Electrical Engineering Labor Pool Shrinking
dcblogs writes "The number of electrical engineers in the workforce has declined over the last decade. It's not a steady decline, and it moves up and down, but the overall trend is not positive. In 2002 the U.S. had 385,000 employed electrical engineers; in 2004, post dot.com bubble, it was at 343,000. It reached 382,000 in 2006, but has not risen above 350,000 since then, according to U.S. Labor Data. In 2012, there were 335,000 electrical engineers in the workforce. Of the situation, one unemployed electrical engineer said: 'I am getting interviews but, they have numerous candidates to choose from. The employers are very fussy. They are really only interested in a perfect match to their needs. They don't want the cost to develop talent internally. They are even trying to combine positions to save money. I came across one employer trying to combine a mechanical and electrical engineer.'" -
India To Overtake US On Number of Developers By 2017
dcblogs writes "There are about 18.2 million software developers worldwide, a number that is due to rise to 26.4 million by 2019, a 45% increase, says Evans Data Corp. in its latest Global Developer Population and Demographic Study. Today, the U.S. leads the world in software developers, with about 3.6 million. India has about 2.75 million. But by 2018, India will have 5.2 million developers, a nearly 90% increase, versus 4.5 million in the U.S., a 25% increase though that period, Evans Data projects. India's software development growth rate is attributed, in part, to its population size, 1.2 billion, and relative youth, with about half the population under 25 years of age. Rapid economic growth is fueling interest in development. India's services firms hire, in many cases, thousands of new employees each quarter. Consequently, IT and software work is seen as clear path to the middle class for many of the nation's young. For instance, in one quarter this year, Tata Consultancy Services added more than 17,000 employees, gross, bringing its total headcount to 263,600. In the same quarter of 2010, the company had about 150,000 workers." -
BART Strike Provides Stark Contrast To Tech's Non-Union World
dcblogs writes "The strike by San Francisco Bay Area Rapid Transit (BART) workers this week is a clear and naked display of union power, something that's probably completely alien to tech professionals. Tech workers aren't organized in any significant way except through professional associations. They don't strike. But the tech industry is highly organized, and getting more so. Industry lobbying spending has been steadily rising, reaching $135 million last year, almost as much as the oil and gas industry. But in just one day of striking, BART workers have cost the local economy about $73 million in lost productivity due to delays in traffic and commuting. Software developers aren't likely to unionize. As with a lot of professionals, they view themselves as people with special skills, capable of individually bargaining for themselves, and believe they have enough power in the industry to get what they want, said Victor Devinatz, a professor of management and quantitative methods at Illinois State University College of Business. For unions to get off the ground with software workers, Devinatz said, 'They have to believe that collective action would be possible vehicle to get the kinds of things that they want and that they deserve.'" -
D.C. Awards Obamacare IT Work To Offshore Outsourcer
dcblogs writes "Infosys, an India-based offshore IT outsourcing firm, recently announced that it had won a $49.5 million contract to develop a health benefit exchange for the District of Columbia. The contract was awarded to a U.S.-based Infosys subsidiary, Infosys Public Services. That's one of the larger government contracts won by an offshore outsourcing firm, but it's unclear whether any of the work will be done overseas. The District isn't disclosing any contract details. An FOIA request for the contract has been submitted. Infosys is one of the largest users of H-1B visas, and has been under a grand jury investigation for its use of B1 visitor visas." -
Fear of Thinking War Machines May Push U.S. To Exascale
dcblogs writes "Unlike China and Europe, the U.S. has yet to adopt and fund an exascale development program, and concerns about what that means to U.S. security are growing darker and more dire. If the U.S. falls behind in HPC, the consequences will be 'in a word, devastating,' Selmer Bringsford, chair of the Department. of Cognitive Science at Rensselaer Polytechnic Institute, said at a U.S. House forum this week. 'If we were to lose our capacity to build preeminently smart machines, that would be a very dark situation, because machines can serve as weapons.' The House is about to get a bill requiring the Dept. of Energy to establish an exascale program. But the expected funding level, about $200 million annually, 'is better than nothing, but compared to China and Europe it's at least 10 times too low,' said Earl Joseph, an HPC analyst at IDC. David McQueeney, vice president of IBM research, told lawmakers that HPC systems now have the ability to not only deal with large data sets but 'to draw insights out of them.' The new generation of machines are being programmed to understand what the data sources are telling them, he said." -
Lawmakers Try To Block Black Box Technology In Cars, DVR Tracking
Lucas123 writes "Lawmakers this week filed bipartisan legislation that would give car owners control over data collected in black box-style recorders that may be required in all models as soon as next year. The move follows a separate proposal made earlier this month that would limit telecommunications companies in tracking viewer activity with new digital video recorders (DVR) technology. The 'Black Box Privacy Protection Act' would give vehicle owners more control over the information collected through a car or motorcycle event data recorders, which the National Highway Traffic Safety Administration has proposed be required in all new cars as of 2014. 'For me, this is a basic issue of privacy,' said Rep. Mike Capuano (D-MA). 'Many consumers aren't even aware that this technology is already in most vehicles.' The second, more colorfully titled piece of legislation, is the 'We Are Watching You Act'. The bill was filed in response to reports that national telecommunications companies are exploring technology for DVRs that would record the personal activities of people as they watch television at home in order to target them for marketing and advertising. If implemented, among other things, when the recording device is in use, the words 'WE ARE WATCHING YOU' would appear on the television screen. 'This may sound preposterous, but it is neither a joke nor an exaggeration,' Capuano said. 'These DVRs would essentially observe consumers as they watch television as a way to super-target ads. It is an incredible invasion of privacy.'" -
Intel Streaming Media Service Faces An Uphill Battle for Bandwidth
Lucas123 writes "Intel this year plans to sell a set-top box and Internet-based streaming media service that will bundle TV channels for subscribers, but cable, satellite and ISPs are likely to use every tool at their disposal to stop another IP-based competitor, according to experts. They may already be pressuring content providers to charge Intel more or not sell to it. Another scenario could be that cable and ISP providers simply favor their own streaming services with pricing models, or limit bandwidth based on where customers get their streamed content. For example, Comcast could charge more for a third-party streaming service than for its own, or it could throttle bandwidth or place caps on it to limit how much content customer receives from streaming media services as it did with BitTorrent. Meanwhile, Verizon is challenging in a D.C. circuit court the FCC's Open Internet rules that are supposed to ensure there's a level playing field." -
Will PCIe Flash Become Common In Laptops, Desktops?
Lucas123 writes "With Apple announcing that it is now using PCIe flash in its MacBook Air and it has plans to offer it in its Mac Pro later this year, some are speculating that the high-speed peripheral interface may become the standard for higher-end consumer laptops and workplace systems. 'It's coming,' said Joseph Unsworth, research vice president for NAND Flash & SSD at Gartner. The Mac Pro with PCIe flash is expected to exceed 1GB/sec throughput, twice the speed of SATA III SSDs. Apple claims the new MacBook Mini got a 45% performance boost from its PCIe flash. AnandTech has the Air clocked in at 800MB/s. Next year, Intel and Plextor are expected to begin shipping PCIe cards based on the new NGFF specification. Plextor's NGFF SSD measures just 22mm by 44mm in size and connects to a computer's motherboard through a PCIe 2.0 x2 interface. Those cards are smaller than today's half-height expansion cards and offer 770MB/s read and 550MB/s write speeds." -
XP's End Will Do More For PC Sales Than Win 8, Says HP Exec
dcblogs writes "Hewlett-Packard executives say that the coming demise of Windows XP next year may do what Windows 8 could not, and that's boost PC sales significantly. 'We think this will bring a big opportunity for HP,' said Enrique Lore, senior vice president and general manager of HP's business PCs. Lore was asked, in a later interview, whether the demand for XP replacement systems could help sales more than Windows 8. His response was unequivocal: 'Yes, significantly more, especially on the commercial side,' he said. Lore said 40% to 50% of business users remain on XP systems." -
Ask Personal Audio's James Logan About Patents, Playlists, and Podcasts
