Surgeon: First Human Head Transplant May Be Just Two Years Away
HughPickens.com (3830033) writes "Michelle Star writes at C/net that Surgeon Sergio Canavero, director of the Turin Advanced Neuromodulation Group in Italy, believes he has developed a technique to remove the head from a non-functioning body and transplant it onto the healthy body. According to Canavero's paper published in Surgical Neurology International, first, both the transplant head and the donor body need to be cooled in order to slow cell death. Then, the neck of both would be cut and the major blood vessels linked with tubes. Finally, the spinal cords would be severed, with as clean a cut as possible. Joining the spinal cords, with the tightly packed nerves inside, is key. The plan involves flushing the area with polyethylene glycol, followed by several hours of injections of the same, a chemical that encourages the fat in cell membranes to mesh. The blood vessels, muscles and skin would then be sutured and the patient would be induced into a coma for several weeks to keep them from moving around; meanwhile, electrodes would stimulate the spine with electricity in an attempt to strengthen the new nerve connections.
Head transplants has been tried before. In 1970, Robert White led a team at Case Western Reserve University in Cleveland, US, that tried to transplant the head of one monkey on to the body of another. The surgeons stopped short of a full spinal cord transfer, so the monkey could not move its body. Despite Canavero's enthusiasm, many surgeons and neuroscientists believe massive technical hurdles push full body transplants into the distant future. The starkest problem is that no one knows how to reconnect spinal nerves and make them work again. "This is such an overwhelming project, the possibility of it happening is very unlikely," says Harry Goldsmith." -
Microsoft's Goals For Their New Web Rendering Engine
An anonymous reader writes: Microsoft has put up a post about explaining what they wanted to accomplish when they started working on Project Spartan, the new web browser that will ship with Windows 10. They say some things you wouldn't expect to hear from Microsoft: "We needed a plan to make it easy for Web developers to build compatible sites regardless of which browser they develop first for. We needed a plan which ensured that our customers have a good experience regardless of whether they browse the head or tail of the Web. We needed a plan which gave enterprise customers a highly backward compatible browser regardless of how quickly we pushed forward with modern HTML5 features." They also explain how they decided against using WebKit so they wouldn't contribute to "a monoculture on the Web."

Argonne National Laboratory Shuts Down Online Ask a Scientist Program
itamblyn writes In a surprising decision, Argonne National Laboratory has decided to pull the plug on its long-standing NEWTON Ask A Scientist Program. NEWTON is (soon to be was) an on online repository of science questions submitted by school children from around the world. A volunteer group of scientists contributed grade-level appropriate answers to these questions. For the past 25 years, a wide range of topics ranging have been covered, including the classic "why is the sky blue" to "is there way to break down the components of plastics completely into their original form". Over the years, over 20,000 questions have been answered. According to ANL, the website will be shut down permanently on 1 March. There is no plan to make the content available in an alternate form or to hand over stewardship to another organization. When contacted about transferring the repository to another institution or moving to a donation model, the response from ANL was simply: "Thank you again for all your support for Newton. Unfortunately, moving Newton to another organization is not a possibility at this time. Thank you again for your energy and support."

Republicans Back Down, FCC To Enforce Net Neutrality Rules
An anonymous reader writes: Republican resistance has ended for the FCC's plans to regulate the internet as a public utility. FCC commissioners are working out the final details, and they're expected to approve the plan themselves on Thursday. "The F.C.C. plan would let the agency regulate Internet access as if it is a public good.... In addition, it would ban the intentional slowing of the Internet for companies that refuse to pay broadband providers. The plan would also give the F.C.C. the power to step in if unforeseen impediments are thrown up by the handful of giant companies that run many of the country's broadband and wireless networks." Dave Steer of the Mozilla Foundation said, "We've been outspent, outlobbied. We were going up against the second-biggest corporate lobby in D.C., and it looks like we've won."

Firefox 36 Arrives With Full HTTP/2 Support, New Design For Android Tablets
An anonymous reader writes: Mozilla today launched Firefox 36 for Windows, Mac, Linux, and Android. Additions to the browser include some security improvements, better HTML 5 support, and a new tablet user interface on Android. The biggest news for the browser is undoubtedly HTTP/2 support, the roadmap for which Mozilla outlined just last week. Mozilla plans to keep various draft levels of HTTP/2, already in Firefox, for a few versions. These will be removed "sometime in the near future." The full changelog is here.

