DVDFab Decryptor + DVD Shrink . This solution works under Wine, too, and unlike my many experiences with K9copy, does more than segfault.
Avidemux
VirtualDub. It's GPL'd and works quite well under Wine. Unlike my experiences with Avidemux, the audio and video actually sync (wtf is it with that? transcode and DVDRip do it to, forcing me to use windows apps under wine).

Is that 3ivx? Just use XVID (gpl'd for Linux and Windows). It's activley maintained and very high quality. -
Windows AppsI played around with Windows for the first time in years before getting linux up and running on a new computer. There are a few media apps that very well-programmed, light weight, unobtrusive, quite capable and FREE. These are what I miss on both on my OS X and Gnome desktops:
Foobar2000 - An audio player that is a painful reminder how heavy iTunes feels. Has 10x the functionality, and brutally enforces good practices in keeping a media library. 0.9 just came out a few weeks ago.
Media Player Classic - The only media player you'll need. With ffdshow, it handles just about anything I can throw at it, audio works, subtitles work, and its one exe.
uTorrent - Everything you'd want from Azureus, in a 150k self-contained exe. Makes it almost manditory to leave it open all the time because its just that slick and efficient.
BurnAtOnce - A cdrdao based burner with an amazingly simple interface. Who needs Nero with this around?
Exact Audio Copy - THE cd ripper. cdparanoia works fine in most cases, but doesn't leave you 100% sure your rip is 100% perfect like this one. And this fits in almost any audio workflow with its advanced tagging, and command line support.
More apps like these on other platforms please!

Try burnatonce (www.burnatonce.com). It's very simple and to the point. It itself is not open source, but uses open source projects.
My favorite OSS for Windows:
Glest (www.glest.org) - fun RTS game with commercial quality graphics / sounds.
Battle of Wesnoth - fantasy TBS game.
vPod - for loading music on my iPod.
Filezilla - nice FTP client / server
Putty - SSH / Telnet client
XChat - www.silverex.org - yes, it's a GPL windows compilation.
7-zip - Unpack .zip .tar .rar .ace .rpm .deb, etc.
DevCPP - C/C++ compiler IDE.
PDFCreator - self explanitory.
SciTE - I use this instead of Dreamweaver at work.
Audacity - Recording audio (rarely used, but a quality app).
ClamAV - No-bloat antivirus. -

What are you talking about?
Apparently you don't like free tools for burning CDs?
You can have drag and drop built in, or you can use some other free tools. Paying $100 is not a requirement for burning CDs. -

Open software on a closed kernel
A few years ago, before i started using Linux seriously, I started building an almost free/open Windows XP system. Here's the basic breakdown of the so-called free system:

My List
Here's my top 10 list.
1. Sleipnir - Greatest tab browser, made by a Japanese guy, there's an English translation, if you haven't tried it and been using other IE based tab browser, you should give it a try. It's IE engine only. (For those who'll have trouble navigating Japanese web page, here's the download link to English version)
2. PuTTY - Just like others
3. Exact Audio Copy - Very good audio ripper for CCCD.
4. Adobe Reader - Though getting like a bloated software with Printme ad, I encounter PDF just about everyday...
5. GIMP - I thank GIMP team for such a great freeware tool.
6. VideoLAN (VLC) - Great media player + rich network functions, can play DVD (with libdvdcss, check your own law) without any commercial licensed softwares.
7. EmEditor - This is the best text editor I've found to date (tried, textpad, editplus, ultraedit what have you...but I'm not a emacs/vim guy). For what's better, it's free for academic use! It's got regular expression search/find, keyboard mapping, document tabs and all the feature you'd expect on a good text editor. I used to use EditPlus(registered) before this, but I switched.
8. ffdshow - Codecs for DivX, Xvid. No more need for official ad-full DivX codec installation.
From here, I don't have them installed, but these are worth mentioning.
9. burnatonce - A great tool for writing CD/DVD media. It's actually a Windows frontend for cdrecord and ProDVD, small and efficient.
10. DVD Shrink - To extract DVD data and back it up, no writing function, but good for storing it on HDD.
I could go on...but I've reached ten =)

I have to agree here.
Total Commander is definately the first program I put on in any new Windows install.
Ultra Edit is also near the top of my list, the best Windows text editor by far.
WinAmp is also one of the first programs I install.
I prefer Opera to Mozilla
ACDSee instead of Irfanview.
Except for the choice of browser and picture viewer/editor our top 5 are pretty much the same.
The rest of my top 10 would be:
Eudora - leave the virus of the day with MS LookOut behind
Win RAR - manages most archive formats
Nero Burning ROM - an alternate would be Burn At Once if you are looking for a free Windows burning program
Clipmate - great utility for managing multiple clipboard items
Secure CRT - last but not least, I have to do some work sometimes
Of course many of these programs also need plugins and codecs installed as well. -

Someone else mentioned goldenhawks, but another nice (and even smaller if you ignore the help file) cd burner is burnatonce. Nice, relatively simple, and small.

Burnatonce is a quicker solution for bin/cue/iso burning; its based on cdrdao. I use nero for audio cds and archiving files, but its such a resource hog that I avoid it when I can. I used to be able to have marathon burn sessions in the background with version 5.5 and still listen to music and program, but with nero 6 i can't even get smooth mouse movement while burning...

DVD Copying softwareI'm surprised I'm not seeing this mentioned repeatedly, but for copying commercial DVD's, DVD Shrink (Windows Only) is a great program, quick, easy to use, and powerful, that always works. I use it in conjuction with Burnatonce, although it's more designed toward being used with Nero. You can get rid of the menus, or highly compress them, or whatever you want to do.
dvdrhelp.com also has info and good tutorials on these (and other) programs, although you probably won't need them.

My "must have" util Cds
"I'm buying a new mid-grade laptop computer, which I plan to dual-boot between Windows XP Home and Mandrake 9.x. Before its arrival in a few weeks I'm trying to think of what 'essential' software I'll need to make a usable home system. In general I'd like to spend as little money as possible (free is good). As far as my needs, think 'typical family PC' without an emphasis on gaming. I know I can get something like Open Office for word processing, presentation, etc. needs, but is there such a good thing as a good free virus checker? A good free email client? A handy web browser? What would you consider the top 10 (or so) pieces of software for a new home system, bearing in mind that I need software for both the Windows and Linux side of things?""
