Trump's Infrastructure Plan Has No Dedicated Money For Broadband (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: President Trump's new 10-year plan for "rebuilding infrastructure in America" doesn't contain any funding specifically earmarked for improving Internet access. Instead, the plan sets aside a pool of funding for numerous types of infrastructure projects, and broadband is one of the eligible categories. The plan's $50 billion Rural Infrastructure Program lists broadband as one of five broad categories of eligible projects.
Eighty percent of the program's $50 billion would be "provided to the governor of each state." Governors would take the lead in deciding how the money would be spent in their states. The other 20 percent would pay for grants that could be used for any of the above project categories. Separately, broadband would be eligible for funding from a proposed $20 billion Transformative Projects Program, along with transportation, clean water, drinking water, energy, and commercial space. Trump's plan would also add rural broadband facilities to the list of eligible categories for Private Activity Bonds, which allow private projects to "benefit from the lower financing costs of tax-exempt municipal bonds." The plan would also let carriers install small cells and Wi-Fi attachments without going through the same environmental and historical preservation reviews required for large towers. -
Tesla Owners Are Mining Bitcoins With Free Power From Charging Stations (vice.com)
dmoberhaus writes: Someone claimed to use their Tesla to power a cryptocurrency mine to take advantage of the free energy given to Tesla owners. But even with free energy, does this scheme make sense? Motherboard ran the numbers.
From the report: "...If we assume that each of the GPUs in this rig draws around 150 watts, then the 16 GPUs have a total power draw of 2.4 kilowatts per hour or 57.6 kilowatt hours per day if they ran for a full 24 hours. According to Green Car Reports, a Tesla Model S gets about 3 miles per kilowatt hour, meaning that running this mining rig for a full day is the equivalent of driving nearly 173 miles in the Tesla. According to the Federal Highway Administration, the average American drives around 260 miles a week. In other words, running this cryptocurrency mine out of the trunk of a Tesla for a day and a half would use as much energy as driving that Tesla for a full week, on average. Moreover, drivers who are not a part of Tesla's unlimited free energy program are limited to 400 kilowatt hours of free electricity per year, meaning they could only run their rig for a little over 7 days on free energy.
Okay, but how about the cost? Let's assume that this person is mining Ethereum with their GPUs. Out of the box, an average GPU can do about 20 megahashes per second on the Ethereum network (that is, performing a math problem known as hashing 20 million times per second). This Tesla rig, then, would have a total hashrate of about 320 megahashes. According to the Cryptocompare profitability calculator, if the Tesla rig was used to mine Ethereum using free electricity, it would result in about .05 Ether per day -- equivalent to nearly $23, going by current prices at the time of writing. In a month, this would result in $675 in profit, or about the monthly lease for a Tesla Model S. So the Tesla would pay for itself, assuming the owner never drove it or used it for anything other than mining Ethereum, Ethereum doesn't drop in value below $450, and the Tesla owner gets all of their energy for free." Motherboard also notes that this conclusion "doesn't take into account the price of each of the mining rigs, which likely cost about $1,000 each, depending on the quality of the GPUs used." TL;DR: Mining cryptocurrency out of your electric car is not worth it. -