James Logan founded MicroTouch Systems in the 80s and served on the on the Board of Directors of Andover.net, the company that acquired Slashdot back in 1999, but it is the company he founded in 1996, Personal Audio, that has garnered him much attention recently. Personal Audio sued Apple in 2009 for $84 million, claiming infringement on patents for downloadable playlists. Apple eventually lost the case and a jury ordered them to pay $8 million in damages. More recently, Personal Audio has filed suit against several prominent podcasters claiming that “Personal Audio is the owner of a fundamental patent involving the distribution of podcasts.” The EFF challenged the patents calling the company a patent troll saying, "Patent trolls have been wreaking havoc on innovative companies for some time now." The vice president of licensing for the Texas company counters that the EFF is working for "large companies against a small business and a couple of inventors," adding "Every defendant calls every plaintiff a patent troll. I've heard IBM called a patent troll. It's one of those terms everyone defines differently." Mr. Logan has agreed to answer your questions about his company and his patents. Porco was part of a four-person panel of technologists who participated at a town hall-style meeting at the CITE Conference and Expo in San Francisco this week. The panel was united on the topic of the future of IT shops. Others said they are not sure how to address a growing generation gap between young and veteran workers, each of whom are comfortable with different technologies. Nathan McBride, vice president of IT & chief cloud architect at AMAG Pharmaceuticals, said he's often forced to deal with older IT workers coming on board who expect his company to support traditional email like Outlook when it uses Google Apps.' Sooner or later, IT departments are going to change. When do you think that will happen, and how will they be different?" -
Vint Cerf: Data That's Here Today May Be Gone Tomorrow
dcblogs writes "Vinton Cerf is warning that digital things created today — spreadsheets, documents, presentations as well as mountains of scientific data — may not be readable in the years and centuries ahead. Cerf illustrates the problem in a simple way. He runs Microsoft Office 2011 on Macintosh, but it cannot read a 1997 PowerPoint file. 'It doesn't know what it is,' he said. 'I'm not blaming Microsoft,' said Cerf, who is Google's vice president and chief Internet evangelist. 'What I'm saying is that backward compatibility is very hard to preserve over very long periods of time.' He calls it a 'hard problem.'" We're at an interesting spot right now, where we're worried that the internet won't remember everything, and also that it won't forget anything. -
Should the Power of Corporate Innovation Shift Away From Executives?
Lucas123 writes "At the Consumerization of IT conference in San Francisco this week, several speakers agreed the next big shift in the corporate establishment will not be technological but social, away from top-down responsibility for innovation and change. Businesses are on the cusp of a leadership revolution because millennials moving into the workforce are 'the most authority-phobic' generation in history, according to Gary Hamel, a management educator at the London School of Business. Not only should low-level workers be incentivized for being creative, they should be given the power to spend corporate money on research and development, Hamel said. By doing that, companies will diversity their experimental capital. 'If you don't do that, you'll never change that innovation curve,' he said. Hamel was not alone. Kevin Jones, a consulting social & organizational strategist for NASA's Marshall and Goddard Space Flight Centers, agreed that traditional corporate culture needs a radical shakeup. 'The values of management today are different from the values of the social enterprise and different from the values of the consumerization of IT — and they're not mixing very well,' Jones said. 'That's where we're having the battle.'" -
OK City Data Center Built To Withstand Winds Up To 310 MPH, Says Contractor
dcblogs writes "The area around and to the southwest of Oklahoma City, where more tornadoes were striking Friday night, 'has perhaps the greatest frequency of tornadoes in the U.S.,' said John Snow, a professor of meteorology at the University of Oklahoma. About 95% of all tornadoes are below EF3 intensity, and only 0.1% achieve EF5, which is what hit Moore earlier this month. To build a data center capable of surviving an EF3, Perimeter Technology in Oklahoma City surrounded the raised floor portion of the data center with 8.5-in. reinforced concrete walls. The data center is in the middle of the building, and around it are offices protected by another 8.5-in. exterior wall. But there's another data center in Oklahoma City that may be able survive 310 MPH winds. The company, Devon Energy, isn't talking about its data center or even confirming that it has one capable of handling these winds. But a contractor has disclosed details." -

