Siding with General Alexander on this one (I personally object to their scanning US citizens via xKeyScore + prism though, bigtime)! Why? Well, I see, & have seen, daily for the past 15++ yrs. now just how much malware or malscripted sites that infest folks occurs is how/why. I get a range of roughly 200-5000 a day on those (& other 300-400 a day on bogus things advertisers put into page you don't see like trackers too). You're right - & I work around that easily, so can you, as follows (since it's not visible usually like for instance, adbanners are - sneaky, Sneaky, SNEAKY lol!)!
Start by surfing around as normal to sites you like/go to usually (or not), & using a tool called "network latency view" http://www.nirsoft.net/utils/network_latency_view.html
(Which is really just for doing this but it works for this purpose also)
That program shows me those trackers that AREN'T immediately apparent operating 'behind the scenes'.
Then, I just pop them into my custom hosts file like so:
E.G. -> 0.0.0.0 edge-star-shv-03-ash5.facebook.com
And voila: They're NOT going to connect to squat on my system locally, or work @ all, period.

NT 3.51 = Graphics subsystem in usermode
Ring 3/RPL 3/usermode (vs. Ring 0/rpl 0/kernelmode). Cutler almost quit MS when he got wind they were going to move it to kernelmode (introducing potential instabilities) - but between DirectX (gaming/multimedia) & the stable templates provided by the MS DDK, it kept it stable enough (oem vidcard maker drivers & what they add beyond that could be problematic only).
Fork? That's *NIX stuff man... I know of NO Win16/32/64 API call of that name. I use ShellExecute or CreateProcess though in code. Why do forks though, when you can do lighter-weight threads?

Reported to MS directly too, never was fixed. My "main papers"? Already "tagged"
#1 - My passport has an RFID identifier & it IS my main ID, internationally. So, in essence, I am already a chipped & tagged RFID tracked animal already. #2 - I've had happen what you speak of (& won a large monetary award for it as far back as 1991), minus the psychiatric stuff you noted though. So - yes, the "law" does DO what you say it does, almost to a letter (only thing is, within 24 hrs. you can start doing the same to them with a good motivated attorney) but when they're wrong? They're wrong, and you can take them to not just courts, but a jury trial as I did, and you will win. The worst thing you can do with police, is resist (even though they beat the hell out of you, and they did with me with their night-sticks, leaving me with a scar over my eye to this very day in fact but worse, an innate fear of them doing it again to this very day though). I get to them faster (local off TRUE SSD DDR2 Gigabyte IRAM 4gb PCIExpress ramdisk card speed of access/seek sub ms into low ns), & get past DNS failures, like this one, via:

My top 20 sites favorites where I spend 95%++ or better of my time are in mine @ the topmost 20 entries - this equals or exceeds DNS indexing up to ~2-3 million++ record entries... I also get local seek/read & faster once cached into memory (either by local dns caching client services or with large hosts files, the local kernelmode diskcaching subsystem - keeps it ALL in Ring 0/RPL 0/kernelmode with the TCP/IP stack!). I checked my browser histories, firewall logs (software & router), etc., to determine them (knew them anyhow, I am ME, right? Right!).
Sub ~4% of the time? I use DNS, but specialized secured filtered ones vs. malware/spam/phishing etc. like OpenDNS, Comodo DNS, ScrubIT DNS, & others like them. Rare. Part of why I use news aggregator sites. They help not having to hop all over the place.
* Not only does it do more than AdBlock ('souled-out' 2 Google) & Ghostery (advertiser owned - to me, that's a fox guarding a henhouse) in speeding you up, AND blocking ads (plus known maliciously coded sites or malware serving servers etc.), but it makes you more RELIABLE, this way in cases like this also.

Worse ones too, like if an app has networking code in it, and uses the "lowest common denominator" like NetScape 3.0 as its user-agent string, it too will be marked falsely as a "virus" - again, WTF!
The hilarious part? The app's been vetted as not a "virus/spyware" etc. free by folks in the security community itself, & they host it for me in fact (malwarebytes is 1 of them):

By overriding the default err handler
For compiler structured error handling & piping those to a log since they are "more scary"/"less intelligible" to non-coders! Then, also providing users a friendlier message to contact me via email, pushing the "E.Message" (from a variable E:Exception type), along with the notice to mail me that message OR the contents of %AppDir%/APKErrLog.txt which contains the actual structured err handler's data dump!
(Accessible since I override the "controlbox" in the upper left-hand side corner of EVERY Window/hWnd, & that simply spawns notepad.exe so they can copy/paste the errtrap log's data into said email to contact me with it).

IF you can ID where it's served up from?
You're correct - a custom hosts file can block that out, no questions asked. "You can't get burned if you can't touch the flame" so-to-speak! Yes - You also can load even load up a custom hosts file on Android os bearing smartphones you know, using adb (Android Debugging Bridge) & its "pull" command - easily.
I'd recommend using a smaller 'optimized' hosts file and yes producers of them DO put those out!
("Optmized" meaning carrying more current infestors vs. older ones that might be using "FastFlux" or Dynamic DNS faults, since they're larger & space on Android's not exactly 'bountiful' imo, but less line entry records overall from over time).

Kinda what I do
I use this free service http://www.fakenamegenerator.com/ to generated an identity. I keep hitting
generate till I get a zip code that's close and use that info for whatever site.An email address to that identity is also available (for a price) but I use www.spamgourmet.com for that.
Cookies are taken care of with a
.bat file.And of course a HOSTS file, I use APK to gather all the HOSTS files, combine them then make a HOSTS file from it's output

You use that faulty instracture in DNS
DNS = clearly faulty (especially in security) & you use it, hosts overcome that! Hosts also get you past downed/redirect poisoned DNS servers also! Hosts remove the threat of "fastflux" designed malware online/botnets/malicious sites etc.-et al,by avoiding them, totally! Fastflux botnets are the prevalent design, 99% of the time for decades in fact! They are HARD to kill recycling host-domain names they use - Which is WHY more of that is used by botnets vs. IP addresses (easy to kill in the latter).
FastFlux botnets abuse a flaw in DNS to operate essentially.

I don't do more than 5% dns lookups here (I know it from router logs, my browser histories, & firewall outbound logs I analyzed to make my 20 hardcoded favorites in my custom hosts file's topmost entries, which beat dns indexing by a mile to around 3 million records). News aggregator sites help also. They stop you hopping all over and summaries here for example are usually good. Comments do the rest from posters. With large hosts files turn off the faulty local dns clientside cache service in Windows. The local diskcaching kernelmode subsystem will cache hosts data into memory for speed of access + lookups from it, from there instead. This is a KNOWN problem in the dns cache service.
Fact: The clientside local dns cache service in Windows IS KNOWN FAULTY with larger hosts files. Turning it off stops the stalling it creates, and saves CPU cycles, RAM, & other forms of I/O it was using too AND "faulting" on badly with larger hosts file data too (bonus).
By doing the above? I have LITERALLY 1,968,270++ known bad sites/servers blocked in it protecting me from their payloads of malicious script
&
20 of my favorite sites also hardcoded in it @ THE TOP OF THE CUSTOM HOSTS FILE, important for speed vs. indexing (as well as blocking adbanners) - both act to speed me up, AND protect me online from threats.
"What I can't touch, can't hurt me" (OR, slow me down either) in other words!
Additionally - I go faster online for it as well (doublel bonus).
Custom hosts files work for your good by helping end-users of custom hosts files generated by giving users faster online performance, better security online, better reliability, and even more anonymity, by:
