Accidental Empires To See Reboot In Blog Format

Cringeley tells us, 'So next month I'll be starting a second blog with its own URL just for Accidental Empires. I, Cringely will continue right here as ever (no changes at all), but on the book blog I will over several months publish — a chapter or so at a time — the entire 100,000-word book for the world to read, free of charge.' NRC Emails Reveal Confusion In Aftermath of Fukushima

U.S. Navy Receives First Industry Built Railgun Prototype
Zothecula writes "Two years after BAE Systems was awarded a US$21 million contract from the Office of Naval Research (ONR) to develop an advanced Electromagnetic Railgun for the U.S. Navy, the company has delivered the first industry-built prototype demonstrator to the Naval Surface Warfare Center (NSWC) Dahlgren. Delayed Outrage Over A Censored Site; What's a Better Way To Spread News?
Bennett Haselton is back with a thought provoking essay about not just an incident of Internet censorship on an American university campus, but a proposed method of propagating news, so that relevant stories aren't buried as easily by chance or time. Bennett writes: "The real scandal in the story of Arizona State University blocking students' access to the Change.org website, is not just that it happened, but that the block persisted for two months without being mentioned in the media. As a card-carrying member of the 'outrage grapevine,' I surely think we need a way to respond faster." Read on for the rest.This is a tale of censorship. From about December 7th until February 3rd, Arizona State University was blocking all users of its network from accessing the Change.org website, where users can create petitions and circulate them for other users to sign. (The lame excuse offered by the university was that a student had created a petition and was using the change.org site to "spam" other ASU accounts; of course, even if that had been the real reason, it would have easily been possible for ASU to block mail from the change.org servers, without blocking all students from accessing the website.) On February 3rd, after a furor of sudden media attention, the block was lifted.
But that's not the worst instance of censorship in this story. What's more disconcerting is that for the two months that the block was in place, the university's decision to block the website received no media coverage at all. This despite the fact that it was a political website being blocked, at a university with over 70,000 students — a publicly funded university, where a court would have almost certainly found that the blocking violated the First Amendment, had the case ever gone to trial.
I first heard about the original tumblr blog post describing the blocking situation, when someone posted the link on my Facebook wall. So as I went to my profile to read it, I was already predisposed to be pissed off, since almost every link that someone posts on my wall is either an outright scam, or a one-sided rant about an issue that is actually much more complicated than the author thinks it is. Well, it was a one-sided rant, all right, but it was about an issue where there was really only one side: ASU evidently got annoyed about a petition on change.org protesting tuition hikes, so they blocked the site. As I re-read the post, I kept thinking: How can this be true, if we haven't heard about it anywhere else? Perhaps an overzealous ASU network admin put the block in place, and it was reversed just a few hours later, but the tumblr post never got updated? I emailed the blog post's author, Eric Haywood, and the owners of change.org, asking how long the block had lasted before the site was un-blocked — I just assumed that the block couldn't possibly still be in place, two months later. But they confirmed that it was.
The link got blogged and re-blogged around tumblr a few times in December and January, and then, at about the same time as I was sending my emails, the issue suddenly "tipped" into public awareness as it was linked from a widely-read reddit post. Then the blocking received its first official "media" coverage in an article in the ASU student newspaper, the State Press. (Eric Haywood called the article "just ASU spreading it's own propaganda about this issue (they own, run and control the State Press)". I don't know about propaganda, but it did seem a little amateurish — the article says "The author of the original blog post is unknown", even though the guy's name, Eric Haywood, was listed in the post, along with his email address.) Then finally the story spilled over into the "real" media with an article in the Huffington Post, in which the author pointed out that the blocking likely violated the First Amendment. (A few hours after that article appeared, the university unblocked the site so that ASU students could access Change.org on their network again.)
None of the articles commented, however, on how the issue had remained buried for so long; the State Press article said only that the tumblr blog "began circulating the Internet Thursday." A reader could be forgiven for reading the articles and scratching their head and thinking: What is it that just happened? If the site has been blocked for two months, why is this only being written about now?
The answer, I think, is that most people don't realize how arbitrary the process is that determines what issues get news coverage and which ones don't. Before I got involved in a few issues that did receive media coverage (in my late teens, through Peacefire and in co-operative projects with others), I had just assumed that "the news" consisted of all stories that somebody in the media business considered to be "news-worthy." Some journalists just want to sell papers (or attract page-views), while other (better) journalists strive to tell the most important stories — but either way, surely their decision to cover something, or not, should depend on attributes of the story, right? Not on whatever else happened to be going on, or other random circumstances? But then, when I started to be involved in efforts to actually get media coverage for this or that issue, some issues ended up receiving far more coverage than even I thought they really deserved, and others received far less.