Duracell's Powermat Ties the Knot With PowerKiss

Among airports, coffee shops, malls and arenas, Powermat, owned by Duracell, claims it has more than 1,500 charging spots in the U.S. In Europe, PowerKiss said it has 1,000 charging spots in airports, hotels and cafes; it also recently announced wireless charging at some McDonald's restaurants. Powermat and PowerKiss are attempting to prevail against the competing Wireless Power Consortium (WPC), which supports the widely adopted Qi (pronounced "chee") standard used in Nokia, Samsung, and LG products. Like the Qi standard, the PMA's Power 2.0 specification is based on magnetic induction wireless power technology." -
House Bill Would Mandate Smart Gun Tech By U.S. Manufacturers
Lucas123 writes "U.S. Rep. John Tierney (D-Mass) is pushing a bill that would require all U.S. handgun manufacturers to include 'personalization technology' in their weapons. Tierney said he got the idea for The Personalized Handgun Safety Act of 2013 from the latest James Bond film, Skyfall. In it Bond escapes death when his handgun, which is equipped with technology that recognizes his fingerprints, becomes inoperable when a bad guy picks it up. 'This technology, however, isn't just for the movies — it's a reality,' Tierney said. Tierney pointed to a myriad of cases where the smart gun tech could prevent children from being harmed or killed in firearms accidents. Jim Wallace, executive director of the Massachusetts Gun Owners Action League, the official state association of the NRA, said he knows of no gun owners who would want smart gun technology on their weapons. Wallace said any technology that may impede the proper function of a weapon is a problem. He pointed to the fact that any integrated processor technology would also require a battery of some kind, which could pose a system failure if it lost power." -
Immigration Reform May Spur Software Robotics
dcblogs writes "The Senate's immigration bill may force the large offshore outsourcing firms to reduce their use of H-1B visa-holding staff, forcing them to hire more local workers and raising their costs. But one large Indian firm, Infosys, will try to offset cost increases with software robotics. Infosys recently announced a partnership with IPsoft, a New York-based provider of autonomic IT services. With IPsoft's tools, work that is now done by human beings, mostly Level 1 support, could be done by a software machine. Infosys says that IPsoft tools can 'reduce human intervention.' More colorfully, Chandrashekar Kakal, global head of Infosys's business IT services, told the Times of India, that 'what robotics did for the auto assembly line, we are now doing for the IT engineering line.' James Slaby, a research director of HFS Research who has been following the use of autonomics closely, wrote in a recent report that the IPsoft partnership may help Infosys 'reap fatter margins by augmenting and replacing expensive, human IT support engineers with cheaper, more accurate, efficient automated processes,' and by improving service delivery." -
Trade Group: US Software Developer Wages Fell 2% Last Year
First time accepted submitter russotto points out the claim of industry group TechAmerican Foundation (reported by Computerworld) that "wages for the software industry are falling, not rising. Wages fell 2% to $99,000 in 2012." Averages are one thing; the article points out though that wages vary vastly within the industry, and that some jobs are harder to fill (thus, better paid) than others. An excerpt: "Victor Janulaitis, CEO of Janco Associates, a research firm that also analyzes IT wage and employment trends, cited a number of reason for the decline in wages for software professionals. First, technology is becoming easier to implement without having an IT professional, he said. Also, the option of turning to outsourcing creates less pressure to increase wages. As the recession continues, companies continue 'to look at productivity and will often look to hire individuals who are lower cost employees,' said Janulaitis. That could include displaced baby boomer workers who have been out of work for some time and 'will take a lower paying job just to get back into the workforce.'" -
Researchers Are Developing Ad Hoc Networks For Car-To-Car Data Exchange
Lucas123 writes "Researchers are developing machine-to-machine (M2M) communication technology that allows cars to exchange data with each other, enabling vehicles to know what the cars all around them are doing, and perhaps, where they're going. Intel is working with National Taiwan University on M2M connectivity, an idea came from caravanning — an available, but-not-yet-deployed technology that uses direct line of site infrared (IR) and a range finder in order to automatically adjust the speed of cars so they can travel at a measured distance from each other. In other words, they're electronically tethered to one another. Now, imagine a group of cars traveling down the road together as an ad hoc network, each one aware of the location, any sudden actions or even the travel route of other vehicles as uploaded to the cloud from a GPS device. 'We're even imagining in the future cars would be able to ask other cars, "Hey, can I cut into your lane?" Then the other car would let you in,' said Jennifer Healey, a research scientist with Intel." -
Why Your New Car's Technology Is Four Years Old

