Terabyte-Using Cable Customers Double, Increasing Risk of Data Cap Fees (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: U.S. cable Internet customers are using an average of 268.7GB per month, and 4.1 percent of households use at least 1TB, according to new research by the vendor OpenVault. Households that use at least 1TB a month are at risk of paying overage fees because of the 1TB data caps imposed by Comcast and other ISPs. Terabyte users nearly doubled year over year, as just 2.1 percent of households hit the 1TB mark last year, according to OpenVault. OpenVault found that households that face data caps use 8.5-percent less data than un-capped users, suggesting that cable customers limit their Internet usage when they face the prospect of overage fees. According to OpenVault, the caps can help cable companies avoid major network upgrades.
Specifically, "OpenVault's 2018 data also shows that average usage for households with flat-rate pricing was 282.1GB/HH, more than 9 percent higher than the 258.2GB/HH average usage for households on usage-based billing (UBB) plans," OpenVault wrote. Stated another way, customers facing caps and overage fees use 8.5-percent less data than un-capped customers. Un-capped customers are, naturally, more likely to exceed a terabyte. "The percentage of flat-rate (non-UBB) households exceeding 1TB of usage was 4.82 percent, a full percentage point higher than the 3.81 percent of UBB households who exceeded the 1TB threshold," OpenVault said. The 268.7GB average household data used in December 2018 was "up from 226.4GB/HH [household] at the end of June 2018 and a 33.3 percent increase over the YE 2017 average of 201.6GB/HH," OpenVault said. Median usage was 145.2GB in December 2018, "up from 116.4GB/HH in June 2018 and a 40 percent increase over the YE 2017 median of 103.6GB/HH," the company also said. -
Nintendo Throws Out Metroid Prime 4 Work, Restarts With Retro Studios (arstechnica.com)
Nintendo is essentially restarting development on the highly anticipated Metroid Prime 4, saying the game as it currently exists "has not reached the standards we seek in a sequel to the Metroid Prime series." Ars Technica reports: The surprise announcement comes from Nintendo General Manager for Development Shinya Takahashi. He said in a YouTube video posted this morning that current Metroid Prime 4 producer Kensuke Tanabe will begin "collaborating" on the game with Retro Studios, the studio responsible for the original Metroid Prime trilogy. Tanabe has previously worked as producer on multiple Retro-developed Metroid Prime titles.
"The current development status of the game is very challenged and we have made a very difficult decision as a development team," Takahashi said in the subtitled video. "We have decided to reexamine the development structure and change it." "This change will essentially mean restarting development from the beginning, so the completion of the game will be delayed from our initial internal plan," Takahashi continued. "It will be a long road until the next time we will be able to update you on the development progress, and development time will be extensive." -
Google's I/O Developer Conference Starts May 7th At the Shoreline Amphitheater (theverge.com)
Twitter user Till Kottmann used a shortcut accidentally hidden in a puzzle Google tweeted out this morning to figure out that the company's next I/O developer conference will be taking place at the Shoreline Amphitheater in Mountain View, CA starting May 7th. The Verge reports: Typically, the I/O puzzle takes a little longer to solve. This year, Google tweeted out an enigmatic, 12-line block of tweet with an accompanying URL that led to a video with equally enigmatic voiced narration of said text, put to a string of cryptic images and some pleasant ambient music. It's not entirely clear what Google was going for here, but it's safe to say it was likely some form of programming puzzle that most standard Twitter users would not have been able to easily decode.
Duplex will certainly be a hot topic at this year's I/O, as well as the standard updates to Google Lens, Maps, and News, as well as the next version of Android. Hanging over the company's developer efforts this year, however, will be increased scrutiny around Google's plans to work with the US military, following backlash over its involvement with a Department of Defense drone project it has pledged to distance itself from, and the continued murkiness around its plans to launch a search product for the China market. -
Zuckerberg Plans To Integrate WhatsApp, Instagram and Facebook Messenger (nytimes.com)
Mark Zuckerberg, Facebook's chief executive, plans to integrate the social network's messaging services -- WhatsApp, Instagram and Facebook Messenger -- asserting his control over the company's sprawling divisions at a time when its business has been battered by scandals.
The New York Times: The move, described by four people involved in the effort, requires thousands of Facebook employees to reconfigure how WhatsApp, Instagram and Facebook Messenger function at their most basic levels. While all three services will continue operating as stand-alone apps, their underlying messaging infrastructure will be unified, the people said. Facebook is still in the early stages of the work and plans to complete it by the end of this year or in early 2020, they said.
Mr. Zuckerberg has also ordered all of the apps to incorporate end-to-end encryption, the people said, a significant step that protects messages from being viewed by anyone except the participants in the conversation. After the changes take effect, a Facebook user could send an encrypted message to someone who has only a WhatsApp account, for example. Currently, that isn't possible because the apps are separate. -
SpaceX Starship Test Rocket Was Knocked Over By High Winds (popularmechanics.com)
Strong Texas winds managed to knock over SpaceX's prototype of its next-generation Starship rocket. In a tweet, CEO Elon Musk tweeted yesterday: "50 mph winds broke the mooring blocks late last night & fairing was blown over. Will take a few weeks to repair." He added: "Actual [fuel] tanks are fine." Popular Mechanics reports: The hopper, based out of the company's launch site in Boca Chica, Texas, is not meant for the stars: It is a test machine meant to show that the Starship's fundamentals can work in terms of launching and landing. SpaceX wants the rocket to go 16,400 feet into the air (a hop, so to speak) and land again. The wind, sadly, had other plans and knocked the hopper's nosecone around.
The accident appears to have first reached the public through eagle-eyed SpaceX aficionados on a message board which updates with even the smallest changes in anything related to the company's plans. Their methods include everything from drone flyovers to driving by the site. It's hard to tell what damage has precisely happened to the hopper in its fall, but it appears to be more complex than simply righting back up again. -
Trump Offered NASA Unlimited Funding To Put People on Mars by 2020, Report Says (nymag.com)
From a report, based on a book by Cliff Sims, who worked as a communications official for Trump on his presidential campaign and in the West Wing: As the clock ticked down, Trump "suddenly turned toward the NASA administrator." He asked: "What's our plan for Mars?" Lightfoot explained to the president -- who, again, had recently signed a bill containing a plan for Mars -- that NASA planned to send a rover to Mars in 2020 and, by the 2030s, would attempt a manned spaceflight. "Trump bristled," according to Sims. He asked, "But is there any way we could do it by the end of my first term?"
Sims described the uncomfortable exchange that followed the question, with Lightfoot shifting and placing his hand on his chin, hesitating politely and attempting to let Trump down easily, emphasizing the logistical challenges involving "distance, fuel capacity, etc. Also the fact that we hadn't landed an American anywhere remotely close to Mars ever." Sims himself was "getting antsy" by this point. With a number of points left to go over with the president, "all I could think about was that we had to be on camera in three minutes .. And yet we're in here casually chatting about shaving a full decade off NASA's timetable for sending a manned flight to Mars. And seemingly out of nowhere." -
Chrome API Update Will Kill a Bunch of Other Extensions, Not Just Ad Blockers (zdnet.com)
An anonymous reader writes: A planned update to one of the Google Chrome extensions APIs would kill much more than a few ad blockers, ZDNet has learned, including browser extensions for antivirus products, parental control enforcement, phishing detection, and various privacy-enhancing services. Developers for extensions published by F-Secure, NoScript, Amnesty International, and Ermes Cyber Security, among others, made their concerns public today after news broke this week that Google was considering the API change. Furthermore, efforts to port NoScript from Firefox to Chrome are also impacted, according to the plugin's author, who says the new API update all but cripples the NoScript for Chrome port.

Europe Plans To Drill the Moon For Oxygen and Water by 2025 (fortune.com)
The European Space Agency hopes to be mining the moon for water and oxygen in six years' time. From a report: The agency took a big step toward this ambition by signing a deal with launch provider ArianeGroup on Monday. The one-year contract will see the company examine the possibility of mining regolith -- lunar soil and rock fragments that can yield oxygen and water, which could be very handy if you're trying to put a base on the moon. The mission would use an Ariane 64 launch vehicle. The European Space Agency (ESA) has already directed ArianeGroup, a joint venture between Airbus and Safran, to develop the craft, and its first test flight is anticipated in 2020. As for the lunar lander, that would come from the German startup PTScientists (which entertainingly stands for "Part-Time Scientists") -- the same outfit that aims to put the first mobile network on the moon.

Oceans Are Getting Louder, Posing Potential Threats To Marine Life (nytimes.com)
An anonymous reader quotes a report from The New York Times: Slow-moving, hulking ships crisscross miles of ocean in a lawn mower pattern, wielding an array of 12 to 48 air guns blasting pressurized air repeatedly into the depths of the ocean. The sound waves hit the sea floor, penetrating miles into it, and bounce back to the surface, where they are picked up by hydrophones. The acoustic patterns form a three-dimensional map of where oil and gas most likely lie. The seismic air guns probably produce the loudest noise that humans use regularly underwater, and it is about to become far louder in the Atlantic. As part of the Trump administration's plans to allow offshore drilling for gas and oil exploration, five companies have been given permits to carry out seismic mapping with the air guns all along the Eastern Seaboard, from Central Florida to the Northeast, for the first time in three decades. The surveys haven't started yet in the Atlantic, but now that the ban on offshore drilling has been lifted, companies can be granted access to explore regions along the Gulf of Mexico and the Pacific. And air guns are now the most common method companies use to map the ocean floor.
Some scientists say the noises from air guns, ship sonar and general tanker traffic can cause the gradual or even outright death of sea creatures, from the giants to the tiniest — whales, dolphins, fish, squid, octopuses and even plankton. Other effects include impairing animals' hearing, brain hemorrhaging and the drowning out of communication sounds important for survival, experts say. So great is the growing din in the world's oceans that experts fear it is fundamentally disrupting the marine ecosystem, diminishing populations of some species as the noise levels disturb feeding, reproduction and social behavior. A 2017 study, for example, found that a loud blast, softer than the sound of a seismic air gun, killed nearly two-thirds of the zooplankton in three-quarters of a mile on either side. Tiny organisms at the bottom of the food chain, zooplankton provide a food source for everything from great whales to shrimp. Krill, a tiny crustacean vital to whales and other animals, were especially hard hit, according to one study. -

Everyone has a smartphone these days, therefore everyone should have access to at least one mobile payment service -- Apple Pay, Google Pay, or Samsung Pay. Personally, I've only used Apple Pay a handful of times because the vast majority of stores I visit don't support it. For me, the biggest problem with mobile payment services like Apple Pay and Google Pay isn't the potential security concerns or inconveniences (having to pull my phone out of my pocket or requiring the merchant to pull out an NFC reader while in a drive-thru) -- it's the lack of compatibility. I want to be able to leave my wallet at home and do all of my shopping with my phone, which is not possible due to the lack of support at most retailers. With that said, the support is improving. Today, Apple announced that Apple Pay is now available at 74 of the top 100 U.S. retailers. Quartz reports: Today (Jan. 22), Apple announced that it has also signed up Taco Bell and Target -- two years ago, Target said it had no plans to adopt Apple Pay -- meaning that 74 of the top 100 U.S. retailers by revenue now accept Apple's digital payment. The company added pharmacy chain CVS, along with 7-Eleven, late last year. They joined other major US retailers that include Best Buy, Starbucks, McDonald's, Walgreens, Costco, and Kohl's. Facebook Appears To Be Quietly Building Laser Satellites For Global Communications (ieee.org)
The snow-dusted peak of Mount Wilson in California has been home to many famous observatories. Until 1949, its 100-inch (2.5-meter) Hooker telescope was the largest aperture telescope in the world, and in 2004, its CHARA array became the world's largest optical interferometer. Now, two new observatories are being built there that, while not focused on the stars, might prove equally historic. They could house Facebook's first laser communications systems designed to connect to satellites in orbit. IEEE Spectrum reports: Construction permits issued by the County of Los Angeles show that a small company called PointView Tech is building two detached observatories on the mountain peak. PointView is the company that IEEE Spectrum revealed last year to be a previously unknown subsidiary of Facebook working on an experimental satellite called Athena. In April, PointView sought permission from the U.S. Federal Communications Commission to test whether E-band radio signals could "be used for the provision of fixed and mobile broadband access in unserved and underserved areas."
That application was still pending at the FCC before the current U.S. federal government shutdown took effect, but it and other public documents and presentations now strongly suggest that PointView is planning to utilize laser technology, possibly both in Athena and future spacecraft. Facebook has long been interested in free space optical, or laser, communication technology. Lasers are able to support much higher data rates than radio transmitters for a given input power, and their signals are largely immune to interference or hacking, although clouds can be problematic. Although Facebook developed millimeter-wave E-band links for its stratospheric Aquila drones, it was also experimenting with air-to-ground laser communications before it canceled its drone program last June. The laser tests, which used technology supplied by German company Mynaric, succeeded in establishing 10-gigabit-per-second links between a ground station and a light aircraft flying overhead. -
SpaceX To Shift Starship Work From California To Texas
SpaceX is reportedly shifting its work on prototypes of its next-gen "Starship" launch vehicle from Los Angeles to Texas. The news comes less than a week after the aerospace company announced its plans to lay off 10% of its 6,000-person workforce to tackle its more ambitious projects. An anonymous reader shares the report from Space.com: In a statement, SpaceX said it was now planning to build prototypes of its Starship vehicle, the upper stage of its next-generation reusable launch system, at its site in South Texas originally designed to serve as a launch site. An initial prototype version of that vehicle has been taking shape in recent weeks at the site in advance of 'hopper' tests that could begin in the next one to two months. A shift to South Texas, industry sources said, could be a way to reduce expenses, given the lower cost of living there versus the Los Angeles area. However, that region of Texas has a much smaller workforce, particularly in aerospace, compared to Southern California.

