The former is how it should and easily can be. Sadly, between the "app" "revolution" and the lack of mention of HTML, I see more sites like m.fbi.gov in our future.

A bit more interesting to me is the "requiring agencies to use web performance analytics and customer satisfaction measurement tools on all '.gov' websites" line in the PDF release. Will those be some sort of in-house thing? Will they end up tripping Do Not Track or IE's Tracking Protection because they're sending the info to Google Analytics or whathaveyou? If it's just a glorified hit counter instead of full-on analytics services, then why haven't they already been doing this--do they need a contractor to count their own damn pageviews?

I'm a police brutality victim. If my assailant hadn't been a cop I think it might even have been considered attempted murder. I had no idea that I could file a report with the FBI. I think I will eventually do that although I have no proof and no witnesses. Well, there were plenty of witnesses, but they were all cops.

It was before the recent case that confirmed that filming the police is legal. So I was afraid to record them because I felt certain that I would be arrested and charged under my state's wiretapping law. And I figured they would probably just "lose" my phone anyway. They'd say "What phone?". Now I'm afraid to leave my house without some kind of recording device. I will record the police at any encounter with them now.

I think there's actually a good chance that the cop in question would come after me for reporting him. After all, he tried to kill me for a much lesser offense right in front of a bunch of people. So I may wait until I can get a gun license and buy a gun to protect myself and then make a report.

This process has taught me that the police really are invulnerable and completely above the law unless you have at least an audio recording of the event or some unbiased civilian witnesses. Judges will always believe the word of a cop over a civilian. Juries also tend to believe the cop's story from what I've heard. People don't want to believe that there is a violent, abusive, and possibly homicidal and insane cop on the loose. So they don't believe it. At least not without clear video evidence.

If I ever have another run in with the police, I might just make a run for it. I almost died the last time when I fully cooperated. At the time I was completely certain that I was about to die. The fact that I was pinned there unable to do anything to save myself was one of the worst parts about the fact that I was about to die.

If there hadn't been so many police witnesses I am pretty sure I would be dead now. I was caught unprepared and never even tried to run away. I thought he was just going to arrest me on false charges, but instead he severely beat me and then apparently tried to kill me. I think one of the other cops there (there was a whole crowd of them nearby) pulled the enraged cop off of me.

Although I dislike cops even more after what happened to me I wish I knew who it was that saved my life. I figure he at least deserves a thank you. I can no longer honestly say that a cop has never helped me or saved me from anything. But it's hard to feel grateful to the police in general when I was saved from another cop intent on murdering me and then charged by the DA as though I were the one who attacked the cop. Although the cop was willing to save my life, he was not willing to come forward to save me from going to jail for many years for something I didn't do. I didn't end up having to go to jail because I took a plea bargain, but I did have to agree to the absurd story while under oath and lie to a judge, making it basically impossible to sue. From what I've heard that's the point of the whole exercise. The price of my freedom was a false confession. According to the public record I am now the one who attacked him. Just out of the blue for no reason whatsoever apparently. My side of the story was never even heard by anyone except my lawyer. That's American justice.

I think the only reason people mostly cooperate with the police is that they don't believe they are about to be murdered by them. That the worst they will do to you is maybe rough you up a bit and file false charges. I guess it's logical that a cop would be willing to commit murder for not sufficiently respecting their authority. They know that they can get away with it. So why not? To a sufficiently sadistic person murder is great fun.

The murder rate has very little to do with the people's ability to get guns in their hands. It doesn't assume anything of the kind. It states the number of times guns are used, which stays about the same year to year, and looks at the number of times tasers are used, which rises directly in proportion to the number of tasers carried. The entire purpose of making these tools available was to reduce the number of people killed by cops. They haven't.

Instead of your fake numbers, let's look at the real numbers. In the first nine months of 2008, police shot their guns 174 times and used their 227 tasers 126 times . In the first nine months of 2009, they used guns 254 times and tasers 290 times. In the first nine months of 2010, police used guns 256 times and used their 712 Tasers 480 times. In the first nine months of 2011, they used guns an unspecified number of times described as "showed no corresponding decrease", I'll call it 250 times since that matches the previous two years, and their Tasers 550 times.

So you are claiming that the number of times shots would be fired would jump from 300 in 2008 to 544 in 2009, then to 736 in 2010, and then to about 800 in 2011? Those are some mighty big jumps from a baseline around 174, especially in the context of a city in which violent crime, including murder, declined over that period. Those numbers are nothing like the fake ones you pulled out and show a completely different trend han you suggest; I think they speak for themselves. Perhaps if the number of tasings were consistent at about 20% of shootings, as you propose, and the number of shootings showed a corresponding decline, it would be completely different. But that's not consistent with the data.

Your argument about clubs is a bit confused. Do they just piss off the people beaten with them, or kill them? Perhaps it really is both, since it depends on where the blows are struck and how much kicking is added to the beating (ask Rodney King about the kicking). Oh, and haven't tonfas pretty much replaced nightsticks as the club of choice these days?