Apart from the obvious — a car's development process can be four years long — the automotive industry also tends to be behind the tech curve because of a lack of equipment standardization. And, while it's possible for the industry to build modular infotainment systems that could be upgraded over the life of the car, there are no plans to do so. Instead, car companies intend to offer software upgradable vehicles through 4G connectivity and data storage and entertainment streaming through the cloud, which means they have to worry less about onboard hardware reliability and standardization." -
Most Companies Will Require You To Bring Your Own Mobile Device By 2017

Enterprises that offer only corporately-owned smartphones or stipends to buy your own will soon become the exception to the rule in the next few years. As enterprise BYOD programs proliferate, 38% of companies expect to stop providing devices to workers by 2016 and let them use their own, according to a global survey of CIOs by Gartner. At the same time, security remains the top BYOD concern. 'What happens if you buy a device for an employee and they leave the job a month later? How are you going to settle up? Better to keep it simple. The employee owns the device, and the company helps to cover usage costs,' said David Willis, a distinguished analyst at Gartner." -
New Smart Gun Company Hopes To Begin Production This Summer

The Columbus, Ga.-based company uses relatively simple fingerprint recognition through a flat, infrared reader positioned on the weapon's grip. The biometrics reader enables three other physical mechanisms that control the trigger, the firing pin and the gun hammer. The controller chip can save from 15,000 to 20,000 fingerprints. If a large military unit wanted to program thousands of finger prints into a single weapon, it would be possible. A single gun owner could also temporarily program a friend or family member's print into the gun to go target shooting and then remove it upon returning home." -
USB SuperSpeed Power Spec To Leap From 10W To 100W
Lucas123 writes "While news stories have focused on the upcoming jump from 5Gbps to 10Gbps for USB SuperSpeed, less talked about has been the fact that it will also increase charging capabilities from 10W to 100W, meaning you'll be able to charge your laptop, monitor, even a television using a USB cord. Along with USB, the Thunderbolt peripheral interconnect will also be doubling it throughput thanks to a new controller chip, in its case from 10Gbps to 20Gbps. As with USB SuperSpeed, Thunderbolt's bandwidth increase is considered an evolutionary step, but the power transfer increase is being considered revolutionary, according to Jeff Ravencraft, president of the USB Implementers Forum (USB-IF). 'This is going to change the way computers, peripheral devices and even HDTVs will not only consume but deliver power,' Ravencraft said. 'You can have an HDTV with a USB hub built into it where not only can you exchange data and audio/video, but you can charge all your devices from it.'" -

