Air Traffic Snafu: FAA System Runs Out of Memory
minstrelmike writes: Over the weekend, hundreds of flights were delayed or canceled in the Washington, D.C. area after air traffic systems malfunctioned. Now, the FAA says the problem was related to a recent software upgrade at a local radar facility. The software had been upgraded to display customized windows of reference data that were supposed to disappear once deleted. Unfortunately, the systems ended up running out of memory. The FAA's report is vague about whether it was operator error or software error: "... as controllers adjusted their unique settings, those changes remained in memory until the storage limit was filled." Wonder what programming language they used? -
A Supercomputer On the Moon To Direct Deep Space Traffic
Hugh Pickens writes "NASA currently controls its deep space missions through a network of 13 giant antennas in California, Spain and Australia known as the Deep Space Network (DSN) but the network is obsolete and just not up to the job of transmitting the growing workload of extra-terrestrial data from deep space missions. That's why Ouliang Chang has proposed building a massive supercomputer in a deep dark crater on the side of the moon facing away from Earth and all of its electromagnetic chatter. Nuclear-powered, it would accept signals from space, store them, process them if needed and then relay the data back to Earth as time and bandwidth allows. The supercomputer would run in frigid regions near one of the moon's poles where cold temperatures would make cooling the supercomputer easier, and would communicate with spaceships and earth using a system of inflatable, steerable antennas that would hang suspended over moon craters, giving the Deep Space Network a second focal point away from earth. As well as boosting humanity's space-borne communication abilities, Chang's presentation at a space conference (PDF) in Pasadena, California also suggests that the moon-based dishes could work in unison with those on Earth to perform very-long-baseline interferometry, which allows multiple telescopes to be combined to emulate one huge telescope. Best of all the project has the potential to excite the imagination of future spacegoers and get men back on the moon." -
$2,000 Bribe Bought Password To DC P.O. System
theodp writes "While the Administration is counting on new Federal CIO Vivek Kundra to simplify and speed the federal IT procurement process, it's doubtful he'll be able to reduce red tape to the extent that a former minion of his did at the scandal-rocked D.C. Office of the CTO. Exhibiting some truly out-of-the-box thinking, project manager Tawanna Sellmon not only processed phony invoices for the contractor at the center of the D.C. bribery and kickback scandal, she also gave him the password to the city's computerized database used to track purchase orders. Sellmon pleaded guilty last week for her role in the scam, which netted her an envelope containing $2,000 in cash, as well as an undisclosed number of $25-$100 gift cards." -
i4i Says OpenOffice Does Not Infringe Like MS Word
I Don't Believe in Imaginary Property writes "After the permanent injunction barring Microsoft from selling Microsoft Word, many armchair lawyers and pundits wondered how the ruling would affect OpenOffice. The company with the patent, i4i, believes that OpenOffice does not infringe upon it. But lest anyone think that therefore ODF will win out over OOXML, keep in mind that Microsoft has its own broad XML document patent, which issued just two weeks ago, having been filed in December 2004, and they're telling the Supreme Court to apply the Bilski ruling narrowly, so that it doesn't invalidate patents like theirs (and i4i's). After all, unlike most companies and individuals, Microsoft can afford $290 million infringement fines. Then again, given that Microsoft's new patent has only two independent claims (claim #1 and claim #12), and both of those claims 'comprise' something using an 'XML file format for documents associated with an application having a rich set of features,' maybe they wouldn't be that hard to work around if you just make sure any otherwise infringing format is only associated with an application lacking in the feature richness department." -
CIA Officers Are Warming To Intellipedia
Hugh Pickens writes "The CIA is adopting Web 2.0 tools like collaborative wikis but not without a struggle in an agency with an ingrained culture of secrecy. 'We're still kind of in this early adoptive stage,' says Sean Dennehy, a CIA analyst and self-described 'evangelist' for Intellipedia, the US intelligence community's version of the popular user-curated online encyclopedia Wikipedia adding that 'trying to implement these tools in the intelligence community is basically like telling people that their parents raised them wrong. It is a huge cultural change.' Dennehy says Intellipedia, which runs on secure government intranets and is used by 16 US intelligence agencies, was started as a pilot project in 2005 and now has approximately 100,000 user accounts and gets about 4,000 edits a day. 'Some people have (supported it) but there's still a lot of other folks kind of sitting on the fence.' Dennehy says wikis are 'a challenge to our culture because we grew up in this kind of "need to know" culture and now we need a balance between "need to know" and "need to share."' A desire to compartamentalize information is another problem. 'Inevitably, every person, the first question we were asked is "How do I lock down a page?" or "How do I lock down a page so that just my five colleagues can access that?"' The growth of Intellipedia has so far largely been fueled by early adopters and enthusiasts says Chris Rasmussen, a social-software knowledge manager and trainer at the National Geospatial Intelligence Agency. 'We are struggling to take it to the next level.'" -
NSA Ill-Suited For Domestic Cybersecurity Role
Hugh Pickens writes "Former CIA counterterrorism analyst Stephen Lee has an interesting article in the Examiner asserting that the National Security Agency is 'a secretive, hidebound culture incapable of keeping up with innovation,' with a history of disregard for privacy and civil liberties. Lee says that for most of its sixty-year history, the NSA has been geared to cracking telecom and crypto gear produced by Soviet and Chinese design bureaus, but at the end of the cold war became 'stymied by new-generation Western-engineered telephone networks and mobile technologies that were then spreading like wildfire in the developing world and former Soviet satellite countries.' When the NSA finally recognized that it needed to get better at innovation, it launched several mega-projects, tagged like 'Trailblazer' and 'Groundbreaker,' that have been spectacular failures, costing US taxpayers billions. More recently, the NY Times reported that the NSA has been breaking rules set by the Obama administration to peer even more aggressively into American citizens' phone traffic and email inboxes. Whistleblower reports portray NSA domestic eavesdropping programs as unprofessional and poorly supervised, with intercept technicians ridiculing and mishandling recordings of citizens' private 'pillow talk' conversations. Lee concludes that 'if the Federal government must play a role, then Congress and President Obama should turn to another agency without a record of creating mistrust — perhaps even a new entity. Meanwhile, NSA should focus on listening in on America's enemies, instead of being an enemy of Americans and their enterprises.'" -

'Cybot' Development For Network Defense
lwbrown writes with this excerpt from Government Computer News about a concept being explored at Oak Ridge National Laboratory: "UNTAME is the product of a long-term program by the division's Cyber Security and Information Intelligence Research Group to develop futuristic security functionality for increasingly large, complex environments. The cybots differ from traditional software agents in that they form a collective and are aware of the condition and activities of other cybots in the collective. 'You give it a mission and tools to work with, such as mobility and intrusion sensors, and it uses those tools and cooperates with other cybots to accomplish the mission," said Lawrence MacIntyre, one of the project's developers.'" -
US Nuclear Weapons Lab Loses 67 Computers
pnorth writes "Officials from New Mexico's Los Alamos nuclear weapons laboratory have confessed that 67 of its computers are missing, with no less than 13 of them having disappeared over the past year alone. A memo [PDF] leaked by the Project on Government Oversight watchdog brought the lost nuclear laptops to the public's attention, but the Energy Department's National Nuclear Security Administration dismissed fears the computers contained highly-sensitive or classified information, noting it was more likely to cause 'cybersecurity issues.' Three of the 13 computers which went missing in the past year were stolen from a scientist's home on January 16 and the memo also mentioned a BlackBerry belonging to another staff member had been lost 'in a sensitive foreign country.' The labs faced similar issues back in 2003 when 22 laptops were designated as being 'unlocated.'" -
Not All Cores Are Created Equal
joabj writes "Virginia Tech researchers have found that the performance of programs running on multicore processors can vary from server to server, and even from core to core. Factors such as which core handles interrupts, or which cache holds the needed data can change from run to run. Such resources tend to be allocated arbitrarily now. As a result, program execution times can vary up to 10 percent. The good news is that the VT researchers are working on a library that will recognize inefficient behavior and rearrange things in a more timely fashion." Congress Endorses Open Source For Military
A draft defense authorizing act in Congress includes wording plugging open source software. It seems both cost and software security were considerations. This is an important victory for open source. "It's rare to see a concept as technical as open-source software in a federal funding bill. But the House's proposed National Defense Authorization Act for Fiscal Year 2009 (H.R. 5658) includes language that calls for military services to consider open-source software when procuring manned or unmanned aerial vehicles." -
NASA Patents To Be Auctioned
Presto Vivace writes to tell us that as a continuing push to commercialize NASA-funded technology a group of 25 NASA patents will be auctioned off this coming October. "The sale, which will include rights to signal processing, GPS for spacecraft and sensor technologies, is the first auction under a partnership announced earlier this month between Goddard's Innovative Partnerships Program (IPP) and Ocean Tomo Federal Services LLC. Ocean Tomo provides a marketplace for intellectual property, which NASA wants to leverage in commercializing its technology." -
US Government to Have Only 50 Gateways
Narrative Fallacy brings us a story about the US government's plan to reduce the roughly 4,000 active internet connections used by its civilian agencies to a mere 50 highly secure gateways. This comes as part of the government's response to a rise in attacks on its networks. "Most security professionals agreed that the TIC security improvements and similar measures are long overdue. 'We should have done this five years ago, but there wasn't the heart or the will then like there is now,' said Howard Schmidt, a former White House cyber security adviser. 'The timetable is aggressive,' he said, but now there is a sense of urgency behind the program. Small agencies that won't qualify for their own connections under TIC must subcontract their Internet services to larger agencies." -
Sun May Begin Close Sourcing MySQL Features

Sun will begin with close sourcing the backup solutions to MySQL, and will continue with more advanced features. With Oracle owning Innodb, and it being GPL, does this mean that MySQL will be removing it to introduce these features? Sun has had a very poor history of actually open sourcing anything." -
The Return of Ada
Pickens writes "Today when most people refer to Ada it's usually as a cautionary tale. The Defense Department commissioned the programming language in the late 1970s but few programmers used Ada, claiming it was difficult to use. Nonetheless many observers believe the basics of Ada are in place for wider use. Ada's stringency causes more work for programmers, but it will also make the code more secure, Ada enthusiasts say. Last fall, contractor Lockheed Martin delivered an update to ERAM, the Federal Aviation Administration's next-generation flight data air traffic control system — ahead of schedule and under budget, which is something you don't often hear about in government circles. Jeff O'Leary, an FAA software development and acquisition manager who oversaw ERAM, attributed at least part of it to the use of the Ada, used for about half the code in the system." -
Proposed IPv6 Cutover By 2011-01-01
IO ERROR writes "An internet-draft published this month calls for an IPv6 transition plan which would require all Internet-facing servers to have IPv6 connectivity on or before January 1, 2011. 'Engineer and author John Curran proposes that migration to IPv6 happen in three stages. The first stage, which would happen between now and the end of 2008, would be a preparatory stage in which organizations would start to run IPv6 servers, though these servers would not be considered by outside parties as production servers. The second stage, which would take place in 2009 and 2010, would require organizations to offer IPv6 for Internet-facing servers, which could be used as production servers by outside parties. Finally, in the third stage, starting in 2011, IPv6 must be in use by public-facing servers.' Then IPv4 can go away." -
DARPA to Raise Robot LANdroid Army
Banekartr writes "The Defense Advanced Research Projects Agency plans to develop a fleet of robots that soldiers can deploy in urban combat settings as they move through houses and along streets. The program, dubbed LANdroid, envisions miniature autonomous drones that can form a network capable of relaying radio traffic in a setting often considered challenging for communications equipment. According to a notional image of a LANdroid included in a DARPA pamphlet, each robot will be about the size of a deck of cards, and must be rugged, lightweight and able to operate for seven to 14 days, the agency said. Demand for technologies to improve the military's ability to fight in urban settings has increased in recent years because many of the operations in Iraq take place in Baghdad and other Iraqi metropolitan settings. DARPA officials will provide additional information about the program during a July 6 industry day." -

