Majorana Fermion May Have Been Spotted At TU Delft

Kouwenhoven has probably not only spotted pairs of so-called Majorana Fermions for the first time (these had been predicted to exist by the Italian physicist Ettore Majorana), but also demonstrated that, by generating them at the end of an Indium-Arsenide microwire, quantum computing with them may have come one more step closer to reality. North Korea Agrees To Suspend Nuclear Activities
Hugh Pickens writes writes "In a breakthrough in negotiations with the secretive communist nation the Guardian reports that North Korea has agreed to suspend nuclear activities and to a moratorium on nuclear and long-range missile tests. According to U.S. State department spokeswoman Victoria Nuland, North Korea has agreed to allow International Atomic Energy Agency inspectors to verify and monitor the moratorium on uranium enrichment and confirm disablement of its nuclear reactor at Yongbyon. In return for the moratorium on nuclear activities at this key site, the United States has agreed to finalize a package of 240,000 metric tons of nutritional assistance to North Korea. There will be intensive monitoring to assure the delivery of such assistance is made to those in need, and not diverted to the military or government elites." -
Asus Transformer Drops Quad-core In Favor of Dual-core
MrSeb writes with this news from Extreme Tech: "In a move that will shock and disgust bleeding-edge technophiles everywhere, Asus has announced at Mobile World Congress 2012 that its new Transformer Pads — the high-end Infinity Series — will use the recently-announced dual-core Qualcomm S4 SoC. The critically acclaimed Transformer Prime, the Infinity Series' predecessor which was released at the end of 2011, used the quad-core Nvidia Tegra 3. Why the sudden about-face? Well, the fact that quad-core processors don't really have a use case in mobile devices is one reason — but it doesn't hurt that the Krait cores in the S4 are significantly faster than the four Cortex-A9 cores in the Tegra 3, too. The S4 is also the first 28nm SoC, while Tegra 3 is still on 40nm, which means a smaller and cheaper package, and lower power consumption to boot. The S4 is also the first SoC with built-in LTE, which was probably a rather nice sweetener for Asus." The Snapdragon S4 "Krait" CPU is still a bit shrouded in mystery as far as hard specs (Qualcomm has never been one to release docs), but it appears to be similar to the Cortex-A15 in performance; how they stand up to Intel's new Medfield designs remains to be seen. -
Flatworms Defy Aging Through Cell Division Tricks
An anonymous reader writes "Researchers from The University of Nottingham have demonstrated how a species of flatworm overcomes the aging process to be potentially immortal. The discovery, published (abstract; full text PDF) in the Proceedings of the National Academy of Sciences, is part of a project funded by the Biotechnology and Biological Sciences Research Council and Medical Research Council and may shed light on the possibilities of alleviating aging and age-related characteristics in human cells." After finding the gene for telomerase synthesis in the worms, the researchers were able to observe that the worms "...dramatically increase the activity of this gene when they regenerate, allowing stem cells to maintain their telomeres as they divide to replace missing tissues." -
Spanish Company Tests 'Right To Be Forgotten' Against Google

That's because searches for 'camping Alfaques' bring up horrific images of charred human flesh — not good for business when you're trying to sell people on the idea of relaxation. The campground believes it has the right to demand that Google stop showing 'negative' links, even though the links aren't mistakes at all. Are such lawsuits an aberration, or the future of Europe's Internet experience in the wake of its new 'right to be forgotten' proposals? Legal scholars like Jeffrey Rosen remain skeptical that such a right won't lead to all sorts of problems for free expression. But in Spain, the debate continues. Last week, Los Alfaques lost its case — but only because it needed to sue (U.S.-based) Google directly. UK To Dim Highway Lights To Save Money
Hugh Pickens writes "The Telegraph reports that street lights on thousands of miles of major roads in England will be dimmed during quiet periods to save money and reduce carbon emissions. The Highways Agency has already turned off the lights on more than 80 miles of the motorway network and will soon begin a survey of where this can be done on the 2,500 miles of A roads it controls. Nigel Parry, of the Institution of Lighting Professionals, says that technology enabled lights can be controlled individually and remotely. 'The idea is that when traffic is busy, such as during the morning and evening rush hour, you have them at their brightest. When the traffic disappears you can dim them. You can maintain safety and use half as much energy.'" -
Ask Slashdot: How Do You Install Ubuntu On 30 Laptops and Keep Them In Sync?

They came with Windows preinstalled and it must stay for other purposes. I'd like to take care of only one of them (resize the hard drive, install Ubuntu, add additional software and apply custom settings) and effortlessly replicate everything to the others including hard drive resizing (unattended installation). After replicating, what should I do if I need to install new software or change some settings without manually repeating the same task on each one of them? Should I look into FAI, iPXE, Clonezilla, OCS Inventory NG? Other configuration management software? I would also like to reset the laptops to the original environment after the event." -
4 UK Urban Explorers Face Orders Not To Talk With Each Other For 10 Years
First time accepted submitter Trapezium Artist writes "Four friends apprehended exploring the disused Aldwych station in London's Underground are faced with an 'anti-social behaviour order' (ASBO) which would forbid them from talking to each other for a full 10 years. The so-called 'Aldwych four,' experienced urban explorers, were discovered in the tunnels under the UK's capital city a few days before last year's royal wedding and the greatly increased security measures in place led to their being interviewed by senior members of the British Transport Police. Nevertheless, once their benign intentions had been established, they were let off with a caution. However, following an accident caused by another, unrelated group of urban explorers in the tunnels a few months later, Transport for London applied to have ASBOs issued to the Aldwych four. These would forbid them from any further expeditions, from blogging or otherwise publicly discussing any exploits, and even from talking with each other for the 10 year duration of the order. One could argue about the ethics of urban exploration, but this nevertheless seems like an astonishingly heavy-handed over-reaction by TfL." -
Canada's Conservatives Misled Voters With Massive Robocall Operation
choongiri writes "Elections Canada has just traced thousands of illegal phone calls made during the 2011 federal election to a company that worked for the Conservative Party across the country. The automated VOIP 'robocalls' appeared to be designed to stop non-Conservative voters from casting ballots in key ridings by falsely telling voters that the location of their polling stations had changed, causing them to go to the wrong location on election day. This news casts serious doubt on the legitimacy of Canada's Government. The Conservatives narrowly won their 'majority' by 6,201 votes in 14 ridings, with only 39% of the popular vote." For those as unfamiliar with the term "riding" in this context as I was, here's Wikipedia's explanation. -

Interrupted Sleep Might Be the Best Kind
Hugh Pickens writes "BBC reports that a growing body of evidence from both science and history suggests that eight-hours of uninterrupted sleep may be unnatural as a wealth of historical evidence reveals that humans used to sleep in two distinct chunks called first and second sleep. A book by historian Roger Ekirch, At Day's Close: Night in Times Past, unearths more than 500 references to a segmented sleeping pattern — in diaries, court records, medical books and literature, from Homer's Odyssey to an anthropological account of modern tribes in Nigeria. 'It's not just the number of references — it is the way they refer to it, as if it was common knowledge,' says Ekirch. References to the first and second sleep started to disappear during the late 17th Century with improvements in street lighting, domestic lighting and a surge in coffee houses — which were sometimes open all night. Today most people seem to have adapted quite well to the eight-hour sleep, but Ekirch believes many sleeping problems may have roots in the human body's natural preference for segmented sleep which could be the root of a condition called sleep maintenance insomnia, where people wake during the night and have trouble getting back to sleep. 'Our pattern of consolidated sleep has been a relatively recent development, another product of the industrial age, while segmented sleep was long the natural form of our slumber, having a provenance as old as humankind,' says Ekrich, adding that we may 'choose to emulate our ancestors, for whom the dead of night, rather than being a source of dread, often afforded a welcome refuge from the regimen of daily life.'" -