UK Scientists Claim 1Tbps Data Speed Via Experimental 5G Technology
Mark.JUK writes A team of Scientists working at the University of Surrey in England claim to have achieved, via an experimental lab test, performance of 1Tbps (Terabit per second) over their candidate for a future 5G Mobile Broadband technology. Sadly the specifics of the test are somewhat unclear, although it's claimed that the performance was delivered by using 100MHz of radio spectrum bandwidth over a distance of 100 metres. The team, which forms part of the UK Government's 5G Innovation Centre, is supported by most of the country's major mobile operators as well as BT, Samsung, Fujitsu, Huawei, the BBC and various other big names in telecoms, media and mobile infrastructure. Apparently the plan is to take the technology outside of the lab for testing between 2016 and 2017, which would be followed by a public demo in early 2018. In the meantime 5G solutions are still being developed, with most in the early experimental stages, by various different teams around the world. Few anticipate a commercial deployment happening before 2020 and we're still a long way from even defining the necessary standard.

Intel Moving Forward With 10nm, Will Switch Away From Silicon For 7nm
An anonymous reader writes: Intel has begun talking about its plans for future CPU architectures. The company is already working on a 10nm manufacturing process, and expects the first such chips to be ready by early 2017. Beyond that, things are getting difficult. Intel says it will need to move away from silicon when it develops a 7nm process. "The most likely replacement for silicon is a III-V semiconductor such as indium gallium arsenide (InGaAs), though Intel hasn't provided any specific details yet." Even the current 14nm chips they're making ran into unexpected difficulties. "While Intel didn't provide any specifics, we strongly suspect that we're looking at the arrival of transistors based on III-V semiconductors. III-V semiconductors have higher electron mobility than silicon, which means that they can be fashioned into smaller and faster (as in higher switching speed) transistors."

Google Lunar XPrize Teams Partner For a 2016 SpaceX Moonshot
An anonymous reader writes Two competing teams for the Google Lunar XPrize have announced that they are partnering for a mission to the moon in the second half of 2016. From the article: "The Google Lunar XPrize , a $30 million purse of prizes encouraging private teams to put lunar rovers on the moon, this morning took if not quite a giant leap, then at least a big step. Two of those teams, Pittsburgh-based Astrobotic and Japan-based Hakuto, signed on to share a rocket ride to the moon in late 2016. Hakuto, which developed a pair of rovers to explore the lunar surface, will hitch a ride on Astrobotic's lander, which plans to set down in Lacus Mortis, located in the northeastern portion of the moon. Once on the surface, both teams will deploy their rovers and go exploring. The first to cover 500 meters (around 550 yards) while broadcasting high-definition footage will take home the $20 million grand prize."

Mars One Does Not Renew Contracts For Robotic Missions
braindrainbahrain writes Mars One is, of course, the highly speculative, low credibility project to land humans on Mars after a one-way trip. In 2013 they had announced that two contracts had been awarded to the aerospace industry to develop a Mars orbiter and a Mars lander to carry a science experiment payload to the surface. Both contracts have been completed, but so far, Mars One has no immediate plans to renew the contracts and pursue further development of the crafts.

ISS Crew Install Cables For 2017 Arrival of Commercial Capsules
The Associated Press, as carried by the San Francisco Chronicle, reports that NASA astronauts Butch Wilmore and Terry Virts have attached more than 300 feet of cable to the exterior of the International Space Station in a series of three planned spacewalks; in total, the wiring job they're undertaking will involve 764 feet of power and data cables. The extensive rewiring is needed to prepare for NASA’s next phase 260 miles up: the 2017 arrival of the first commercial spacecraft capable of transporting astronauts to the orbiting lab. NASA is paying Boeing and SpaceX to build the capsules and fly them from Cape Canaveral, which hasn’t seen a manned launch since the shuttles retired in 2011. Instead, Russia is doing all the taxi work — for a steep price. The first of two docking ports for the Boeing and SpaceX vessels — still under development — is due to arrive in June. Even more spacewalks will be needed to set everything up. Mission Control left two cables — or about 24 feet worth — for the next spacewalk coming up Wednesday. Four hundred feet of additional cable will be installed next Sunday on spacewalk No. 3.