Sometimes reporters would frankly admit that they thought something was a good story, but they couldn't cover it because their plate was full that day, and even if they had time later, by that time the issue would be too "cold." Some years ago, I wrote in Slashdot about an experiment in which I sued some spammers in Small Claims court, and filed the court briefs with some of the pages stuck together with a sliver of paper. When the judges rejected the motions (as I expected, since Small Claims judges have been near-uniformly hostile to spam suits), I went to the courthouse to look at the files and found the pages still attached, indicating that the judges had rejected the motions without reading them. What I didn't mention in the original article, was that I had planned at first to give the exclusive story to a Seattle Times reporter, who came down to the courthouse to see the files and interviewed me afterwards. The paper must have thought there was a real story there, since they later sent a photographer to come down and take pictures of the files as well. But then something else landed on the reporter's desk and pushed the story back a few days, and days became weeks, and then the beat switched to a different reporter. When I eventually called to ask if they were still interested, they replied, essentially, that without a current "hook", they couldn't write the story, because now it would look like they weren't doing their jobs for the long intervening period when they didn't write about it, so it was better now to drop it entirely.
Traditional media seems hamstrung by two limitations here: (1) an inefficiency at finding the most important stories that most "deserve" to be written about; and (2) a convention that you can't cover something that's more than a few days old, because then the story looks "dated." The Internet doesn't seem to suffer from limitation #2, as demonstrated by the fact that the blocking of change.org at ASU on December 7th was still able to ignite a controversy on February 3rd. But it does still suffer from limitation #1, as illustrated by the Internet's near-total silence on the issue from December 7th through February 2nd.
Many other people have a pet issue that they think is being "suppressed" by the "liberal media" or the "corporate-owned media" (depending on which side they're on), but the evidence suggests that no conspiracy is necessary to keep an important story from being written about. Sometimes arbitrariness and chance is enough.
My naive earlier assumption — that stories received media coverage because of some combination of attributes of those stories — seems to be a specific instance of a cognitive fallacy, where if you observe that some group of things achieved some end result Z, and all of those things started out possessing some attribute X, then you think that attribute X caused the achievement of result Z. In this case, because we observe that most stories which receive news coverage are important and interesting (with obvious exceptions), we assume that most interesting and important news stories will receive news coverage. Thus, it's frustrating and counterintuitive when we find out about an issue that cries out to be written about, but was ignored by the media. The truth is more likely to be that for every important and interesting story that gets coverage, there are likely to be many other equally important and interesting stories that never make it into the news.
(By the way, I've been unable to find a precise name for the cognitive fallacy wherein if you observe that all things which achieve goal Z have attribute X, then you come to think that attribute X is a good predictor of achieving goal Z. It's not the same as the "post hoc fallacy" or the mistaken belief that "correlation equals causation," because both of those are about the illusion of causation. I'm talking about the correlation being an illusion in the first place — where people come to believe that attribute X is a good predictor of achieving result Z, ignoring the fact that there may be enormous numbers of cases where attribute X is true, but which never go on to achieve result Z. In an earlier article, I proposed a system that would eliminate the arbitrariness in determining which pieces of content are selected to be "the best" and broadcast to a larger audience. I suggested using the algorithm to determine which songs could be pushed out to listeners of a streaming music system, but it could be modified to select which news stories would be considered "important" enough to push out to readers of a news site. (The gist of the idea is that you have each piece of content rated by a random sample of users chosen from the system, and if their average rating is high enough, it gets pushed out to everyone else. If the random sample size is large enough, their average rating will be non-arbitrary, and will be determined by the attributes of the content itself.)
Maybe that algorithm is flawed or maybe someone could find a better one, but the more important thing to realize is that we don't live in that world now, where the attention given to an event is determined by attributes of that event. In the world we actually live in, it's safe to assume that many events take place every day that would have been covered by the news, if it hadn't been for a reporter's missed phone call or some other random happenstance. I have no doubt that the blocking of Change.org on ASU's network could have been a front-page story on CNN, under the right circumstances. I just think that in an ideal world, it should have ended up as a front-page story on CNN regardless of the "circumstances" — but real life, no favorable circumstances means no CNN story.
That might seem like a lot to read into a single case of media silence about a political website being censored at a state university. But while Change.org is no longer blocked at ASU, the inefficient and arbitrary means by which news "events" are discovered and distributed to a wide audience will be with us for a long time.