The problem is, blacks are in fact disproportionately criminal offenders. For homicides they committed more of them by actual counts than whites did, up until age 34, after which it remains disproportionate. IIRC, this is true even going solely by victim reports, but the site I was trying to look it up on, the USDOJ.gov, was down at the time i wrote this. Victim reports would point to an actual incidence rate issue not a criminal justice issue.

Disclaimer: I'm not claiming Blacks are inherently (key word there) more violent, just that for whatever reason in the US they commit more than their fair share of crime. Stating that fact is not, in and of itself, racist. Exploring why that is beyond the scope of this argument so do not assume I am taking any particular position in response. If, as derbyshire indicated in his article, I used that fact in situations when I have no other information other than the race of the people involved, that would simply be rational. It's when people hold onto a guess in the face of contrary evidence that it becomes despicable racism. People aught to be judged based on their own choices and actions, not a factor over which they have neither control nor responsibility.

Contrary to popular belief, serial killers span all racial groups. There are white, African-American, Hispanic, and Asian serial killers. The racial diversification of serial killers generally mirrors that of the overall U.S. population.

And from Wikipedia:

While it is true that most serial killers are white males, white (Anglo) males are actually slightly underrepresented in the serial killer ranks in terms of their proportion of the general male population

On American soil there are about as many (if not more) terrorist attacks from Christians as there are from Muslims. Yet you don't fear when you see a Christian board the plane, only from someone in "muslim garb?" That isn't natural, it is an irrational fear. Partially propagated by the stupid media. But also perpetuated by bigoted statements.

While I'm not using the figures below to support bigotry, I think I understand why some people fear attacks from Islamic Extremists more than from other groups.

Referring to a compilation that uses data gathered by the FBI regarding terrorist attacks on US soil 1980-2005 (scroll to the bottom of the FBI page for the data):

Percentage of terrorist attacks by ideology / culture:

• 42% - Latino
• 24% - Extreme Left-Wing Groups
• 16% - Other
• 7% - Jewish Extremists
• 6% - Islamic Extremists
• 5% - Communists

When comparing this data to the casualties caused by those terrorist acts committed by the groups listed above, it's easier to understand why some people might focus on Islamic Extremists. Compiled from the FBI data:

• 94% - Deaths from terrorist acts committed by Islamic Extremists: 2,981 of 3,178 (2972 on 9/11)
• 6% - Deaths from terrorist acts committed by all other groups: 197 of 3,178

• 93% - Injuries from terrorist acts committed by Islamic Extremists: 13,051 of 14,038 (Est. 12,000 on 9/11)
• 7% - Injuries from terrorist acts committed by all other groups: 987 of 14,038

Black males in the age 10 to 45 demographic make up about 6.7% of the population. I'm assuming the vast majority of crimes identified has having black offenders is going to be in that age group.

So, one can peruse this data and come to own's own conclusions. The reason I looked for these numbers is that I had a sneaking suspicion that there was some discrepancy - large discrepancies - in the offense rates for the various races. I find racists - those who are simply irritated by those in different groups - to be reprehensible. But then I found myself wondering about the demographics of criminality based on what I was seeing from my perspective of the world. And what I found reinforced my suspicions (that black male youth is committing crimes at significantly larger percentages than their percentage of the population) instead of dispelling them.

So what now? I think the attitude should be that as a society, we need to understand what causes these discrepancies, for everyone's sake, but especially for black youth's sake. Are the factors exogenous or endogenous? What kinds of interventions can be carried out to reduce these numbers?

Ignoring these numbers in the interest of politeness is not going to make them go away.

. . .that it got done at all, Consider its' predecessor, the Virtual Case File. . . .. It was developed. or at least they TRIED to develop it, at the FBI "CJIS" Data Center in Clarksburg, WV. I know, I've worked there. One huge building, 15 interlocking directorates which overlap and routinely ignore each other.

What happened to the Virtual Case File ??? Death by Bureaucracy. Not to mention the lack of a requirements baseline on which to design and build. In the end, huge amounts of money was wasted. $170 million on software development alone, but that doesn't include the hardware buy, all of which was nearly obsolete when they pulled the plug in 2005, but was still mouldering in an underground storeroom at CJIS in early 2007.

Mr. Henry has earned a Bachelor of Business Administration from Hofstra University in New York, and a Master of Science in Criminal Justice Administration from Virginia Commonwealth University. He's a "bureau"crat saying what he's saying for political reasons and/or personal gain rather than any insight or competency. Not that academic credentials are the be all and end all but there's no indication either in his experience or training that would give me any confidence in his independent judgement or understanding of what others are telling him- other than that he's a politician....

Well, if you were really gutsy, you could always perform a citizen's arrest of the policeman for violation of civil rights under color of law and give a call to the local FBI office to come and take custody.

Well we are assuming the dealer wasn't also an idiot who would risk $35M worth of drugs for an electronic device you can get brand new for $500, $800 tops with all the options.