In the world of information security, the classic Applied Cryptography: Protocols, Algorithms, and Source Code in C by Bruce Schneier may have been the book that launched a generation of new cryptographers. Schneier's latest work of art is Liars and Outliers: Enabling the Trust that Society Needs to Thrive. For those that are looking for a follow-up to Applied Cryptography, this it is not. In fact, it is hard to classify this as an information security title and in fact the book is marked for the current affairs/sociology section. Whatever section this book ultimately falls in, the reader will find that Schneier is one of the most original thinkers around." Keep reading for the rest of Ben's review. For example, non-repudiation is absolutely provable.
In Liars and Outliers, Schneier moves from the pristine world of mathematics into the muddy world of human trust. Non-repudiation is no longer an absolute in a world where a Windows kernel can be compromised and end-users can be victims of social engineering.
The book addresses the fundamental question of how does society function when you cant trust everyone. Schneier notes that nothing in society works without trust. Its the foundation of communities, commerce, democracy, in truth — everything. And Schneier deals extensively with social and moral pressures that effect trust.
Liars and Outliers is very similar to books by Umberto Eco, that have a Renaissance feel to them; bringing myriad and diverse topics together. Schneier does this here and intertwines topics such as game theory, evolution, surveillance, existentialism and much more. Schneier's brilliance is that he is able to connect seemingly disparate dots around information security and society, and show how they are in truth tightly coupled.
In the book, Schneier makes note of those that don't follow the rules. He calls these people defectors, and these are the liars and outliers of the book. The book notes that everything is a trade-off, and these defectors are the ones that try to break the rules.
An overall theme of the book, in which Schneier touches and references sociology, psychology, economics, criminology, anthropology, game theory and much more, is that society can't function without trust. He writes that in our complex interconnect and global society, that we need a lot of trust.
Schneier makes frequent reference to Dunbar's number, which he first references in chapter 2. Dunbars number was first proposed by British anthropologist Robin Dunbar and is a theoretical cognitive limit to the number of people with whom one can maintain stable social relationships. It is generally in the area of 150. So when someone sees a person with 3,000 Facebook friends, something is clearly amiss.
In chapter 9 on institutional pressures, Schneier takes a very broad look at threats facing society today. One of the biggest perceived threats we have today is terrorism, and the book astutely notes that we can never ensure perfect security against terrorism.
If Schneier had his way, the TSA budget would be measured in the millions, not billions of dollars. He incisively observes that all the talk of terrorism as an existential threat to society is utter nonsense. As long as terrorism is rare enough (which it is), and most people survive (which they do), society will survive. He writes that while that observation is true, it is not politically viable for our leaders to come out and say that.
While the book is heavy on the people focus, Schneier also acknowledges that sometimes and for some people, the incentives to commit crimes are worth the risk. To deal with those, that is where security technologies come into play.
An interesting observation made in chapter 10 around technology is that sometimes the technological changes have absolutely nothing to do with the societal dilemma being secured. For example, he notes that between the ubiquity of keyboards and the tendency for teachers to focus on standardized tests, cursive is no longer being taught that much in schools. The result is that signatures are more likely to be either printed text is an illegible scrawl; making them easier to forge; which in turns creates new security risks.
In the book Schneier makes scores of astute observations on how society functions around security. He notes in chapter 16 that we are currently in a period of history where technology is changing faster than it ever has. The worry is that if technology changes too fast, the attackers will be able to innovate so much faster than society can that the imbalance become even greater; with failures that negatively affect society.
In many of the examples in the book, Schneier paints a dark picture given the advantage that the attackers and defectors have. But he also notes that we are in a period of history where the ability for large-scale cooperation is greater than it has ever been before. On that topic, he refers to the book The Penguin and the Leviathan: How Cooperation Triumphs over Self-Interest by Yochai Benkler where he writes that the Internet can and has enabled cooperation on a scale never before seen. And that politics, backed by science, is ready to embrace this new cooperation.
On the lighter side, in chapter 17, Schneier notes that Mussolini didn't make the trains run on time; he just made it illegal to complain about them.
Schneier notes at the end of the book that its lesson isn't that defectors will inevitably ruin everything for everyone. Rather that we as a society need to manage societal pressure to ensure that they don't.
Liars and Outliers is an absolutely fascinating and groundbreaking book. In this election year where the candidates attempt to make sweeping simplistic promises to fix complex problems, Schneier simply answers that in our complex society, there are no simple answers.
In Applied Cryptography Bruce Schneier demonstrated he was quite the smart guy. In Liars and Outliers, he shows he is even smarter than most of us first thought.