Self-Driving Cars Will Make Organ Shortages Even Worse (slate.com)
One of the many ways self-driving cars will impact the world is with organ shortages. It's a morbid thought, but the most reliable sources for healthy organs and tissues are the more than 35,000 people killed each year on American roads. According to the book "Driverless: Intelligent Cars and the Road Ahead," 1 in 5 organ donations comes from the victim of a vehicular accident. Since an estimated 94 percent of motor-vehicle accidents involve some kind of a driver error, it's easy to see how autonomous vehicles could make the streets and highways safer, while simultaneously making organ shortages even worse. Slate reports: As the number of vehicles with human operators falls, so too will the preventable fatalities. In June, Christopher A. Hart, the chairman of the National Transportation Safety Board, said, "Driverless cars could save many if not most of the 32,000 lives that are lost every year on our streets and highways." Even if self-driving cars only realize a fraction of their projected safety benefits, a decline in the number of available organs could begin as soon as the first wave of autonomous and semiautonomous vehicles hits the road -- threatening to compound our nation's already serious shortages. We're all for saving lives -- we aren't saying that we should stop self-driving cars so we can preserve a source of organ donation. But we also need to start thinking now about how to address this coming problem. The most straightforward fix would be to amend a federal law that prohibits the sale of most organs, which could allow for development of a limited organ market. Organ sales have been banned in the United States since 1984, when Congress passed the National Organ Transplant Act after a spike in demand (thanks to the introduction of the immunosuppressant cyclosporine, which improved transplant survival rates from 20-30 percent to 60-70 percent) raised concerns that people's vital appendages might be "treated like fenders in an auto junkyard." Others feared an organ market would exploit minorities and those living in poverty. But the ban hasn't completely protected those populations, either. The current system hasn't stopped organ harvesting -- the illegal removal of organs from the recently deceased without the consent of the person or family -- either in the United States or abroad. It is estimated that, worldwide, as many as 10,000 black market medical operations are performed each year that involve illegally purchased organs. So what would an ethical fix to our organ transplant shortage look like? To start, while there's certainly a place for organ donation markets in the United States, implementation will be understandably slow. There are, however, small steps that can get us closer to a just system. For one, the country could consider introducing a "presumed consent" rule. This would change state organ donation registries from affirmative opt-in systems (checking that box at the DMV that yes, you do want to be an organ donor) to an affirmative opt-out system where, unless you state otherwise, you're presumed to consent to be on the list. -

The software bug may also prevent the seat belts from locking properly. The flaw has already been linked to one death and three injuries. Vehicles affected by the recall include 2014-2016 car models of the Buick LaCross, Chevy SS, and Chevy Spark EVs. It also includes 2014-2017 models of the Buick Encore, GMC Sierra, Chevy Corvette, Chevy Trax, Chevy Caprice, Chevy Silverado. Additionally, the recall affects 2015-2017 models of the Chevy Tahoe, Chevy Silverado HD, Chevy Suburban, GMC Yukon, GMC Yukon XL, GMC Sierra HD, Cadillac Escalade, and Cadillac Escalade ESV. GM will notify owners of affected vehicles and update the software for free, according to the NHTSA. "In the affected vehicles, certain driving conditions may cause the air bag sensing and diagnostic module (SDM) software to activate a diagnostic test," the National Highway Traffic Safety Administration (NHTSA) said in a statement. Military Laser/Radio Tech Proposed As Alternative To Laying Costly Fiber Cable
An anonymous reader writes "Californian comm-tech company Aoptix is testing new laser+radio hybrid communications technology with three major U.S. internet carriers. The equipment required can be bolted onto existing infrastructure, such as cell-tower masts, and can communicate a 2gbps stream over 6.5 miles. The system was developed over 10 years at a cost of $100 million in conjunction with the Air Force Research Laboratory, and the military implementation of it is called Aoptix Enhanced Air Ground Lasercom System (EAGLS). The laser component of the technology uses a deformable mirror to correct for atmospheric distortion over the mast-hop, in real-time. The laser part of the system is backed-up by a redundant radio transmitter. The radio component has low attenuation in rainy conditions with large refracting raindrops, while the laser is more vulnerable to dense fog. The system, which features auto-stabilization to compensate for cell-tower movement and is being proposed as an alternative to the tremendous cost p/m of laying fiber cable, is being tested in Mexico and Nigeria in addition to the three ISP trials. -

