The Paper didn't provide much detail about their methods. What type of filter was used. Are they using a software filter that only filters the computer that it's installed on?, or an ISP-Based or DNS filter that filters all the computers, as well as mobile devices? Maybe software filters don't work well, but I would say that ISP based of DNS filters do work pretty well. Also, it seems the teens are self reporting their porn viewing habits, but that doesn't mean they aren't viewing it on their phone, or at a friends house who doesn't have the filter. To answer your question, if your ISP doesn't have an optional filter, the best option is OpenDNS, which you can use with your WIFI Access Point to filter every device connected to your network. https://signup.opendns.com/homefree/

Finally, the summary gets to the core. All the rest is fear-mongering. More, and increasingly more, services are encrypted. The one which isn't, and needs to be, is DNS, which traffic they could snoop to see who you're talking with. But, some trusted VPN or TOR or other solution will get around even that, if someone cares.
With so much content being cloud hosted (AWS/Azure/GCloud), it's getting hard to tell who someones talking to just by IP, which is all the ISPs have left if traffic is encrypted. -

Other alternatives worth considering: Iridium browser, StartPage search engine. And I prefer Magic Earth for Android offline navigation.
I also use a VPN so I/location can't be tracked (in case a site "needs" to load something from the Google CDN). What also helps in that case is the Decentraleyes addon, which caches CDN content.
Sure it's better to just block everything Google, but it's not always practical.
Oh and don't forget to ditch the Google nameservers, you can try OpenDNS. -

Actually, I found a good reference for malware that does perform DNS directly. See page 9 at OpenDNS - DNS Role in Botnets.
They reference malware using custom DNS servers, and also malware tunneling messages through the DNS protocol.
Here's a quote:
At present time, there are few to no effective countermeasures cited by the security community to detect or prevent DNS-based botnet communications. Some larger, security-aware organizations could use techniques such as "split horizon" DNS. This will force internal hosts to send their DNS requests only through the network DNS server.
So there you go - a network solution. But the malware they mention completely bypasses OS hosts files.

Avoiding Frustation
You can go simple and just avoid frustration by using OpenDNS:

They have a feature to block inappropriate websites, and I think you cannot change the DNS unless you have the sudo/root password.
Also, Adblock Plus blocks malware and social media (if your kids are too young to use Facebook).
Finally, YouTube has an option to block sensitive media, under account options.

Were no-ip doing a good enough job at policing themselves? It doesn't sound like it to me, not at all. It sounds like they have a decent "policy" but don't go out of their way to enforce it, their daily manual scans aren't up to what's needed, their keyword filters are easily bypassed. They can sound hurt all they want that OpenDNS and Cisco and Microsoft wrote public blogs or took action rather than reporting the individual offenders to No-IP first. But the fact that No-IP does so badly, and got worse, shows they weren't taking adequate action themselves.
You say they're "very responsive" to reports of abuse. But honestly, if their strategy for combating abuse rests SO HEAVILY upon volunteers to report abuse, and their strategy hasn't been working so far, then they have a bad business model.

OverdueWhy is anyone surprised about this? I've been reading articles for over a year about No-IP and the abuse that they seemingly allow. They say they are working hard to stop the malicious software plowing through their service, but obviously they are not working hard enough. No one contacted No-IP to tell them that their service was being used to spread malware?

Yes you can, but that would be silly.
You don't run the DNS server on the KitKat device.
No, instead you make *one* "DNS w/ hosts override" for your entire LAN. Since the lightweight dnsmasq DNS server daemon is included in DD-WRT firmware, you could even load the "host override" config on the dnsmasq instance on your WiFi router. This would not waste any appreciable amount of additional electricity.
So, this would be
1. you install the hosts override in the router's dnsmasq.conf, and then
2. you set the dnsmasq forwarding for all non-override hostnames/subdomains to route to OpenDNSThis instantly solves all the problems for every device connected to your LAN. Does exactly the same thing as "hosts file plus OpenDNS", except it works for all platforms, can block subdomains/wildcards, and requires zero client device configuration.
You could do everything your hosts file does (and more, thanks to subdomain/wildcard blocking capability) if you just modify the syntax of your host file to be dnsmasq.conf format and then install it in the dnsmasq config. dnsmasq even allows you to override the OpenDNS nxdomain hijacking.

