeah, the airline, IT and telecom industries, who managed about the same attrition rate in only 2 years: evidence of efficiency, or something.) Space scientists have awaited the implementation report with some trepidation: their Hubble servicing mission has already been traded for the uncertain prospect of a robotic mission, and some NASA science missions have already been pushed back by the budget impact of the Moon-Mars mission.Meanwhile, public opinion has not quite caught fire. Opinion polls taken in January show at best indifference and at worst hostility to the new plan. Greg Klerkx wrote "Perhaps the most disheartening aspect of the explosion of Columbia, other than the human tragedy, was that it changed very few opinions about NASA or NASA's human spaceflight activities. Both should continue, the polls unanimously concluded, but with no more or less vigor than at present." [p. 12, Klerkx 2004]
The Commission, led by longtime government official E.C. Aldridge, also includes four space scientists, a retired Air Force General, a former Congressman, a business and government executive, and the well-known CEO of a high tech firm. After any disaster or major program failure, commissions are empaneled and they tend to produce two sorts of reports. The first type of report is a failure analysis, including specific prescriptions for recovery. The second is a more broad examination of strategies and goals. This report falls into the second category. While the Aldridge Commission report includes some recommendations that duplicate some previous ones, the new report differs in some important ways from those.In 1986, the Paine Commission examined how NASA should respond to the Challenger failure. The commission's report in places reads like a primer on space technologies, and proposes specific goals similar to those of the Bush plan: completion of the Space Station, return to the Moon, and a manned mission to Mars. The Paine Commission seems to have felt that the basic problem facing NASA was a lack of a long-term vision and political commitment.
In 1990, the Augustine Commission studied how NASA should respond to a variety of troubling problems on the Shuttle and other programs. This study endorsed space science strongly, while also supporting Space Station. The report focused strongly on workforce issues like morale, attrition and aging. It also noted weaknesses in NASA's executive leadership practices. The report made some specific reform proposals, some of which reappear in the Aldridge report.
The Report
The Aldridge Commission report differs from previous examinations in important ways. First, it has a very limited scope. The Commission did not perform an open-ended study of what NASA ought to do, or how much emphasis to place on astronomy vs planetary science vs human spaceflight. They only studied how to accomplish President Bush's new goals for the space program. Paradoxically, their limited brief resulted in a far more profound proposal to reorganize NASA than previous reports. The range and depth of reforms proposed by this report greatly exceeds those of previous reports.The top-level recommendations include:

2. NASA should establish much more private industry participation in space operations, beginning with unmanned launch services

Three "imperatives for success" are also presented: sustainability, affordability, and credibility. Sustainability is described as being able to sustain both technical momentum and long-term political support for what will be an expensive program. Affordability is described as "go as you can pay," where each milestone is reached through "spiral, evolutionary developments." The report compares the funding to cancer research, where the pace is determined by a political judgment of "annually, how much can we afford?" The report describes credibility as an amalgam of best practices. While the Commission recognized that space exploration is full of risk, NASA must not appear careless or foolish. NASA must embrace both management practices as well as technical ideas regardless of their source.
Analysis
The Commission's Report is itself a model of the practices they exhort NASA to follow. Whether by intention or not, many of the ideas in the report have been the stated position of advocacy groups like the National Space Society and the Mars Society. Some of the reforms have been specifically proposed by previous Commissions.The biggest problem I wondered about was funding. So far, about $12B has been proposed for this vision. Yet, many of the recommendations seem likely to cost a great deal of money. For example, on p. 23, the report states that much of NASA's infrastructure needs substantial modernization. Elsewhere, technology R&D is addressed by proposing a DARPA model or even the In-Q-Tel Venture Capital firm funded by the CIA. The Pentagon's "System-of-systems" approach is proposed as a model for project architecture. Special attention is given to the need for reliable heavy lift launch capability. In discussing how to pursue international participants, the Joint Strike Fighter program is listed as a model. Each of these areas requires either significant direct investment (infrastructure, heavy lift, R&D) or large bureaucracies to administer complex contracts (system-of-systems, JSF model). There is an unavoidable tension between the need for R&D, "go as you can pay," available funds, and "credibility."
The money issue is partially addressed by proposing tax incentives, privatization and private competition. But competition cannot reduce the amount of honest-to-goodness investment needed to remediate the technology deficit. It can only promote the most efficient approach. We need more R&D, yet private competition is seen as a way to "reduce government investment" (p. 20). The elephant in the room is that aerospace is a highly regulated market with relatively low profit margins. This means that direct reinvestment is fairly low. A glance at a list of the top R&D companies shows that top-tier aerospace companies do not reinvest a lot of their own money.
The second issue that troubled me is the applicability of the models they proposed. JPL, the National Labs, various DoD organizations and methods, the X Prize, and other examples are listed as models for various reforms of NASA. This raises some questions. First, are these models applicable? No evidence is presented to indicate that the Commission considered whether different organizations with different goals, constraints, missions, and sizes can use a given model successfully. The proposal to spin off most NASA centers as FFRDCs seems quite radical. Would any commercial firm spin off everything except a design team? Is this what the Aldridge Commission proposes of NASA? How many NASA employees would be left, and in which disciplines? Can the JPL model be applied well to other NASA centers? Would the centers work together better or worse? Would there be limits to how many centers a given contractor would be permitted to operate? I suspect it's much easier to designate JPL as a model than it is to enact in the real world. Do the security and procurement scandals at some DOE labs give us anything to worry about? What about the need for the National Labs to chase proposals in light of funding cuts? Does that make organizations more market oriented and relevant, or does it simply waste the time of researchers?
Finally, the Commission's report failed to address the biggest political problem our human spaceflight program faces: a lack of relevancy to ordinary people. The transmittal letter to the President states that the Commission's web site received over 6,000 written inputs, and that public comments were 7:1 in favor of the new vision. This is of course not a scientific survey, rather it is a self-selected and rather small sample of people who are presumably interested in space exploration. Elsewhere in the report, supportive public testimony is cherry-picked without context or attribution. In one case, I recognized a quote that, taken out of context, sounds much more supportive of a government monopoly on human space travel than the speaker probably meant: "We all wanted to go" (p. 13) was characterized as an expression of the deep and broad effect that the Apollo program had on Americans. I believe this was Tony Tether, Director of DARPA. The full quote was: "What NASA seemed to forget was that then, we all wanted to go," Tether told commissioners. "We were forgotten about." But if NASA can find a way for American citizens to take the baby steps that would eventually allow them to reach the moon - or even just space - themselves, it would do wonders for the space agency's support, he added. "If you can do that, you will have a constituency that you don't have today," Tether said. The longer quote is here.
These anecdotes do not invalidate the report, but I do wonder if the Commission is overselling the enthusiasm that the public will have for this program. Section I, and the report's title, endorse the "inspiration, education, and innovation" arguments for space travel that have so far failed to garner support for a more expansive space vision. One brief mention was made of space tourism and of making NASA an engine of the economy (p. 20). There are hints at the relevance problem sprinkled throughout the report, but public support is more or less presumed, not demonstrated.
What's Good:
If your attitude about NASA reorg proposals is "wake me if it's a big deal," then this is your wakeup call. The Aldridge Commission Report proposes the most profound and far-reaching reorganization of NASA since its founding.To a larger degree than I would have expected from this board, the proposals are strongly market- and business-oriented. I presume this is the implicit desire of President Bush (MBA, former CEO) and possibly NASA Administrator Sean O'Keefe (an accountant).
The report is written in an engaging, enthusiastic style.
What's Bad:
Where's the Beef? "Go as you can pay" does not seem like an adequate response to an agency that has faced aging infrastructure and workers for more than 14 years (see Augustine report). Increased funding and profit margins might address many issues better than bureaucratic realignments or spinoffs. There is no discussion of how to value intangibles like scientific discovery and inspiration, yet tangible values are of prime concern to contractors. NASA's credibility is discussed only in terms of competency, not based on perceived relevancy to the public.What's Missing:
There is no consideration of potential disadvantages of the various proposals. Supporters of space science may find the report dismissive of their priorities and concerns. There is no critical evaluation of the benefits of space program investments vs direct investments in education, science and technology.This report is remarkably thin on supplementary materials: there are 13 pp of appendices. Jaws Virtually Returns For Bond Game

Online Retailing Comes of Age
In the wake of the dot-com washout, a lot people nearly wrote off cyberspace as a retailing wasteland. But last week, Amazon reported that it had finally turned a profit, something most of us thought we'd never see, and preliminary figures show a sharp upturn in online sales despite the mild recession. Some other interesting post-Christmas tidbits are popping up, too: for the first time, more women than men are buying things online, a landmark barometer of a bright digital retailing future. Beyond that, in case you haven't noticed, online retailers are getting a lot smarter. The arrogant, customer-abusive tech world could learn a lot from these people, who offer steep discounts, stand behind their products, and actually offer real and free customer support.The final Christmas shopping figures for 2001 are not in, but some industry analysts believe the new savvy and sensitivity of online retailers might have rescued the U.S. Christmas shopping season in the wake of September 11, when a lot of people either stayed home or tightened their belts. "I can't be quoted on this until the figures are finished," a friend and research analyst e-mailed me, "but I believe online shopping really saved retailing last year. The sites and service are getting so much better, and consumer confidence in them -- especially among women -- is skyrocketing. Online retailing is not only on the rise, it's really getting to be fun and easier. More importantly, they grasp customer service, something almost no software or hardware company yet does."