Apple Will Let Users Test iOS Beta Versions For the First Time
9to5 Mac reports that In an effort to eliminate bugs from upcoming iOS versions ahead of their general releases, Apple plans to launch the first-ever public beta program for the iOS operating system, according to multiple people briefed on the plans. Following the successful launch of the OS X Public Beta program with OS X Yosemite last year, Apple intends to release the upcoming iOS 8.3 as a public beta via the company’s existing AppleSeed program in mid-March, according to the sources. The article goes on to say Like the early iOS 8 developers builds, the public betas will include a dedicated app that allows users to report bugs to Apple. The main goal of the iOS beta program will be a more reliable and widely tested operating system by the time of the wider consumer launch, as Apple has come under fire for lack of quality control in iOS 8. Launching public beta versions of iOS will also reduce the demand for unauthorized sales of beta downloads from developer accounts, which enabled some consumers to test-drive future iOS features.

US To Monitor Air Quality In India and Other Countries

"The United States says it will expand air-quality monitoring at some overseas diplomatic missions, following several years of reporting pollution data in China. The goal is to increase awareness of the health risks of outdoor air pollution, which easily spreads across borders, Secretary of State John Kerry said in announcing the program on Wednesday. The program is intended to help United States citizens abroad reduce their exposure to pollution and to help other countries develop their own air-quality monitoring through training and exchanges with American experts, he said. "We're hoping that this tool can also expand international cooperation when it comes to curbing air pollution," Mr. Kerry said. The program, run in conjunction with the Environmental Protection Agency, will begin to operate in India in a few months. New Delhi has some of the world's worst air pollution, and residents there are becoming increasingly concerned about the dangers. American diplomatic missions will also monitor air quality in Vietnam, Mongolia and elsewhere, Mr. Kerry said."

Does Open Data Have a Dark Side?

But how real are these downsides of open data? The World Wide Web Foundation's Open Data Program Manager Jose Alonso is unconcerned, telling ITworld's Phil Johnson via email that the WWWF "believes there is no substantial evidence yet that the availability of Open Data leads to the marketization of public services or public spending cuts." But Ben Wellington, a professor in the City & Regional Planning program at the Pratt Institute in Brooklyn, New York and author of the popular blog I Quant NY, takes a more cautious stance, acknowledging that there are some real concerns that may call for regulation. But, at least for now, "there's a lot more innovation and positive things coming out than these corner cases," says Wellington.

"This Apple HMD patent is significant. I would say it introduces potential litigation risks for companies that have or are planning to release a mobile device HMD," he said. "There is no duty for Apple to make or sell an HMD. They can sit on this patent and use it strategically either by enforcing it against potential infringers, licensing it, or using it as leverage in forming strategic partnerships."

Google: FBI's Plan To Expand Hacking Power a "Monumental" Constitutional Threat
schwit1 writes with news about Google's reservations to a Justice Department proposal on warrants for electronic data. "Any change in accessing computer data should go through Congress, the search giant said. The search giant submitted public comments earlier this week opposing a Justice Department proposal that would grant judges more leeway in how they can approve search warrants for electronic data. The push to change an arcane federal rule "raises a number of monumental and highly complex constitutional, legal, and geopolitical concerns that should be left to Congress to decide," wrote Richard Salgado, Google's director for law enforcement and information security. The provision, known as Rule 41 of the federal rules of criminal procedure, generally permits judges to grant search warrants only within the bounds of their judicial district. Last year, the Justice Department petitioned a judicial advisory committee to amend the rule to allow judges to approve warrants outside their jurisdictions or in cases where authorities are unsure where a computer is located. Google, in its comments, blasted the desired rule change as overly vague, saying the proposal could authorize remote searches on the data of millions of Americans simultaneously—particularly those who share a network or router—and cautioned it rested on shaky legal footing."

Researchers Block HIV Infection In Monkeys With Artificial Protein
An anonymous reader writes: Immunologists have developed a synthetic molecule that's able to attach to HIV and prevent it from interacting with healthy cells. "HIV infects white blood cells by sequentially attaching to two receptors on their surfaces. First, HIV's own surface protein, gp120, docks on the cell's CD4 receptor. This attachment twists gp120 such that it exposes a region on the virus that can attach to the second cellular receptor, CCR5. The new construct combines a piece of CD4 with a smidgen of CCR5 and attaches both receptors to a piece of an antibody. In essence, the AIDS virus locks onto the construct, dubbed eCD4-Ig, as though it were attaching to a cell and thus is neutralized." The new compound was tested in monkeys. After successively higher injections of HIV, all four monkeys who received the compound beforehand stayed from free infection. Any potential medical treatment is still a ways off — the researchers plan more trials in monkeys before involving humans in the testing.