Is It Time For NoSQL 2.0?
New submitter rescrv writes "Key-value stores (like Cassandra, Redis and DynamoDB) have been replacing traditional databases in many demanding web applications (e.g. Twitter, Google, Facebook, LinkedIn, and others). But for the most part, the differences between existing NoSQL systems come down to the choice of well-studied implementation techniques; in particular, they all provide a similar API that achieves high performance and scalability by limiting applications to simple operations like GET and PUT. HyperDex, a new key-value store developed at Cornell, stands out in the NoSQL spectrum with its unique design. HyperDex employs a unique multi-dimensional hash function to enable efficient search operations — that is, objects may be retrieved without using the key (PDF) under which they are stored. Other systems employ indexing techniques to enable search, or enumerate all objects in the system. In contrast, HyperDex's design enables applications to retrieve search results directly from servers in the system. The results are impressive. Preliminary benchmark results on the project website show that HyperDex provides significant performance improvements over Cassandra and MongoDB. With its unique design, and impressive performance, it seems fittng to ask: Is HyperDex the start of NoSQL 2.0?" -
UN Pushes Plan To Assume Internet Governance Role

From the article: "On Feb. 27, a diplomatic process will begin in Geneva that could result in a new treaty giving the United Nations unprecedented powers over the Internet. Dozens of countries, including Russia and China, are pushing hard to reach this goal by year's end. As Russian Prime Minister Vladimir Putin said last June, his goal and that of his allies is to establish 'international control over the Internet' through the International Telecommunication Union (ITU), a treaty-based organization under U.N. auspices. The Recycling of the Tevatron
ananyo writes with an excerpt from an article in Nature about the decomissioning of the Tevatron: "It is a 4,000-tonne edifice that stands three stories high, chock full of particle detectors, power supplies, electronics and photomultiplier tubes, all layered like a giant onion around a cylindrical magnet. During 26 years of operation at the Fermi National Accelerator Laboratory in Batavia, Illinois, this behemoth, the Collider Detector at Fermilab (CDF), helped to find the top quark and chased the Higgs boson. But since the lab's flagship particle collider, the Tevatron, was switched off in September 2011, the detector has been surplus stock — and it is now slowly being cannibalized for parts." Currently other projects are taking small bits and pieces of the Tevatron, but another Fermilab project, ORKA, wants to gut the collider to study kaon decay. -

The new functionality makes the NoSQL database even easier to use, as all language-database calls are automated. The mapping of functional datastructures to documents could even be much better than current ORM approaches and solve the object-relational impedance mismatch." -

Obama Pushes For Cheaper Pennies
Hugh Pickens writes "Time Magazine reports that hidden deep inside in the White House's $3.8 trillion, 2,000-page budget that was sent to Congress this week is a proposal to make pennies and nickels cheaper to produce. Why? Because it currently costs the federal government 2.4 cents to make a penny and 11.2 cents for every nickel. If passed, the budget would allow the Treasury Department to 'change the composition of coins to more cost-effective materials' resulting in changes that could save more than $100 million a year. Since 1982, our copper-looking pennies have been merely coppery. In the 1970s, the price of copper soared, so President Nixon proposed changing the penny's composition to a cheaper aluminum. Today, only 2.5% of a penny is copper (which makes up the coin's coating) while 97.5% is zinc. The mint did make steel pennies for one year — in 1943 — when copper was needed for the war effort and steel might be a cheaper alternative this time. What about the bill introduced in 2006 that the US abandon pennies altogether.? At the time, fifty-five percent of respondents considered the penny useful compared to 43 percent who agreed it should be eliminated. More telling, 76 percent of respondents said they would pick up a penny if they saw it on the ground." -
Scientists Study How Little Exercise You Need

Now Gretchen Reynolds reports that instead of wondering just how much exercise people really need in order to gain health and fitness, a group of scientists in Canada are turning that issue on its head and asking, how little exercise do we need to maintain fitness and the answer appears to be, a lot less than most of us think — provided we're willing to work a bit. Most people have heard of intervals, or repeated, short, sharp bursts of strenuous activity, interspersed with rest periods. Almost all competitive athletes strategically employ a session or two of interval training every week to improve their speed and endurance. Researchers have developed a version of high-intensity interval training (HIIT) that involves one minute of strenuous effort, at about 90 percent of a person's maximum heart rate (which most of us can estimate, very roughly, by subtracting our age from 220), followed by one minute of easy recovery. The effort and recovery are repeated 10 times, for a total of 20 minutes and the interval training is performed twice a week. Despite the small time commitment of this modified HIIT program, after several weeks of practicing it, both the unfit volunteers and the cardiac patients showed significant improvements in their health and fitness. 'A growing body of evidence demonstrates that high-intensity interval training can serve as an effective alternate to traditional endurance-based training, inducing similar or even superior physiological adaptations in healthy individuals and diseased populations, at least when compared on a matched-work basis.'" -