theodp writes "In his latest essay, Rudolf Winestock argues that the movement to replace the mainframe has re-invented the mainframe, as well as the reason why people wanted to get rid of mainframes in the first place. 'The modern server farm looks like those first computer rooms,' Winestock writes. 'Row after row of metal frames (excuse me—racks) bearing computer modules in a room that's packed with cables and extra ventilation ducts. Just like mainframes. Server farms have multiple redundant CPUs, memory, disks, and network connections. Just like mainframes. The rooms that house these server farms are typically not open even to many people in the same organization, but only to dedicated operations teams. Just like mainframes.' And with terabytes of data sitting in servers begging to be monetized by business and scrutinized by government, Winestock warns that the New Boss is worse than the Old Boss. So, what does this mean for the future of fully functional, general purpose, standalone computers? 'Offline computer use frustrates the march of progress,' says Winestock. 'If offline use becomes uncommon, then the great and the good will ask: "What are [you] hiding? Are you making kiddie porn? Laundering money? Spreading hate? Do you want the terrorists to win?"'" -
Harvard Grid Computing Project Discovers 20k Organic Photovoltaic Molecules
Lucas123 writes "In June, Harvard's Clean Energy Project plans to release to solar power developers a list of the top 20,000 organic compounds, any one of which could be used to make cheap, printable photovoltaic cells (PVCs). The CEP uses the computing resources of IBM's World Community Grid for the computational chemistry to find the best molecules for organic photovoltaics culled the list from about 7 million. About 6,000 computers are part of the project at any one time. If successful, the crowdsourcing-style project, which has been crunching data for the past two-plus years, could lead to PVCs that cost about as much as paint to cover a one-meter square wall." The big thing here is that they've discovered a lot of organic molecules that have the potential for 10% or better conversion; roughly equivalent to the current best PV material, and twice as efficient as other available organic PV materials. -
U.S. Senate's Big Immigration Bill Seeks Centralized Database For H-1B Jobs
dcblogs writes "The U.S. Senate comprehensive immigration bill, due Tuesday, will allow the H-1B cap to rise from 65,000 to as high as 180,000. The bill, overall, contains some interesting provisions. It will require the U.S. Labor Dept. to create a website of H-1B job openings that employers must post to. The jobs must be posted least 30 calendar days before hiring an H-1B applicant to fill that position. The bill also raises wages for H-1B workers to make them more competitive, although the amount wasn't specified. One provision that will affect India, in particular, limits H-1B visa use to 50% of a firm's U.S. workforce. The provision may prompt India firms to buy U.S. companies to expand their U.S. presence." -
MS Office Tablet Delay Gives Google a Real Chance, and Not Just Google Apps

Although a number of the largest companies, from KLM to Disney, have already moved to Google Apps, most large companies are still using Microsoft Office heavily. The majority of current Google users are smaller businesses. Now Microsoft has been forced to admit that its office suite for Android will be delayed by at least a year and Zdnet tells us that Google will be the big winner from that. However, they also say QuickOffice, rather than Google Apps, will be the main winner. Other Android app suites will benefit too, though currently the Android version of LibreOffice is only available as a dev build for sideloading and is having some difficulties packaging for Google Play, so it may not benefit from this delay unless more volunteers step up to help. Microsoft relies heavily on Office for revenue, so this may represent a real, long-term threat to the company." -

This professional group warns that unemployment rates for engineers could get worse if H-1B visas are increased. Non-Volatile DIMMs To Ship This Year

For example, the non-volatile DIMMs will come in capacities ranging from 4GB of DRAM to 16GB and 8GB of flash to 32GB of flash. Micron also sees its NVDIMM card being used as a storage tier, as cache for RAID systems, system check pointing, full system persistence, data logging, de-duplication and fast access to metadata. Without providing specifics, Viking said the NVDIMM cards will cost roughly a few hundred dollars each, more than a standard DDR3 DIMM module but still inexpensive enough for server and storage admins to consider for boosting application performance." -

3D DRAM Spec Published

Micron, Samsung and Hynix are leading the technology development efforts backed by the Hybrid Memory Cube Consortium (HMC). The Hybrid Memory Cube will stack multiple volatile memory dies on top of a DRAM controller. The result is a DRAM chip that has an aggregate bandwidth of 160GB/s, 15 times more throughput as standard DRAMs, while also reducing power by 70%. 'Basically, the beauty of it is that it gets rid of all the issues that were keeping DDR3 and DDR4 from going as fast as they could,' said Jim Handy, director of research firm Objective Analysis. The first versions of the Hybrid Memory Cube, due out in the second half of 2013, will deliver 2GB and 4GB of memory." -
The Twighlight of Small In-House Data Centers