If that's so, and it definitely matches my personal shopping experiences, it's huge news for the Net. Consumers, chronically abused by the software and hardware industries, were initially anxious about buying things online. They worried about hackers, crackers and security; they faced poor customer service and complex downloading and other problems. But those problems -- unlike similar headaches in the larger computer industry -- are being addressed.
Retailers competing online this holiday season were a lot shrewder, says a story on About.com about the online retailing industry.
About.com cited a survey of 63 retailers who found a successful holiday season marked by a surprisingly effective combination of widespread promotions and discounting. Most consumers hate spam, but it doesn't bother them so much if it's about things they want, and if they're getting something for the attention. Both multichannel and Web-based retailers seemed to have learned a lot from past marketing missteps. The Shop.org/Boston Consulting Group (BCG) found that more advanced retailers, after carefully studying the economics of each online and offline promotion, are finding ways to offer the minimum discounts necessary for increasing sales volume and ways to deliver targeted promotions to the more than 100 million consumers estimated to have used the Net over the holiday season.
Besides that, sites have radically improved their graphics and visual representations of products. As fears about theft and security have subsided, companies have radically upgraded their customer service. This is in striking contrast to tech industries which sell products that are confusing and difficult to use, and either makes themselves unavailable to confused or outraged customers or charge them extortionate fees for "priority service," which is really just the service they would be entitled to for free in any other business.
If you want to see smart web businesses, I'd cite two in particular -- L.L. Bean and Pet Food Direct. L.L. Bean's site architecture is brilliant -- well organized, easy to navigate. It shows clear pictures of all of its products and allows easy customer access to account information, while still providing security. More interestingly, the site offers customers several ways to get instant help -- phone, instant messaging, nearly instant e-mail response. If you're encountering problems, you can simply e-mail or call and a human will respond promptly. This support is crucial to building consumer confidence. A shopper is much more likely to risk buying something online if they know they can get help with any problems. Tech shoppers are among the most distrustful on the planet after years of confusing products and poor service.
Pet Food Direct also offers a different kind of targeted retailing, e-mailing customers weekly about specials, sales and promotions on the products they have already demonstrated they want and use regularly. This isn't quite like spamming, since it's stuff the buyer needs. And the sharp discounts have a way of offsetting any irritation. The site isn't trying to be funny or cute. Rather than promoting a silly sock puppet, it offers heavily discounted pet food and reminds pet owners when they are apt to need it. It also offers sophisticated graphic renderings of products and instant customer service both online and by telephone. The purchase takes seconds. The discounts are heavy enough to attract shoppers attention, but apparently not so heavy to erode profits. One reason is that the site, like L.L. Bean, gives the consumer a variety of shipping choices, from regular mail to next day air. And the customer pays for shipping, choosing exactly how much of a discount he or she wants. In both cases, the sites don't spam -- they target people who have bought and need their products.
Dozens of other sites have similarly polished their presentation, honed their sense of marketing and discounting and, most importantly, invested in tech support and customer service. Shoppers feel secure not only through repeated use, but through the sense that somebody will speak to them if problems arise.
This is something that, alas, computer and software companies still haven't learned.

Aside from being an excellent academic conference this is also the ultimate hack fest; lots of cool people all interested in hacking both hardware and software, most wearing their wearables, and some really incredible presentations. The call for papers is out now; it would be an excellent place for slashdoters to strut their stuff."
I hope they can webcast a stroll in the Alps with a well-outfitted wearables party ... now that would be a Linuxbierwanderung.
But for the record, would you say you're a "real American," Mr. Franklin? Ovidius writes "Need a historical precedent to argue in favor of open source and against the rash of insane technology patents? Tell people how Ben Franklin valued innovation over profits--in 1742 he not only published the details of his newly conceived Franklin Stove, but refused a patent on it on the principle that "as we enjoy great advantages from the inventions of others, we should be glad of an opportunity to serve others by any invention of ours; and this we should do freely and generously."
Even when a London entrepreneur took out a patent on a poorly modified version of his stove, Franklin still did not pursue the matter, though maybe he would have if he had known where the use of patents in business would be headed 250 or so years later. The account is from chapter 10 of his Autobiography (which is available at the esteemed Project Gutenberg) :
In order of time, I should have mentioned before, that having, in 1742, invented an open stove for the better warming of rooms, and at the same time saving fuel, as the fresh air admitted was warmed in entering, I made a present of the model to Mr. Robert Grace, one of my early friends, who, having an iron-furnace, found the casting of the plates for these stoves a profitable thing, as they were growing in demand.
To promote that demand, I wrote and published a pamphlet, entitled "An Account of the new-invented Pennsylvania Fireplaces; wherein their Construction and Manner of Operation is particularly explained; their Advantages above every other Method of warming Rooms demonstrated; and all Objections that have been raised against the Use of them answered and obviated," etc.
This pamphlet had a good effect. Gov'r. Thomas was so pleas'd with the construction of this stove, as described in it, that he offered to give me a patent for the sole vending of them for a term of years; but I declin'd it from a principle which has ever weighed with me on such occasions, viz., That, as we enjoy great advantages from the inventions of others, we should be glad of an opportunity to serve others by any invention of ours; and this we should do freely and generously.
An ironmonger in London however, assuming a good deal of my pamphlet, and working it up into his own, and making some small changes in the machine, which rather hurt its operation, got a patent for it there, and made, as I was told, a little fortune by it. And this is not the only instance of patents taken out for my inventions by others, tho' not always with the same success, which I never contested, as having no desire of profiting by patents myself, and hating disputes. The use of these fireplaces in very many houses, both of this and the neighbouring colonies, has been, and is, a great saving of wood to the inhabitants.

Nazis on Napster
An AC writes: "Zdnet and CNN report that Napster's new business partner BMG has been requested to stop all trading of music with lyrics that some find offensive. The lyrics in question are those of 'Nazi' bands. Now that Napster is a true business entity, do they have responsibilities to regulate the music that is shared? Is the technology to stop this even available? If so, where do they draw the line?" Answers: "not really," "not really" and "wherever they want." If Nazi violence is prohibited by the terms of service, presumably gangsta rap is next; selections from Pink Floyd The Wall to follow; Nine Inch Nails and other degenerate art to be purged soon after. Here's my opinion (written 1998).Germany bans much material of this type. Even old Nazi propaganda films cannot be shown except in strictly regulated educational contexts. For a scholarly, in-depth examination of how real propaganda can be effectively used to educate -- and a call for its deregulation -- I recommend my late friend Stig Hornshøj-Møller, writing about Der ewige Jude ("The Eternal Jew," a 1941 propaganda film created by Hitler and Goebbels).
Censorship of Nazi expression ultimately comes from a fear that it is seductive and may influence its audience. I've listened to a sampling of racist, Nazi music and it's not likely to reach a huge audience just because it's on Napster. It's the worst music I've ever heard. Even if I could ignore the lyrics, I think I'd prefer "Achy Breaky Heart" on infinite replay. For some reason, racist imbeciles don't make good musicians, go figure. A ban is entirely unnecessary: it really just draws attention to what would otherwise be overwhelmingly ignored.
And just for completeness, here's a link to the Yahoo French auction ruckus. France demanded that Yahoo make it impossible for anyone within its (France's) borders to access an auction of Nazi-themed items. (Their own report found that this would work pretty well, excepting the minor fact that anyone who wanted to could circumvent it.)

Java 2 For BSD
We've covered the movement to get Java 1.2 ported to the BSDs for a while now. After Linux got in on the act a couple of months ago, keepper was the first to write in with a link to this BSDi press release announcing the availability of Java 2 for BSD. Looks like BSD/OS will get it first (they're beta-ing it now). Then FreeBSD gets it, at which point (I assume) it'll be open to the other BSDs to take as they want.