On the other hand, the mix of metal ions in cytoplasm is (almost exclusively) found where where hot hydrothermal fluid brings the ions to the surface — places such as geysers and mud pots. "Liberated" Tunisia Still Censoring Websites
Frequent Slashdot contributor Bennett Haselton writes "Tunisia's high court will decide on Wednesday whether to allow censoring of websites containing pornography or 'calls to violence.' It's disappointing that censorship continues in post-revolutionary Tunisia, but it's enough of an improvement over the old regime, that anti-censorship cyber-activism efforts would probably best be spent on helping other countries." Read on for Bennett's analysis.In Tunisia, where dictator Zine El Abidine Ben Ali was ousted one year ago amid hopes for a new era of freedom, the high court will decide on Wednesday whether to censor foreign pornographic websites in accordance with local law. Facebook pages that "call for violence" may also be blocked. Conveniently, all the machinery for censoring the Internet in Tunisia is already in place, having been installed under Ben Ali's dictatorship for the purposes of censoring and spying on Tunisian citizens (and, for a while, phishing their Facebook passwords). The irony recalls the situation in Iraq in 2009, when the government announced plans to start censoring foreign websites -- to which Iraqi citizens complained that they thought censorship would end with the fall of Saddam's regime. Actually, apart from the three outlier countries of Turkey, Israel and Lebanon, pornography remains illegal in every Middle Eastern country (and some conservative African nations), including the recently "liberated" ones including Egypt, Iraq and Tunisia. (Although, Iraq's street market in pornography thrives as long as the police have better things to do.)
I'm against such censorship in principle -- I think that even the right to publish and access pornography counts as a fundamental human right. But I think we have to take what progress we can get, and censoring just pornography and calls to violence, is a big improvement over censoring pornography and dissident political speech, which is the norm in most non-"liberated" Middle Eastern countries like Syria, Iran, and Saudi Arabia. Syria blocks foreign opposition sites like All4Syria.info, Iran blocks Facebook and YouTube to keep dissidents from posting or viewing anti-government material, and Saudi Arabia blocks Reporters Without Borders and filters the Amnesty International report on human rights in Saudi Arabia (but not the rest of the Amnesty International site!).
Saudi Arabia blocking the Amnesty International report on human rights in their country (while leaving the rest of the site unblocked), in particular, seems like the kind of thing that a government would do more as a "fuck you" to human rights activists, than a means to achieve a practical goal. For one thing, most of the facts in the human rights report about Saudi Arabia -- about sex discrimination and lack of political and religious freedom -- are already well known to the people who live there. And secondly, what percent of the citizens of a country would ever read the Amnesty International report on human rights in that country, even if it were not blocked? How many Americans even know that Amnesty puts out an annual report about human rights violations in the United States? So it seems more like a symbolic move to remind everyone who's in charge. For all the disappointment in the lack of progress for free speech in post-"liberation" countries, the non-"liberated" ones are indeed worse.
As for the Tunisian proposal to censor "calls to violence", I wouldn't always be against that, even in principle. In most countries, direct incitements to violence can be considered illegal (it depends on what you say and, of course, on what judge you get). In a developing country rife with ethnic tensions, even greater restrictions on calls to violence could be justified. When you finally watched Hotel Rwanda , weren't you hoping someone would bust in on that radio DJ telling everyone to kill Tutsis in the middle of a civil war, and blow him to hell? The biggest problem with a rule against "calls to violence" is that the government could stretch the definition to silence political speech. But it's possible to keep that kind of abuse in check, as has mostly been achieved in the U.S. For that, what you need is an independent judiciary, not an abolishment of all rules against calls to violence.
So the free-speech situation in "liberated" Tunisia may be nothing to write home about, but it sounds much better than it used to be, when writing home to complain about it could get you arrested. A Wall Street Journal article from July 2011 describes how, under Ben Ali's dictatorship, Tunisian cyber-activist Slim Amamou had been imprisoned and abused by the police for calling for peaceful demonstrations. Post-revolution, he was freed and asked to join the interim government, where the strictest restriction placed on him was to "stop sending Twitter messages during internal government meetings to his 25,000 followers". They may not have their porn, but that's still progress.
Of course, if someone in Tunisia wants to circumvent the government filters (using tools like proxy sites, VPNs, Tor, UltraSurf, Psiphon, etc.) and get to a porn site, more power to them. I just wouldn't make it a priority to set aside resources to help them get it. Not while there are Iranians who need help getting around the latest restrictions blocking them from Facebook and Gmail.
Two caveats. First, if someone wants to sell circumvention services to Tunisians who just want to get around the porn blocker, that doesn't count as "setting aside resources", so that's a perfectly noble endeavor. In fact, given the economies of scale in the circumvention business, selling to Tunisians could help to bring the price down for other users, including users in countries like Saudi Arabia where the government does engage in political filtering, and where circumvention services could be a tool for social change. Second, providing circumvention services (free or paid) to Tunisians, does probably make it less likely that the new government would revert to political censorship, knowing that many of its citizens have the tools to beat it, even if those tools are only currently used to access porn sites. So to that extent, setting aside resources to provide circumvention services in Tunisia might be a worthwhile cause.
Still, I think it's a lot less important than using circumvention tools to fight political censorship in truly autocratic countries like Iran. For the next generation of proxy servers that I'm rolling out, I'm working on setting aside some of them just for Iranian IP addresses. Even if Iranians just use them to get on Facebook, that's still contributes more to advancing the cause of social democracy, than Tunisians using them to get on Playboy.