Of the new data center space being built in the U.S., service providers accounted for about 13% of it last year, but by 2017 they will be responsible for more than 30% of this new space, says IDC. 'We are definitely seeing a trend away from in-house data centers toward external data centers, external provisioning,' said Gartner analyst Jon Hardcastle. Among those planning for a transition is the University of Kentucky's CIO, who wants to reduce his data center footprint by half to two thirds. He expects in three to five years service provider pricing models 'will be very attractive to us and allow us to take most of our computing off of our data center.' IT managers says a big reason for the shift is IT pros don't want to work in data centers at small-to-mid size firms that can't offer them a career path. Hank Seader, managing principal of the Uptime Institute, said that it takes a 'certain set of legacy skills, a certain commitment to the less than glorious career fields to make data centers work, and it's hard to find people to do it.'" -
Animation Sophistication: The Croods Required 80 Million Compute Hours

The movie required a whopping 80 million compute hours to render, 15 million more hours than DreamWorks' last record holder, The Rise of the Guardians. The production studio said between 300 and 400 animators worked on The Croods over the past three years. The images they created, from raw sketches to stereoscopic high-definition shots, required about 250TB of data storage capacity. When the movie industry moved from producing 2D to 3D high-definition movies over the past decade, the data required to produce the films increased tremendously. For DreamWorks, the amount of data needed to create a stereoscopic film leaped by 30%." -

US CompSci Enrollment Leaps For 5th Straight Year
dcblogs writes "The number of new undergraduate computing majors in U.S. computer science departments increased more than 29% last year, a pace called 'astonishing' by the Computing Research Association. The increase was the fifth straight annual computer science enrollment gain, according to the CRA's annual survey of computer science departments at Ph.D.-granting institutions. The survey also found that more students are earning a Ph.D., with 1,929 degrees granted — an 8.2% increase over the prior year. The pool of undergraduate students represented in the CRA survey is 67,850. Of that number, 57,500 are in computer science." -
Most Doctors Don't Think Patients Need Full Access To Med Records

A survey released this week of 3,700 physicians in eight countries found that only 31% of them believe patients should have full access to their medical record; 65% believe patients should have only limited access. Four percent said patients should have no access at all. The findings were consistent among doctors surveyed in eight countries: Australia, Canada, England, France, Germany, Singapore, Spain and the United States." -
A New Version of MS Office Every 90 Days

At a recent tech conference, Kurt DelBene, president of the Office division, said they have mechanisms in place to update Office on a quarterly basis. Of course to get these new wondrous features and bugfixes you have to have a subscription to Office 365. Are the customers who most prefer subscriptions (corporate) going to want new things in the enterprise every 90 days? It is frustrating to see so many of them still on IE 7, XP, and Office 2003, which hurts Windows and Office sales and holds back innovation. At the same time, the accountants notice significant savings by keeping I.T. costs down with decade/semi decade updates to their images, while I.T. only puts out fires in between. Will this bring change to that way of doing things, or will Microsoft's cloud offerings with outsourced Exchange and Sharepoint make up for it using cost savings and continually updated software in the enterprise?" -
How the U.S. Sequester Will Hurt Science and Tech
Later today, the U.S. government will enter the sequestration process, a series of across-the-board budget cuts put into place automatically because U.S. politicians are bad at agreeing on things. "At that moment, somewhere in the bowels of the Treasury Department, officials will take offline the computers that process payments for school construction and clean energy bonds to reprogram them for reduced rates. Payments will be delayed while they are made manually for the next six weeks." The cuts will directly affect science- and tech-related spending throughout the country. Tom Levenson writes, '[s]equester cuts will strike bluntly across the scientific community. The illustrious can move a bit of money around, but even in large labs, a predictable result will be a reduction in the number of graduate student and post – doc slots available — and as those junior and early-stage researchers do a whole lot of the at-the-bench level research, such cuts will have an immediate effect on research productivity. The longer term risk is obvious too: fewer students and post-docs mean on an ongoing drop from baseline in the amount of work to be done year over year.' The former director of the National Institute of Health says it will set back medical science for a generation. NASA Administrator Charles Bolden has laid out how the cuts will affect the U.S. space program. He said, "The Congress wasn’t able to do what they were supposed to do, so we’re going to suffer." The sequester will also prevent billions of dollars from flowing into the tech industry. This comes at a time when there's a pressing need in the tech sector for professionals versed in the use of Linux, and salaries for those workers are on the rise. -