Don't bet against the stupidity of criminals. From the FBI report on the 1993 World Trade Center Bombing:

In the rubble investigators uncovered a vehicle identification number on a piece of wreckage that seemed suspiciously obliterated. A search of our crime records returned a match: the number belonged to a rented van reported stolen the day before the attack. An Islamic fundamentalist named Mohammad Salameh had rented the vehicle, we learned, and on March 4, an FBI SWAT team arrested him as he tried in vain to get his $400 deposit back.

How to anonymously submit a tip online (Note, only "Information" and the captcha are required fields)

Whether or not that is actually anonymous? Who knows. I probably wouldn't do it from my personal computer, in his situation... though I don't know if he'd be aware of the inherent risk. I suppose he could probably figure out that it might be better to submit the tip from a library. Or he could go low-tech and send a non-self-addressed letter from a mail drop box.

The list of countries I can go to that are neither 3rd world shit holes, police states, or both is becoming vanishingly small.

Terrorism is involves actual violence, such as murder or mass murder, or assisting those who commit violence. It does not consist of voting for the political parties out of power, demonstrations and rallies, writing op-eds, books, plays or poems against government policy or actions.

Guantanamo Bay has never held even 1,000 people ever as prisoners.

Pretty much all of the fights about Habeas Corpus have to do with prisoners held as enemy combatants under the law of war. The US held hundreds of thousands of German prisoners in WW2 and they didn't have any right to Habeas Corpus either. The rules of war are different from the rules under criminal or civil law.

The US only water boarded a total of three people, the most recent of which was almost 9 years ago. To the best of my knowledge it still water boards US pilots as part of their Escape and Evasion training.

Al-Awlaki was killed by a drone for joining Al Qaeda, assisting in planning attacks, and recruiting for them - not for legal dissent. There is no general right for Americans to take up arms against the US government to overthrow it by force of arms, or to otherwise engage in mass murder, or assist those who do. As a matter of war, there was no charge, conviction, or sentence needed under criminal law. He was treated no differently that other American renegades in other wars. He was treated no differently than the large numbers of men shot down en masse, as represented here by the Federal government in a previous conflict.

There is no right to private communications between terrorists who are planning to commit actual violence and their headquarters.

Walking through a metal detector, or a pat down before boarding a plane is not the same thing as not being allowed to travel.

As you can see below the line (-----), there are a constant series of ongoing arrests and convictions for plotted terrorist attacks.

Or perhaps you are worried about the tax code not being progressive enough, but that doesn't hold up either.

So now, what are all these tyrannies that you speak of? Did President Bush round up the Clinton voters? Did President Obama round up the Bush voters? Do people still worship or not worship in the belief of their choice? Do people still pick the school they will attend, or the profession they wish to pursue? Does the government mandate where people will live? Does the press no longer publish what it wants? Does the United States have a President-For-Live yet?

I'm willing to concede that government regulation continues to grow more burdensom - but that is not tyranny.

If the budget problem isn't address, that could lead to a real long term problem though.

The FBI was in charge of domestic intelligence, but there was no CIA at that time to handle overseas intelligence. Roosevelt decided to assign intelligence responsibilities for different parts of the globe to various agencies. The Bureau landed the area closest to home --- the Western Hemisphere.

So, you start off talking about Baltimore, and then quote from a story about the plot in Seattle, and then don't acknowledge either the change of location or the facts. The goal of the plot in Seattle, noted in your link, was:

Allami says he hasn't been able to get a certificate of good conduct, which he would need in order to get a job working in finance.

His allegations have not been proven in court and the application is to be presented at the Montreal courthouse on March 5.

Provincial police spokesman Guy Lapointe says the force is aware of the case but will not comment as it is before the courts. A Justice Department spokesperson also declined to comment.

Police had in Laval, Que., where he applied for the certificate, found terrorism accusations and public mischief on his file, even though his public file shows no signs of the allegations.

"Without the certificate of good conduct, the plaintiff can no longer work in his profession," the document states.

First of all, you need a "certificate of good conduct" from the police to work in the financial industry in Canada? On Wall Street, you almost need a certificate of unscupulous conduct to work in the financial industry.

Second, Canadians have a "public file?" This sounds like something that was dreamed up to make people feel like they could access the government's information about them. But it implies that there's a private file as well that you will never see, which defeats the purpose of having a public file. In the U.S., you can request your FBI file for a fee, but they can tell you they don't have anything on you when they do. And the best part is that one of the requirements for obtaining the file is that you have local law enforcement fingerprint all ten fingers and send that along with your $18 payment. "Mr. Smith, you didn't have a criminal record before we received your request. However, thanks to your voluntary submission of your fingerprints, we discovered you match some prints found at a crime scene that had us stumped 10 years ago. We're going to have to take you in for questioning."

The US has had so little terrorism in the last decade that metrics for that are mostly have an N of zero.