Like it or not, the US government may settle that debate before long. The proposed Grow America Act would let the National Highway Traffic Safety Administration (NHTSA) set rules for dash-mounted GPS units, smartphone mapping apps and anything else you'd use for driving directions. While it's not clear what the NHTSA would do with its power, the Department of Transportation's voluntary guidelines ask for limits on eye-catching visuals (think videos) and interaction times; don't be surprised if these enter the rulebooks. -
Exploding Oil Tank Cars: Why Trains Go Boom
Hugh Pickens DOT Com writes "Marcus Stern and Sebastian Jones report on Bloomberg that as federal regulators continue investigating why tank cars on three trains carrying North Dakota crude oil have exploded in the past eight months, energy experts say part of the problem might be that some producers are deliberately leaving too much propane in their product, making the oil riskier to transport by rail. Sweet light crude from the Bakken Shale formation has long been known to be especially rich in volatile natural gas liquids like propane and while there's no way to completely eliminate natural gas liquids from crude, well operators are supposed to use separators at the wellhead to strip out gases before shipping the oil. The worry is that some producers are adjusting the pressure settings to leave in substantial amounts of natural gas liquids and purposefully selling their crude "fluffed up" with propane to maximize their profits." (Read more, below.) "'There is a strong suspicion that a number of producers are cheating. They generally want to simply fill up the barrel and sell it—and there are some who are not overly worried about quality,' says Alan J. Troner. 'I suspect that some are cheating and this is a suspicion that at least some refiners share.' As an oil train shakes, rattles and rolls toward the refinery, the propane begins to separate from the liquid and turning into gas. If one of those cars ruptures, the propane gas inside will likely make contact with outside air. If the gas is ignited—perhaps by a spark thrown off when the car rips open or maybe a spark thrown up from steel wheels scraping over steel tracks—the car can explode. Then the burning car can act like a blowtorch on the tanker next to it and at that point, railcars can explode in domino fashion. The Pipeline and Hazardous Materials Safety Administration (PHMSA) recently issued a safety alert that recent derailments and resulting fires indicate that the type of crude oil being transported from the Bakken region may be more flammable than traditional heavy crude oil. 'It's typical of this type of oil. So it's not surprising. There's no mystery to it especially if it were in a tanker not meant to carry that type of fluid,' says Ramanan Krishnamoorti referring to the much-criticized DOT-111, a black, torpedo-shaped railcar designed in the 1960s that has become the workhorse of the crude-rail industry. Washington doesn't appear to be in a rush to address the problem. On January 23, investigators at the US National Transportation Safety Board made broad recommendations that would have big consequences: They said crude oil should meet the same restrictions as toxic chemicals, which must be routed on tracks away from population centers. 'The large-scale shipment of crude oil by rail simply didn't exist 10 years ago, and our safety regulations need to catch up,' says NTSB Chairman Deborah Hersman. 'While this energy boom is good for business, the people and the environment along rail corridors must be protected from harm.'" -
Hybrids Safer In Crashes — Except For Pedestrians
Hugh Pickens writes writes "Hybrid vehicles are safer than their conventional counterparts when it comes to shielding their occupants from injuries in crashes with the odds of being injured in a crash 25 percent lower for people in hybrids than people traveling in comparable non-hybrid vehicles. "Weight is a big factor," says Matt Moore, of the Highway Loss Data Institute. 'Hybrids on average are 10 percent heavier than their standard counterparts. This extra mass gives them an advantage in crashes that their conventional twins don't have.' The study's findings are good news for green-minded drivers who are also looking for safety in their cars, but it's worth noting that hybrid vehicles are much quieter than gas-powered cars, posing a risk to pedestrians. "When hybrids operate in electric-only mode, pedestrians can't hear them approaching," says Moore. Earlier this year, Congress gave the National Highway Traffic Safety Administration three years to come up with a requirement for equipping hybrids and electric models with sounds to alert unsuspecting pedestrians." -

DoT reports predict that up to 82 percent of serious accidents among unimpaired drivers can be eliminated or reduced by a little car-to-car negotiation, or an early warning that a sedan three cars ahead just hit the brakes even though you can't see it through the giant SUV directly in front of you." -

Hugh Pickens writes "The NY Times reports that federal regulators plan a pilot project to test 'high visibility' crackdown efforts to curb cellphone use by drivers in two cities, Hartford and Syracuse, spending $200,000 in each city, while each state would contribute $100,000 more. The Transportation Department says it wants to send the message: 'Phone in One Hand. Ticket in the Other,' and plans on ramping up enforcement on state bans of hands-free phones by motorists, advertising the campaigns and undertaking studies to see if the efforts curb behavior and attitudes. Safety advocates say that curbing the behavior requires enforcement and education, which they say has been clearly evident in past efforts with seat belts with the 'Click It or Ticket Program' (PDF) that helped increase seat belt use to 83% nationally. 'It's time for drivers to act responsibly, put their hands on the wheel and focus on the road,' says Transportation Secretary Ray LaHood, who last year called distracted driving an 'epidemic.'" -

This is especially true of Toyota, which has led the auto industry in its widespread inclusion of electronic controls in the manufacture of their various car models. 'These circuit families store not just data, but their basic function electrically,' says Lloyd W. Massengill, director of engineering at the Vanderbilt Institute for Space and Defense Electronics at Vanderbilt University. 'In the unfortunate event of a particle flipping just the right bit, a circuit configured to carry out a benign action may be reprogrammed to carry out some unintended action.' Denise Chow writes in Live Science that some scientists are pointing to cosmic ray radiation as a plausible mechanism behind the sudden, unexplained acceleration reported to have occurred with the late model Toyotas." "As the design of automobile systems continues to evolve from mechanical to electronic controls, relying more and more on various circuitry and chips, these electronic components may be vulnerable to being confounded by high-energy radiation writes Chow. Federal regulators were prompted to look into the possible role that cosmic rays played in Toyota's product recall fiasco after an anonymous tipster suggested the design of Toyota's microprocessors, software and memory chips could make them more vulnerable (PDF) to interference from radiation compared with other automakers. 3,800 Vulnerabilities Detected In FAA's Web Apps
ausekilis sends us to DarkReading for the news that auditors have identified thousands of vulnerabilities in the FAA's Web-based air traffic control applications — 763 of them high-risk. Here is the report on the Department of Transportation site (PDF). "And the FAA's Air Traffic Organization, which heads up ATC operations, received more than 800 security incident alerts in fiscal 2008, but still had not fixed 17 percent of the flaws that caused them, 'including critical incidents in which hackers may have taken over control of ATO computers,' the report says. ... While the number of serious flaws in the FAA's apps appears to be staggering, Jeremiah Grossman, CTO of WhiteHat Security, says the rate is actually in line with the average number of bugs his security firm finds in most Web applications. ... Auditors were able to hack their way through the Web apps to get to data on the Web application and ATC servers, including the FAA's Traffic Flow Management Infrastructure system, Juneau Aviation Weather System, and the Albuquerque Air Traffic Control Tower. They also were able to gain entry into an ATC system that monitors power, according to the report. Another vulnerability in the FAA's Traffic Flow Management Infrastructure leaves related applications open to malware injection." -
Hackers Broke Into FAA Air Traffic Control Systems
PL/SQL Guy writes "Hackers have repeatedly broken into the air traffic control mission-support systems of the US Federal Aviation Administration, according to an Inspector General report sent to the FAA this week, and the FAA's increasing use of commercial software and Internet Protocol-based technologies as part of an effort to modernize the air traffic control systems poses a higher security risk to the systems than when they relied primarily on proprietary software, the report said. Intrusion detection systems (IDS) are deployed at only 11 of hundreds of air traffic control facilities. In 2008, more than 870 cyber incident alerts were issued to the organization responsible for air traffic control operations and by the end of the year 17 percent (more than 150 incidents) had not been remediated, 'including critical incidents in which hackers may have taken over control' of operations computers, the report said." -

The FAA already bans non-rechargeable lithium batteries from air shipment because aircraft don't carry fire suppression equipment capable of extinguishing lithium fires. The interesting thing is: these batteries aren't being used or charged, they're just being shipped: spontaneous battery combustion. Is this something that happens in the back of computer stores, or just on airplanes?" -

The DSRC prototype initiative is a prerequisite for introducing new roadway applications such as issuing alerts to drivers about impending intersection collisions, rollovers, weather-related road hazards, or warning a driver that his vehicle is going too fast to safely negotiate an upcoming curve. The FCC allocated the entire 5.9 GHz band to DSRC applications some time ago, making the development much more feasible. Motorcyclists To Get Wearable Airbags

Improvements in safety gear have certainly been made in the past few decades, but in some ways those improvements have been balanced out by the tremendous speeds that modern bikes are capable of. According to this article from ABC News, though, Dainese, a protective sports clothing maker in Vicenza, Italy has developed a wearable airbag vest - called the D-Air - designed to cushion riders in the event of an accident. The D-Air vest features a tiny electronic computer referred to as the STM (which stands for Sensing, Triggering, and Memory), which was developed by an Israeli company called Merhav APP. According to the article, the STM contains sensors that monitor the bike's physical motion. Not only is it lighter than a comparable diesel engine, it should burn the fuel more completely and be a bit better for the environment. Not to mention it is much faster. They should make more of a point that the North American railway system needs a major overhaul in order to support faster trains."