Environmental destruction, climate change and novel plagues have wiped out many of the crop species that humanity depends on: the profits to be made from creating — or stealing — new species are potentially enormous. After a century of collapse and contraction, Western business sees hope for a new wave of globalization; Thailand's fiercely guarded seed banks may provide just the springboard needed." Here he encounters Emiko, the "windup girl" of the title. In the club's signature live sex show, she is subjected to—quite graphically described—abuse on stage. Genetically engineered in Japan as a "New Person", to be companion, secretary and translator to wealthy patrons, Emiko—a sort of transgenic geisha—has been abandoned in Bangkok by her former patron. Having been trained since infancy to be compliant, and carrying canine DNA that makes life outside of a strict hierarchy unthinkable, Emiko is trapped both by her own nature and by her characteristic tick-tock stuttery movements, hardcoded into her to make her manufactured origins immediately apparent. Genetically "unclean", Emiko daily faces the threat of extermination by the environment police: she takes to the streets only at night, when she can more easily "pass". Lake is fascinated by the exotic Emiko; she in turn is drawn to him, not least as an escape from slavery—even possibly to the fabled north, where New People reputedly live in freedom. Their relationship is an ambiguous one. Lake is not inherently a tender character (he considers the murder of business associates who threaten his plans). Moreover, his status as an unwelcome corporate outsider already puts him at risk; a transgressive liaison with a "windup" endangers him further. Emiko herself (like the Thai authorities) doesn't feel that she is genuinely human. However, she is fully capable of experiencing pain and loss and—with devastating results—rage.
Bacigalupi's novel is not new, nor is it obscure: published in 2009, it went on to win the highly esteemed Nebula and Hugo awards for science-fiction writing in 2009 and 2010. However, it deserves a place on the pages of slashdot, both for its vision of the future, and how naturally that is embedded in a well-crafted, intelligent action thriller. The book takes a qualified view of our future technological development. Fossil fuel depletion has resulted in a retraction of progress. Now, human and animal labour wind massive crank shafts—a dramatic ramping up of the technology used in hand-cranked radios and windup lanterns. Everything is recycled: even sewage produces methane to light the city's gas lamps. Where technology has leaped forward is in genetic engineering. This has yielded startling benefits: megodonts, hybrid beasts of burden, the result of the splicing of the DNA of elephants with that their massive prehistoric ancestors. It has also imposed dire costs: laboratory-manufactured plagues have swept the planet, Thailand surviving only because of the extreme zealousness of its environmental police.
The setting of an Asian culture, the dystopian image of people crammed into a crumbling city, and the relationship between a cynical, jaded man and vulnerable, artificial woman inevitably recall Bladerunner; however, even if that story provided some inspiration, The Windup Girl doesn't feel derivative: Emiko is the leading protagonist, not a supporting character. And the book takes off from that point of comparison: it's not stuck there. Weaving in with the main plot are a number of sub narratives, the book drawing much of its momentum from this crisscrossing. Hock Seng, Lake's elderly Malaysian Chinese assistant, a refugee from bloody ethnic cleansing, plots his escape from the chaos he feels must ultimately engulf Bangkok. Fiery, ebullient environment police captain Jaidee Rojjanasukchai and his austere female lieutenant Kanya Chirathivat pursue genetic transgressions in an attempt to preserve what is left of Thailand's ravaged ecosystem. Meanwhile their Environment Ministry vies with the Ministry of Trade, which seeks to open up Thailand to resurgent Western business. Plot and counter plot wind the characters together into a climactic conflict sensed only dimly at the start of the book.
It is perhaps here where the book, not falls down, but stumbles. The complexity of the plot towards the end of the book becomes dense and – for me, on first reading – slowed the book's momentum. This complexity might, however, also be a strength. For the purposes of the review I came back to the book, which I had read some eight or nine months previously; it bears rereading, and the largely tight structure is rewarding, as is the plot development. The sense of place is very strong—the press of street markets, the stench and press of humanity in the crumbling high-rise apartment buildings, the tropical setting ("[the] night was black and sticky, a jungle filled with the squawks of night birds and the pulse and whir of insect life"), as is the sense of—literally—the daily grind, as men and animals wind the cranks that keep the city powered. And many of the ideas have the power to jolt: the "cheshires", cats with chameleon DNA that recall Lewis Carroll's fictional creation by changing color to melt into their surroundings, the better to exterminate already-threatened bird populations; the Dung Lord, a mafia don who controls the trade in human waste, a vital part of the city's economy. While not all the characters remain with you afterwards, fittingly, Emiko, the lonely and conflicted protagonist does. Interestingly, hers is also the character for whom the greatest leap of imagination is required—the genetically altered outsider, who makes a journey from abject slavery to a realization of her potential.
Science fiction often suffers because while much attention may have been paid to the technological aspects, the author fails to capture the complexities of the new society or convincingly grasp the characters. Bacigalupi – largely – succeeds because he recognizes that human nature doesn't change over time: elites are only too willing to exercise control with force; the outsiders and those are who different are always vulnerable; human culture, in all its strangeness and mundanity, continues. A key strength of the book is that the subjective portrayal of the characters' inner lives and thoughts means that we feel them to be inhabiting their own present, exactly as we are. They look back of course, as do we. In their case, wonderingly to a time known as "The Expansion", when Thailand was allegedly the "Land of smiles", quite unlike the misery that has become the lot of its average citizen.

Genetically engineered in Japan as a "New Person", to be companion, secretary and translator to wealthy patrons, Emiko—a sort of transgenic geisha—has been abandoned in Bangkok by her former patron. Having been trained since infancy to be compliant, and carrying canine DNA that makes life outside of a strict hierarchy unthinkable, Emiko is trapped both by her own nature and by her characteristic tick-tock stuttery movements, hardcoded into her to make her manufactured origins immediately apparent. Genetically "unclean", Emiko daily faces the threat of extermination by the environment police: she takes to the streets only at night, when she can more easily "pass". Lake is fascinated by the exotic Emiko; she in turn is drawn to him, not least as an escape from slavery—even possibly to the fabled north, where New People reputedly live in freedom. Their relationship is an ambiguous one. Lake is not inherently a tender character (he considers the murder of business associates who threaten his plans). Moreover, his status as an unwelcome corporate outsider already puts him at risk; a transgressive liaison with a "windup" endangers him further. Emiko herself (like the Thai authorities) doesn't feel that she is genuinely human. However, she is fully capable of experiencing pain and loss and—with devastating results—rage.
Bacigalupi's novel is not new, nor is it obscure: published in 2009, it went on to win the highly esteemed Nebula and Hugo awards for science-fiction writing in 2009 and 2010. However, it deserves a place on the pages of slashdot, both for its vision of the future, and how naturally that is embedded in a well-crafted, intelligent action thriller. The book takes a qualified view of our future technological development. Fossil fuel depletion has resulted in a retraction of progress. Now, human and animal labour wind massive crank shafts—a dramatic ramping up of the technology used in hand-cranked radios and windup lanterns. Everything is recycled: even sewage produces methane to light the city's gas lamps. Where technology has leaped forward is in genetic engineering. This has yielded startling benefits: megodonts, hybrid beasts of burden, the result of the splicing of the DNA of elephants with that their massive prehistoric ancestors. It has also imposed dire costs: laboratory-manufactured plagues have swept the planet, Thailand surviving only because of the extreme zealousness of its environmental police.
The setting of an Asian culture, the dystopian image of people crammed into a crumbling city, and the relationship between a cynical, jaded man and vulnerable, artificial woman inevitably recall Bladerunner; however, even if that story provided some inspiration, The Windup Girl doesn't feel derivative: Emiko is the leading protagonist, not a supporting character. And the book takes off from that point of comparison: it's not stuck there. Weaving in with the main plot are a number of sub narratives, the book drawing much of its momentum from this crisscrossing. Hock Seng, Lake's elderly Malaysian Chinese assistant, a refugee from bloody ethnic cleansing, plots his escape from the chaos he feels must ultimately engulf Bangkok. Fiery, ebullient environment police captain Jaidee Rojjanasukchai and his austere female lieutenant Kanya Chirathivat pursue genetic transgressions in an attempt to preserve what is left of Thailand's ravaged ecosystem. Meanwhile their Environment Ministry vies with the Ministry of Trade, which seeks to open up Thailand to resurgent Western business. Plot and counter plot wind the characters together into a climactic conflict sensed only dimly at the start of the book.
It is perhaps here where the book, not falls down, but stumbles. The complexity of the plot towards the end of the book becomes dense and – for me, on first reading – slowed the book's momentum. This complexity might, however, also be a strength. For the purposes of the review I came back to the book, which I had read some eight or nine months previously; it bears rereading, and the largely tight structure is rewarding, as is the plot development. The sense of place is very strong—the press of street markets, the stench and press of humanity in the crumbling high-rise apartment buildings, the tropical setting ("[the] night was black and sticky, a jungle filled with the squawks of night birds and the pulse and whir of insect life"), as is the sense of—literally—the daily grind, as men and animals wind the cranks that keep the city powered. And many of the ideas have the power to jolt: the "cheshires", cats with chameleon DNA that recall Lewis Carroll's fictional creation by changing color to melt into their surroundings, the better to exterminate already-threatened bird populations; the Dung Lord, a mafia don who controls the trade in human waste, a vital part of the city's economy. While not all the characters remain with you afterwards, fittingly, Emiko, the lonely and conflicted protagonist does. Interestingly, hers is also the character for whom the greatest leap of imagination is required—the genetically altered outsider, who makes a journey from abject slavery to a realization of her potential.