Engelbart's Keyboard Available For Touchscreens

There was one more obscure device he came up with that never really took off, though. It was called the Chorded Keyboard, and consisted of a system that allowed you to type using just one hand. The key to this system was finger combinations, which allowed up to 32 different characters — more than enough for the alphabet. Now that one-handed keyboard has been ported to work with touchscreens, and it could end up being quite popular. The key benefit is the fact you can type anywhere on the screen and don't even need to see where you are typing. The only difficulty is learning all the key combos, but once you have them cold you may be able to type faster than with two hands on your smartphone or tablet." Bonus: being software-only and open-source, it's much cheaper than a Twiddler. -

These are the first licenses to be issued since the Three Mile Island incident in 1979. The pair of facilities will cost $14 billion and produce 2.2 GW of power (able to power ~1 million homes). They will be Westinghouse AP1000 designs, which are the newest reactors approved by the NRC. These models passively cool their fuel rods using condensation and gravity, rather than electricity, preventing the possibility of another Fukushima Daiichi-type meltdown due to loss of power to cooling water pumps." That's what proposed in a newly-published IBM patent application for Automated Analysis of Code Developer's Profile, which proposes weeding out developer candidates for certain roles based on things like the amount of changes one typically makes with each commit, how frequently and regularly one makes commits, what hours of the day one makes commits, the percentage of commits with conflicts that one resolves, and the 'depth' of one's commit comments ('shallow', 'mid-range' or 'deep'). Big Blue explains that commit or repository interactions can be used to produce a 'conclusion report' that compares a developer to others who have profiles on the repository, which helps management 'avoid wasted time with ineffective developers." -

Dr Han Zhiwu of Jilin University and colleagues have found that surface irregularities based on the scorpion's exoskeleton could substantially minimize atmospheric dust damage to aircraft." -

Miller writes that when Facebook goes public later this year, Mark Zuckerberg plans to exercise stock options worth $5 billion of the $28 billion that his ownership stake will be worth and since the $5 billion he will receive will be treated as salary, Zuckerberg will have a tax bill of more than $2 billion making him, quite possibly, the largest taxpayer in history. But how much income tax will Zuckerberg pay on the rest of his stock that he won't immediately sell? Nothing, nada, zilch. He can simply use his stock as collateral to borrow against his tremendous wealth and avoid all tax. That's what Lawrence J. Ellison, the chief executive of Oracle, did, reportedly borrowing more than a billion dollars against his Oracle shares to buy one of the most expensive yachts in the world. Or consider the case of Steven P. Jobs who never sold a single share of Apple after he rejoined the company in 1997, and therefore never paying a penny of tax on the over $2 billion of Apple stock he held at his death. Now Jobs' widow can sell those shares without paying any income tax on the appreciation before his death — only on the increase in value from the time of his death to the time of the sale — because our tax system is based on the concept of "realization." Individuals are not taxed until they actually sell property and realize their gains and the solution to the problem is called mark-to-market taxation. According to Miller, mark-to-market would only affect individuals who were undeniably, extraordinarily rich, only publicly traded stock would be marked to market, and a mark-to-market system of taxation on the top one-tenth of 1 percent would raise hundreds of billions of dollars of new revenue over the next 10 years."
