Re:My favorite quick look so far...
Every review I've read said they've had crashes and issues on the console versions as well that forced them to reload old saves, as well as quests you couldn't finish.
Morrowind, Oblivion, Fallout 3 and Fallout New Vegas all have community patches that literally fix hundreds of bugs that were still left unfixed after the final patch (GOTY editions) from Bethesda.

The Russians are coming! The Russians are coming!
Senator McCarthy, is that you?
I have no clue what Patrick Swayze is, or has been up to, but I think Charlie Sheen is the right man for this job.
1. According to TFA, fiber-optic will go in alongside the railway....enter Russian hackers and thus, Russian Mafia.
2. The railway is just a diversion.
Small teams of Spetsnaz will attempt infiltration into Alaska periodically....just to keep everyone edgy, and watching for them as the real threat.
Due to mistakenly paying attention to USA media/propaganda, they will attempt/takeover 'the Bridge to Nowhere', and Sara Palin's house.Hmmm, reminds me of something...
*Hilarity ensues.*3. Russian Mafia (and their drugs and hookers) + Charlie Sheen = Hilarity Ensues! 'nuff said.
4. ???
5. Profit!
BTW, 'Wolverines!' ??!?!!? What?
I confess:
I don't get it, but find myself indescribably intrigued...(as Spock would say, "Fascinating, Captain.")Don't get me wrong, having seen the absolute destruction of a hunting cabin that a wolverine gained entry to; I find myself in awe of the smelly, furry little beasts!
Not to mention a fan of the Wolverine character of X-Men fame, and the Wolverine mod for the Fallout 3 game. *note: the site has changed a lot since I visited last, YMMV. :-|* -
Why code? Modding is just as fruitful
You know coding is quite a heavy thing to just throw at a kid. Him being from the "gratification-right-now" generation will make him quit long before anything cool can be done with coding.
How about leading him into mods? You can get results very quickly and pretty much for free after an initial investment. Get him a copy of Oblivion GOTY or Fallout 3, introduce him to TESNexus.com or fallout3nexus.com, download Blender, some of the easily available scripting wikis and forums and away he goes.
He can have a replica of his favourite Final Fantasy weapon in a couple of days, usable in-game. There are at least a dozen mods of Cloud's Buster sword he can reverse engineer to teach himself the shapes and the textures and how to make a file usable by the game engine. Immediate reward. May make him plug at it long enough to begin modeling NPCs and elaborate armour.

Re:yes, but
Give FO3 another go, but first install these:
DarnUI - a UI designed for PC instead of the console.
FWE - this is a big overhaul that makes a ton of changes, I advise configuring it to "harsh" settings.
MMM - among other things, this adds new enemies and adds variety to existing enemies. You can also set increased enemy spawns.
FOIP - patches to make FWE and MMM play nice together. The game will be a lot more difficult and fun

Re:I can think of a couple reasons why developers.
FO3 is buggy on all platforms, but at least on PC you can install the unofficial patch, which fixes a huge number of bugs.

Re:DRM On Games Will Stay...
The only unofficial patch I used is this one that disables the loading of "Games for windows live".

My only other advice is get or make yourself a dart gun asap, it's a must for taking down Deathclaws. Dart to the leg cripples them then a couple of combat shotgun blasts to the head.
:)Oh yes, bottle-cap mines are useful for softening up the heavy hitters.

Re:Mmm
Are you kidding me? If they've learned anything, it's that they can release a buggy game and people will still buy it.
The players will fix the bugs themselves anyway.

Re:DLCs
If you are still playing (and are on PC), you could install the unofficial Fallout 3 patch - I think it comes with patches for the DLCs as well.

Re:Elder Scrolls?
Sure, and I use an even more elegant mod here that allows me to bypass the problem entirely, by upping attributes automatically when skills go up. Thus, levels mean absolutely nothing, except for level requirements for quests. Or, you can choose from several different solutions, as it is quite flexible.
Anyway, Fallout 3 has the same flexibility to be modded, and has exactly what you're looking for here. The mod linked reduces your skill points to 1 per INT, which means you can challenge yourself by adding more or less INT to your character at creation time. But even if you max-out INT, you'll still earn less than in the standard game.
I'm sure you can find a mod that similarly limits perks.

Re:Original fallout team
At least the travel menu in the originals you would encounter enemies.
If by that you mean random encounters while fast-traveling, there's a mod for that.

Re:Knowing PS3 is 2nd class customer for Bethesda.
I don't think that the DLCs will ever be available for PS3. Bethesda seems to have made a deal with MS, so that DLCs are exclusive to XBox and PC. On the PC, however, Bethesda have released modding tools, and the modding community have made more than 5000 mods (take a look here).

Re:How to play Operation: Anchorage without Live
Unless the patch fixed the bug where the launcher would uncheck mods, you may want to have a look at Fallout Mod Manager which is a community made mod manager. If you want to check out the community-created mods, you could also check out Fallout 3 nexus.

Re:It's shocking
Interesting and I agree THAT is stupid. Nice to hear that there is already a Mod fixing it. It can be found here by the way. Once the editor is out, you'll probably be able to find mods making FO3 more like FO1 and 2 I suppose.