Science fiction often suffers because while much attention may have been paid to the technological aspects, the author fails to capture the complexities of the new society or convincingly grasp the characters. Bacigalupi – largely – succeeds because he recognizes that human nature doesn't change over time: elites are only too willing to exercise control with force; the outsiders and those are who different are always vulnerable; human culture, in all its strangeness and mundanity, continues. A key strength of the book is that the subjective portrayal of the characters' inner lives and thoughts means that we feel them to be inhabiting their own present, exactly as we are. They look back of course, as do we. In their case, wonderingly to a time known as "The Expansion", when Thailand was allegedly the "Land of smiles", quite unlike the misery that has become the lot of its average citizen.

Is the Earth Gaining Or Losing Mass?
Hugh Pickens writes writes "BBC recently asked physicist and Cambridge University professor Dave Ansell to draw up a balance sheet of the mass that's coming in to the earth, and the mass going out to find out if the earth is gaining or losing mass. By far the biggest contributor to the world's mass is the 40,000 tonnes of dust that is falling from space to Earth every year. 'The Earth is acting like a giant vacuum cleaner powered by gravity in space, pulling in particles of dust,' says Dr. Chris Smith. Another factor increasing the earth's mass is global warming which adds about 160 tonnes a year because as the temperature of the Earth goes up, energy is added to the system, so the mass must go up. On the minus side, at the very center of the Earth, within the inner core, there exists a sphere of uranium five mile in diameter which acts as a natural nuclear reactor so these nuclear reactions cause a loss of mass of about 16 tonnes per year." (Read more, below.) Pickens continues: "What about launching rockets and satellites into space, like Phobos-Grunt? Smith discounts this as the mass is negligible and most of it will fall back down to Earth again anyway. But by far the biggest factor in earth's weight loss are the 95,000 tonnes of hydrogen that escape from the atmosphere every year. 'The other very light gas this is happening to is helium and there is much less of that around, so it's about 1,600 tonnes a year of helium that we lose.' Taking all the factors into account, Smith reckons the Earth is getting about 50,000 tonnes lighter a year, which is just less than half the gross weight of the Costa Concordia, the Italian cruise liner that recently ran aground." -

The plant in question produced herbicide 2,4,5-T, which was used in Vietnam as an ingredient for 'Agent Orange.' Greg KH Leaves SUSE For Linux Foundation

Mitt Romney, Robotics, and the Uncanny Valley
Hugh Pickens writes "Brian Fung writes in the Atlantic that one of Romney's electoral problems is that he occupies a kind of uncanny valley for politicians, inexplicably turning voters off despite looking like the textbook image of an American president. Just as people who interact with lifelike robots often develop a strange feeling due to something they can't quite name, something about Romney leaves voters unsettled. As with the robotic version of the uncanny valley, the closer Romney gets to becoming real to a voter, the more his likeability declines. 'The effect is almost involuntary, considering the substantial advantages Romney enjoys from appearance alone,' writes Fung. 'But in person, his polished persona gives way to what appears a surprisingly forced and inauthentic character.' Political commentator Dana Milbanks adds that although Romney is confident and competent, in casual moments his weirdness comes through — equal parts 'Leave It to Beaver' corniness and social awkwardness. 'Romney's task now is to work his way out of the uncanny valley toward a more compelling style of humanity,' concludes Fung. 'But every day he lingers in it, the hill grows steeper.'" -
Pentagon: 30,000 Pound Bomb Too Small

Concerns around Iran's fortification of their nuclear program facilities has the DoD seeking from Congress something not quite as subdued as the GBU-57, the largest non-nuke bomb operated by the USAF. This 'smaller' bomb just recently won a prize for its ability to cut through 60 feet of concrete. The upgrades will cost $82 million on top of the $330 million spent so far to develop the system. Mechanic's Mistake Trashes $244 Million Aircraft
Hugh Pickens writes "An accident report is finally out for the Air Force E-8C Joint Surveillance Targeting and Attack Radar System that had started refueling with a KC-135 on on March 13, 2009 when the crew heard a 'loud bang throughout the midsection of the aircraft.' Vapor and fuel started pouring out of the JSTARS from 'at least two holes in the left wing just inboard of the number two engine.' The pilot immediately brought the jet back to its base in Qatar where mechanics found the number two main fuel tank had been ruptured, 'causing extensive damage to the wing of the aircraft.' How extensive? 25 million dollars worth of extensive. What caused this potentially fatal and incredibly expensive accident to one of the United States' biggest spy planes? According to the USAF accident report, a contractor accidentally left a plug in one of the fuel tank's relief vents (PDF) during routine maintenance. 'The PDM subcontractor employed ineffective tool control measures,' reads the report. Tool control measures? 'You know, the absolutely basic practice of accounting for the exact location of every tool that is used to work on an airplane once that work is finished.' Air Force Chief of Staff Gen. Norton Schwartz just told Congress, 'there is a JSTARS platform that was damaged beyond economical repair that we will not repair.' So, if this is the one Schwartz is talking about, then one mechanic's mistake has damaged a $244 million aircraft beyond repair." -
Thai Gov't Welcomes Twitter's Censorship Plans

The fleet of 33 U-2s was supposed to be replaced in the next few years with RQ-4 Global Hawks, but the Pentagon now proposes delaying the U-2's retirement as part of Defense Department cutbacks." Recently, privacy laws have been under a lot of criticism for their practical inability to ensure a high level of protection to EU citizens. The new data privacy framework will bring a lot of changes: 24 hours security breach notifications, mandatory security assessments, end of notifications to local data privacy agencies, mandatory data protection officers and huge administrative fines: up to 2% of the annual worldwide turnover (that would have meant $1.2 Billion for Microsoft in 2008). Indeed that's 'the necessary "teeth" so the rules can be enforced.'" -

Wikipedia, reddit, the Free Software Foundation, Google, the Electronic Frontier Foundation, imgur, Mozilla, and many others have all made major changes to their sites or shut down altogether in protest. These sites, as well as technology experts (PDF) around the world and everyone here at Slashdot, think SOPA and PIPA pose unacceptable risks to freedom of speech and the uncensored nature of the internet. The purpose of the protests is to educate people — to let them know this legislation will damage websites you use and enjoy every day, despite being unrelated to the stated purpose of both bills. So, we ask you: what can you do to stop SOPA and PIPA? You may have heard the House has shelved SOPA, and that President Obama has pledged not to pass it as-is, but the MPAA and SOPA-sponsor Lamar Smith (R-TX) are trying to brush off the protests as a stunt, and Smith has announced markup for the bill will resume in February. The Stop Online Piracy Act is H.R.3261, and the Protect-IP Act is S.968.
The intent of both pieces of legislation is to combat online piracy, giving the Attorney General and the Department of Justice power to block domain name services and demand that links be stripped from sites not involved in piracy. The problem is that the legislation, as written, is vague and overly-broad. For one thing, it classifies internet sites as "foreign" or "domestic" based entirely on their domain name. A site hosted abroad like Wikileaks.org could be classified as "domestic" because the .org TLD is registered through a U.S. authority. By defining it as "domestic," Wikileaks would then fall under the jurisdiction of U.S. laws. Other provisions are worded even more poorly: in Section 103, SOPA lays out the definition for a "foreign infringing site" as one where "the owner or operator of such Internet site is committing or facilitating the commission of criminal violations punishable under [provisions relating to counterfeiting and copyright infringement]." The problematic word is facilitating, as it opens the door to condemning sites that simply link to other sites.
The most obvious implication of this is that search engines would suddenly be responsible for monitoring and policing everything they index. Google indexed its trillionth concurrent URL in 2008. Can you imagine how many people it would take to double check all of them for infringing content? But the job wouldn't end at simply looking at them — Google would have to continually monitor them. Google would also have to somehow keep track of the billions of new sites that spring up daily, many of which would be trying to avoid close scrutiny. Of course, it's an impossible task, so there would need to be automated solutions. Automation being imperfect, it would leave us with false positives. Or perhaps sites would need to be "approved" to be listed. Either way, we'd then be dealing with censorship on a massive scale, and the infringing sites themselves would continue to pop up.
But the problems don't end there; in fact, SOPA defines "Internet search engine" as a service that "searches, crawls, categorizes, or indexes information or Web sites available elsewhere on the Internet" and links to them. That's pretty much what we do here at Slashdot. It's also something the fine folks at Wikipedia and reddit do on a regular basis. The strength of all three sites is that they're heavily dependent on user-generated content. Every day at Slashdot, readers deposit hundreds and hundreds of links into our submissions bin. Thousands of comments are made daily. We have a system to surface the good content, but the chaff still exists. If we suddenly had a mandate to retroactively filter out all the links to potentially copyright-infringing sites in our database, we wouldn't have many options. We're talking about reviewing hundreds of thousands of submissions, and every comment on 117,000+ stories. And we're far from the biggest site around — imagine social networks needing to police their content, and all the privacy issues that would raise.
Small sites and new sites would be hurt, too. A website isn't a single, discrete entity that exists on its own. A new company starting up a site would have to worry about its webhost, registrar, content provider, ISP, etc. The legislation would also raise significant financial obstacles. New companies need investments, and that would be much less likely (PDF) if the company could be held liable for content uploaded by users. On top of that, if the site was unable to live up to the vague standards set by the government and the entertainment industry, they could be on the receiving end of a lawsuit, which would be expensive to fight even if they won (and such laws would never, ever be abused). It's hard to conceptualize the internet without noting its unrivaled growth, and SOPA/PIPA would surely stifle it.
This legislation hits near and dear to the hearts of many Slashdotters; if SOPA/PIPA pass, IT staff for companies small and large are going to have their hands full making sure they aren't opening themselves to legal action or government intervention. Mailing lists, used commonly and extensively among open source software projects, would be endangered. Code repositories would need be scoured for infringing content; the bill allows for the strangling of revenue sources if its anti-infringement rules aren't being met. VPN and proxy services become only questionably legal. The very nature of the open source community — as the EFF puts it, "decentralized, voluntary, international" — is not compatible with the burdens placed on internet sites by SOPA and PIPA.
What can we do?
So, what can we do about it? There are two big things: contact your representative, and spread the word. A special committee of meteorite experts, which includes some NASA scientists, confirmed the test results Tuesday certifying that the meteorites recently collected came from Mars. The biggest rock weighs more than 2 pounds. Astronomers think that millions of years ago something big smashed into Mars that sent fragments hurtling through the solar system. Wikipedia Still Set For Full Blackout Wednesday

The site's 25 million daily users will redirected to an education page with a call to action. Votes are still being taken on the exact implementation." Statisticians Uncover the Mathematics of a Serial Killer

The pattern of his murders, though, was irregular with long periods of no activity, interrupted by several murders within a short period of time. Hoping to gain insight into serial killings to prevent similar murders, Mikhail Simkin and Vwani Roychowdhury at UCLA built a mathematical model of the time pattern of the activity of Chikatilo and found the distribution of the intervals between murders follows a power law with the exponent of 1.4. The basis of their analysis is the hypothesis that 'similar to epileptic seizures, the psychotic affects, causing a serial killer to commit murder, arise from simultaneous firing of large number of neurons in the brain.' In modeling the behavior the authors didn't find that 'the killer commits murder right at the moment when neural excitation reaches a certain threshold. He needs time to plan and prepare his crime' so they built delay into their model. The killings eventually have a sedative effect, pushing the neuronal activity below the 'killing threshold' – which is why there are large intervals of time between groups of murders. 'There is at least qualitative agreement between theory and observation [PDF],' conclude the authors. 'Stats can't tell you who the perp is, but they're getting better and better at figuring out where and when the next crime might happen,' writes criminal lawyer Nathaniel Burney adding that 'catching a serial killer by focusing resources based on when and where he's likely to strike next is a hell of a lot better than relying on the junk science of behavioral profiling.'" -

Pouring Water Into a Volcano To Generate Power
Hugh Pickens writes "Until recently, geothermal power systems have exploited only resources where naturally occurring heat, water, and rock permeability are sufficient to allow energy extraction. Now, geothermal energy developers plan use a new technology called Enhanced Geothermal Systems (EGS) to pump 24 million gallons of water into the side of the dormant Newberrry Volcano, located about 20 miles south of Bend, Oregon, in an effort to use the earth's heat to generate power. 'We know the heat is there,' says Susan Petty, president of AltaRock Energy, Inc. of Seattle. 'The big issue is can we circulate enough water through the system to make it economic.' Since natural cracks and pores do not allow economic flow rates, the permeability of the volcanic rock can be enhanced with EGS by pumping high-pressure cold water down an injection well into the rock, creating tiny fractures in the rock, a process known as hydroshearing. Then cold water is pumped down production wells into the reservoir, and the steam is drawn out. Natural geothermal resources only account for about 0.3 percent of U.S. electricity production, but a 2007 Massachusetts Institute of Technology report projected EGS could bump that to 10 percent within 50 years, at prices competitive with fossil-fuels. 'The important question we need to answer now,' says USGS geophysicist Colin Williams, 'is how geothermal fits into the renewable energy picture, and how EGS fits. How much it is going to cost, and how much is available.'" -
The Pirate Bay To Stop Serving Torrent Files
An anonymous reader tips news that The Pirate Bay is making a move away from .torrent files in favor of 'magnet links.' On Thursday the site made magnet links the default, and TorrentFreak reports that they'll stop serving .torrent files altogether in about a month. "The announcement is bound to lead to confusion and uncertainty among many torrent users, but in reality very little will change for the average Pirate Bay visitor. Users will still be able to download files, but these will now be started through a magnet link instead of a .torrent file. The Pirate Bay team told TorrentFreak that one of the advantages of the transition to a 'magnet site' is that it requires relatively little bandwidth to host a proxy. This is topical, since this week courts in both Finland and the Netherlands ordered local Internet providers to block the torrent site. Perhaps even better, without the torrent files everyone can soon host a full copy of The Pirate Bay on a USB thumb drive, which may come in handy in the future." -
Multiple Sclerosis Damage Washed Away By Stream of Young Blood
FatLittleMonkey writes "A new study on mice suggests damage caused by diseases like Multiple sclerosis, as well as natural aging, can be reversed by an infusion of stem cell rich blood from younger mice. Multiple sclerosis is a chronic inflammatory disease that erodes the fatty myelin sheaths around the axons of the brain and spinal cord, and can result in serious disability. Similar effects occur naturally with aging. From New Scientist: 'White blood cells called macrophages from the young mice gathered at the sites of myelin damage. Macrophages engulf and destroy pathogens and debris, including destroyed myelin. "We know this debris inhibits regeneration, so clearing it up is important," says team member Amy Wagers of Harvard University.' Here's the academic paper's abstract." -
Internet Systems Consortium Seeks Wider Input For BIND 10
joabj writes "The ISC is seeking some open source magic for the next version of the widely used BIND. Although the BIND is already open source, most of the work thus far done on the DNS server software has come from contractors, the government and Unix vendors. 'The goal is to move away from having BIND a heavily sponsored corporate product,' said BIND 10 manager Shane Kerr. Kerr is hoping that more eyes will equal fewer bugs, and that more users will go ahead and implement the features they've been requesting themselves. BIND 10, due by the end of the year, features a new modular architecture, one designed to circumvent many of the security woes that have bedeviled BIND 9." -
IPv6-Only Is Becoming Viable
An anonymous reader writes "With the success of world IPv6 day in 2011, there is a lot of speculation about IPv6 in 2012. But simply turning on IPv6 does not make the problems of IPv4 exhaustion go away. It is only when services are usable with IPv6-only that the internet can clip the ties to the IPv4 boat anchor. That said, FreeBSD, Windows, and Android are working on IPv6-only capabilities. There are multiple accounts of IPv6-only network deployments. From those, we we now know that IPv6-only is viable in mobile, where over 80% (of a sampling of the top 200 apps) work well with IPv6-only. Mobile especially needs IPv6, since their are only 4 billion IPv4 address and approaching 50 billion mobile devices in the next 8 years. Ironically, the Android test data shows that the apps most likely to fail are peer-to-peer, like Skype. Traversing NAT and relying on broken IPv4 is built into their method of operating. P2P communications was supposed to be one of the key improvements in IPv6." -

7000 e-Voting Machines Now Deemed Worthless By Irish Government
First time accepted submitter lampsie writes "Despite spending at least 51 million euro over the last decade buying and storing 7000 e-voting machines from Dutch firm Nedap, the Irish Finance minister has announced that they are now 'worthless'. The machines were originally trialled in 2002 on three regional elections, but a nationwide rollout in 2004 was put on hold after a confidential report expressed serious concern over the security of the voting machines. According to the report, the integrity of the ballot could not be guaranteed with the equipment and controls used. Several years on, and tens of millions later, it looks like the pen and paper ballot will remain for now." -
Do Companies Punish Workers Who Take Vacations?
Hugh Pickens writes "Chad Brooks reports that a steady stream of research over the past year reveals that Americans aren't taking vacations and it's because they are afraid to take time off from work for fear of appearing less than dedicated to their employer with one survey showing that 70 percent of employees said they weren't using all their earned vacation days in 2011. 'You have this kind of fear of not wanting to be seen as a slacker,' says John de Graaf, executive director of Take Back Your Time, an organization focused on challenging the epidemic of overwork, over-scheduling and time famine facing society. De Graaf adds that while some companies are good about encouraging employees to use earned time off, there also are some that aren't worried about the potential repercussions that may come from that nose-to-the-grindstone approach. 'They think, "If I burn someone out, I can always find someone else,"' says de Graaf. 'They think [employees] are expendable.' Even when they do take vacation, research shows many employees aren't leaving their work behind. In one study, 66 percent of surveyed employees said they would check and respond to email during their time off, and 29 percent expect to attend meetings virtually while on vacation. De Graaf is not optimistic anything will ever get done to free employees of their fear of taking time off. 'This is the only wealthy country in the world that does not guarantee any paid vacation time,' says de Graaf. 'Every other country understands that this makes people healthier and creates a better workforce.'"