Copyright Alert System To Launch Monday
An anonymous reader sends this excerpt from the Daily Dot: "Starting next week, most U.S. Internet users will be subject to a new copyright enforcement system that could force them to complete educational programs, and even slow their Internet speeds to a crawl. A source with direct knowledge of the Copyright Alert System [said] the five participating Internet service providers will start the controversial program Monday. The ISPs — industry giants AT&T, Cablevision, Comcast, Time Warner, and Verizon — will launch their versions of the CAS on different days throughout the week. Comcast is expected to be the first, on Monday." Of course, there are many ways around the Copyright Alert System, so it probably won't be terribly effective. -
Ultrasound Waves Used To Increase Data Storage Capacity of Magnetic Media
Lucas123 writes "Electrical engineers at Oregon State University (OSU) said yesterday that they have found a technique to use high-frequency sound waves to improve magnetic data storage.The data write-technology breakthrough could allow greater amounts of data to be stored on both hard disk drives and NAND flash-based solid-state drives (SSDs), they said. Typically, when magnetic recording material is temporarily heated, even for an instant, it can become momentarily less stiff and more data can be stored at a particular spot. But, the technique has proven difficult to effectively increase capacity because heating tends to spread beyond where it is wanted and the technology involves complex integration of optics, electronics and magnetics, the researchers said. With the new technique, known as acoustic-assisted magnetic recording, ultrasound is directed at a highly specific location on the material while data is being stored, creating elasticity that allows "a tiny portion of the material to bend or stretch." After the ultrasound is turned off, the material immediately returns to its original shape, but the data stored during the process remains in a dense form." -

Scientists at Indiana University found that using patient data with machine-learning algorithms can drastically improve both the cost and quality of healthcare through simulation modeling.The artificial intelligence models used for diagnosing and treating patients obtained a 30% to 35% increase in positive patient outcomes, the research found. This is not the first time AI has been used to diagnose and suggest treatments. Hard Drive Revenue About To Take a Double-Digit Dip

Hard drive market revenue is set to drop to about $32.7 billion this year, down 11.8% from $37.1 billion last year. At the same time, In what appears to be a grim scenario, the optical disk drive industry is expected to encounter continued challenges this year, and optical drives could eventually be abandoned by PC makers altogether." -
IronKey Releases Windows 8 Certified Bootable Flash Drive

While Imation doesn't promote this feature, users can also boot up this USB on any Intel-based Apple computer. The flash drive has its drawbacks. It's not yet FIPS certified, it can't be provisioned as storage, and it lacks admin management features. The IronKey Workspace drive comes in 32GB, 64GB and 128GB capacities. It offers either 128-bit or 256-bit full disk encryption. Users must purchase the Windows 8 software separately. According to Imation's specifications, the IronKey Workspace has a maximum average read speed of 300MB/sec. and an average write speed of 100MB/sec. to 200MB/sec. When I timed the boot-up times, the initial boot-up from the USB drive was slow — 3 minutes and 40 seconds — but the drive was configuring itself. Subsequent boot-ups took a mere 35 seconds. Shutdown is near instantaneous — about 2 seconds. The flash drive is priced from $129 to $389 depending on capacity." -
IBM's Watson Goes To College To Extend Abilities

Senators Seek H-1B Cap That Can Reach 300,000
dcblogs writes "A bipartisan group of Senators is planning to introduce a bill that allows the H-1B visa cap to rise automatically with demand to a maximum of 300,000 visas annually. This 20-page bill, called the Immigration Innovation Act of 2013 or the 'I-Squared Act of 2013,' is being developed by Sens. Orrin Hatch (R-Utah), Amy Klobuchar (D-Minn.), Marco Rubio (R-Fla.), and Chris Coons (D-Del.). It may be introduced next week. Presently, the U.S. has an H-1B visa cap of 65,000. There are another 20,000 H-1B visas set aside for advanced degree gradates of U.S. universities, for 85,000 in total. Under the new bill, the base H-1B cap would increase from 65,000 to 115,000. But the cap would be allowed to rise automatically with demand, according to a draft of the legislation."