That's actually NOT a "bad idea" because it offloads the RAM usage on a computer (once a hosts is cached in RAM by either the faulty with larger custom hosts files local dns clientside caching service OR by the local kernelmode diskcaching subsystem (that caches hosts file data when you have to turn off the faulty dns clientside cache service)).
Yes, you are correct that you'd be "memory-bound" on router memory limits (& NOT all routers have rules tables for that either, OR demand custom firmware mods)... but, it's also a way (other than doing it on a system that houses a DNS server program - most run in RPL 3/Ring 3/usermode though, vs. custom hosts merely acting as a filter for the IP stack itself in Ring 0/RPL 0/kernelmode - fastest mode of operations possible for software on a PC).
A DNS server program WILL respond to & obey blocks (or hardcodes for speed to favorite sites too) in custom hosts files, so yes/again - that IS a valid idea.
I just don't waste CPU cycles, RAM, & other forms of I/O that DNS servers (which waste a lot more power/electricity as a separate 'upstream machine' especially) or even DNS server programs running on a SINGLE system the way I do it... "less moving parts" complexity MY way, too!
HOWEVER:
I don't "hate" DNS servers!
In fact - I use them myself (since I don't attempt to resolve 'every host-domain there is online' via hosts, only my favorites @ the top of the file, 20 of them, which beats hashtable indexing or b-tree binary seeks past 2++ million records no less).
I use specialized REMOTE (not locally here as a separate redundant wasteful recursive server or even as a service/daemon) FILTERING DNS SERVERS that help block out malicious sites/servers/hosts-domains via DNSBLs:

OpenDNS
Of course a complete block would be impossible. What's needed is something like OpenDNS. I use it for my home network, with (in)appropriate categories blocked. This means it's far less likely the kids will stumble across (in a few years' time, read "successfully search for") anything we'd rather they didn't see.
The router acts as a DNS forwarder for OpenDNS's servers, and it blocks outgoing port 53 requests from machines on the LAN. This stops anyone configuring their own DNS server to get around my block.
This is by no means infallible: a proxy, a DNS server not on port 53, an external online IP address lookup - all of these will get around it. My intent is to reduce the likelihood of inappropriate material making it onto the LAN.

Some Good OSS Based Options
Blocking content at the router/firewall is the best place to block it inside your network. Otherwise you're dealing with keeping several machines up to date. As IT infrastructure becomes more diverse (Mac, Windows Flavors, Guests etc) keeping individual machines updated will be harder than a centralize point. Another option is to force users to utilize a specifc DNS server (ie http://www.opendns.com/business-security/). Then all you do is block DNS traffic destined for any other DNS servers.
I'd avoid the $50 walmart router and look at some stand alone firewall/routers with good filtering options: IPCop (http://ipcop.org/) + URLFILTER (http://www.urlfilter.net/) or Cop+ (http://home.earthlink.net/~copplus/) or UnTangle (https://www.untangle.com/store/lite-package.html)
Will it slow down your connection? It can if you do not use fast enough equipment, but in general the price of CPU cycles isn't an issue when using PC based solutions.

As a separate machine it would EAT UP ELECTRICITY, & truly add complexity I don't NEED!
On my single home system?
It would do the same, as well as eat up CPU cycles, RAM, & other forms of I/O for something I don't need vs. what the combination of custom hosts files (which yes, overcome some issues on DNS like dns poisoning, dns servers going down, slower resolutions from remote DNS) & yes, on the single system I have (@ home)!

Once more - I hardcode in where I spend 95% or more of my time online (for reliability vs. downed or DNS poisoned DNS servers, and for faster resolution from local address once they are reverse DNS pinged for proper resolution).

Thus, saving the electricity on doing it with a separate system especially (or just on cpu cycles, RAM, & other forms of I/O dns has if run as a service or daemon) + added complexity.
That's in BOTH my IP stack settings for DNS, as well as in my router, for "layered-security"/"defense-in-depth"... My p.s. below has the list I use.
What I do in my last posts' no trouble - happens for me "automagically", every 12 hours (or manually if I wish) - I designed it that way!
I do both (and a lot more security-wise) as a "security-supplement"'s to one another, & that's also no trouble @ all either - Despite DNS' known issues with recursive setups issues - yes, it's a known issue...

Well, since where I spend a good 99% of my time online's "hardcoded" @ the VERY TOP of my hosts file as favorites!
Thus - I resolve them, myself... & they are "reverse DNS" ping resolved (vs. the in-arpa "TLD" that keeps that information...) right when the hosts file's built...

2. However, do expose your children to Windows. It's what they're going to learn in school and possibly what they'll need in the workplace.
In both of those environments the person does not own the computer, so administrating it would get you detention or the ire of the IT department. In addition, the help for them in Windows is common. What they really need exposure to is safe browsing behavior (i.e. opendns phishing quiz) and knowledge of programs that are typically safe vs. typically attacked.
Linux by default, Windows for special cases. When they're ready to go Windows full-time, they'll be able to use alternative programs and tools on top of the good habits they've acquired. -
Virus Bulletin comparison chart
Here's a link to Virus Bulletin for a comparison of free and paid packages. I'd also recommend a multi-tiered strategy of OpenDNS and and a hosts file to block bad sites, MalwareBytes to scan and check for malware (paid version provides real-time protection), and I also use Tracking Protection Lists. Takes all the joy out of it, doesn't it.
