In short: Russian govt (Comms Ministry and Comms Supervision: Minkomsvyaz and Roskomnadzor) had performed a simulation of disconnect of Russia from the global Internet this spring. They have found that Russia is still connected, and they could not understand by what means it stays connected. They think that the problem is in lots of small providers (up to 11000 Internet providers licenses total) that have satellite links abroad.
Full Disclosure: I live in Russia. And I am quite glad that the experiment failed.

Could be hundred percent bullshit - I had basic, 'made in Russia', night vision googles 10 to 15 years back in Moscow. Not a military grade, for sure. Also quick googling turned a company with classical name katod , based in Novosibirsk, here http://nsk.rbc.ru/nsk_topnews/... (on russian) they claim to produce consumer and military equipment, using only domestic and Chinese components.
On the other hand, FA claims that Russia lacks ability to produce critical component called microbolometer arrays, this claim sounds very plausible - USSR and then Russia never were good at producing things which include 'micro' in their names. Hence the old joke about modern Soviet microprocessor features - 6 contact pins and 2 heavy-duty handles. But hello, could they just get this 'microbolometer array' thingies from China? -

i'm not even wondered by - you always believe in _what_ you want to believe! Nothing else. I saw British report about Russian violence in Georgia - and it's full of sh*t. And it's not surprice in case of Russian-British problems (remember Litvinenco). Anyway, you may take a look from another point of view http://top.rbc.ru/photoreport/09/08/2008/217994.shtml Please, don't get me wrong - any more or less normal government will be protecting their civilians (and of course it has to). But there is a confrontation I would say btw Amecrica and Russia. It's not started today, not yesterday - do you remember Karibian Crisis? Of course I really hate _any_ violence - but in case of Georgia we just have no choise except to protect our people. Maybe you should take a look on photos fron Iraque to realise something first! So any information could be present in two views but it doesn't make Osetia live easier. And as I saw many-many georgian civilians just hate this war too - but georgian government it seems to be in madness and doesn't think about their own people... unfortunelly... i really hope this situation (war) will be stopped soon and _normal_ negotiations being.

In short, at 83rd second engine stopped working for unknown reason, and the whole thing is currently being intensively searched for. Probably Russian ICBMs are not so good for launching satellites after all.