DOD Kicks Up Cybersecurity Efforts

They are cadets at West Point competing against military academies and other schools in a four-day Cyber Defense Exercise this week. I would have to think that this would be a lot of fun! I would like to see what the NSA and friends could throw at my network, although one would think they wouldn't reveal all their cards...like the backdoor into any Windows box :)" In a related story, jkinney3 writes: "The feds are wising up to the needs for a verifiable, secure code base for all of the DOD stuff, according to Government Computing News. Judge Disconnects Interior Dept., Again
jeremycec writes "Evidently, nothing's been resolved since 2001, when this happened the first time. In these Memorandum Opinion and Preliminary Injunction documents from Judge Royce C. Lamberth of the U.S. District Court for Washington, D.C., we see how the court stepped in to pull the plug on a system, which, through its abject lack of due care, left someone's important financial information wide open to attackers. According to the former CIO of the Bureau of Indian Affairs: 'For all practical purposes, we have no security, we have no infrastructure, ... Our entire network has no firewalls on it. I don't like running a network that can be breached by a high school kid.' So, when the BIA could get no relief through Interior's IT Dept., it went to the courts. Owner of the ship, Doug Humphrey, on why no Windows aboard his ship: 'We didn't want to have viruses blowing up systems that we depend on for navigation and monitoring engines and other systems. And since nothing seems to be able to stop all of these Windows viruses, the best way to win is to just stop using Windows.' However, it's not clear why Mac programmers can be trusted more than Windows programmers to keep a ship running: USS Yorktown was brought to a halt not by a virus but by bad coding: divide-by-zero. As Windows viruses don't travel through 'the ether,' it's also unclear how mission-critical systems, properly cut off from the outside world, would become infected in the first place." -
Microsoft Stops New Work To Fix Bugs

Richard Purcell, director of the company's corporate computing office, said, 'We are not coding new code as of today' [Feb 1, 2002] 'for the next month.' The idea seems to be that Redmond will spend the 28 days of February patching bugs in existing code. Is this a hoax, or maybe just marketing hype? The web site looks to be legitimate." -

It's no surprise or secret that for all its tripwire maze of requirements, the U.S. government uses plenty of Free software already. Still, a re-examination of the POSIX requirement would seem in order. Or perhaps the Feds would like to save money by funding the development of an add-on POSIX implementation layer for Linux -- after all, that sounds "good enough for government work." ;)

It's no surprise or secret that for all its tripwire maze of requirements, the U.S. government uses plenty of Free software already. Still, a re-examination of the POSIX requirement would seem in order. Or perhaps the Feds would like to save money by funding the development of an add-on POSIX implementation layer for Linux -- after all, that sounds "good enough for government work." ;)

NASA Gives Linux a Chance on Portables

It seems Linux is on the list of 'desired' OS's for an upcoming NASA procurement of up to 4,000 laptops, some of which will be destined for use on the Space Shuttle and International Space Station." -
Senior Navy Official Slams Microsoft
Here is a short article which indicates that the Navy is not happy with Microsoft. One paragraph: "There are shareware products that have better groupware features than those of Microsoft products, he said, drawing applause from the audience." ("He" is Undersecretary of the Navy Jerry MacArthur Hultin.) -
NIH Beowulf Cluster
Crippler writes "Looks like the National Institutes of Health is ready to build a better Beowulf. Their current LOBOS cluster will soon be replaced with LOBOS II, who's approval killed a potential SP2 sale for IBM. "
This cluster is actually going to be used in the National Heart, Lung and Blood Institute. Very cool stuff being done-quantum chemistry systems. Mmmm... -
Navy/NT story
Charles Bennett wrote us with this link. Essentially, one of the US Navy ships became unusable due to an NT system crash. NT was unable to divide by zero at one point, crashing everything, and making all remote consoles dead on the ship. Glad they weren't under fire.