Russia Tries To Force Facebook, Twitter To Relocate Servers To Russia (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The Russian government agency responsible for censorship on the Internet has accused Facebook and Twitter of failing to comply with a law requiring all servers that store personal data to be located in Russia. Roskomnadzor, the Russian censorship agency, "said the social-media networks hadn't submitted any formal and specific plans or submitted an acceptable explanation of when they would meet the country's requirements that all servers used to store Russians' personal data be located in Russia," The Wall Street Journal reported today. Roskomnadzor said it sent letters to Facebook and Twitter on December 17, giving them 30 days to provide "a legally valid response." With the 30 days having passed, the agency said that "Today, Roskomnadzor begins administrative proceedings against both companies." The law went into effect in September 2015, but Russia has had trouble enforcing it. "At the moment, the only tools Russia has to enforce its data rules are fines that typically only come to a few thousand dollars or blocking the offending online services, which is an option fraught with technical difficulties," a Reuters article said today.
According to The Journal, "Facebook and Twitter could be fined for not providing information to the watchdog." -
Shutdown Hits Industries Nationwide (wsj.com)
The partial government shutdown is affecting a wide range of business and financial concerns nationwide. From a report: Shuttered government offices are stalling the approval of new loans, initial public offerings, the processing of tax documents, and the approval of new products such as prescription drugs, among other effects. While some programs are reopening on a temporary basis or providing workarounds for affected companies, most services won't return to normal until the government fully reopens and 800,000 federal workers sift through the backlog.
Here is a round up of the impact: The partial closure of the Securities and Exchange Commission is delaying the ability of companies to open the IPO market. Companies that were seeking to list shares in January are delaying plans since the regulator has stopped reviewing and approving new and pending corporate registration statements. Airlines expect to have sluggish revenue growth in the first quarter in part because of revenue lost from government travel cancellations. Delta Air Lines Inc. Chief Executive Ed Bastian, for instance, said the shutdown would cost his airline $25 million in lost revenue from government travel. The U.S. Food and Drug Administration has dramatically curtailed inspections of domestic facilities at food-processing companies during the shutdown, though unpaid inspectors have resumed work inspecting higher-risk products such as fresh fruits and vegetables, eggs, seafood and dairy products.
At the Internal Revenue Service, the shutdown has created delays in getting some employer identification numbers, holding up some routine business deals. Some small-business loans are also stuck in limbo. The Small Business Administration has stopped approving routine loans that the agency backs to ensure entrepreneurs have access to funds, halting their plans for expansion and repairs and forcing some owners to consider costlier sources of cash. The government process for reviewing proposed mergers has been slowed by the shutdown, but it is still operating. Businesses that have government contracts are feeling the strain across a variety of industries, including the building of highways and bridges. -
Paris Will Make Public Transportation Free for Kids (citylab.com)
In a plan to help families and reduce car usage, anyone under 11 years old will be able to ride metro and buses for free, as will people with disabilities under 20. From a report: Starting in September, Paris is making all public transit free for people under 11, including non-nationals. Preteens aren't the only ones getting a bonus, either. All people with disabilities will get free public transit until the age of 20, while high school students between the ages of 14 and 18 will be entitled to a 50 percent tariff reduction. To make transit access for this group even easier, any 14- to 18-year-olds who buy a travel pass will also get a free bikeshare account as well.
The plans, which apply across the Greater Paris region and cost an estimated $17 million a year, are part of a staggered plan to make things cheaper for people with mobility challenges. Already last spring, the region introduced a (means-tested) scheme by which adults with disabilities and all people over 65 got a free annual travel pass if they were on a low-to-medium income. This new plan to extend cheap or no fares toward younger people should make the public transit system more widely accessible and prove to be a happy cost-saver for families. -
A Poker-Playing Robot Goes To Work for the Pentagon (wired.com)
In 2017, a poker bot called Libratus made headlines when it roundly defeated four top human players at no-limit Texas Hold 'Em. Now, Libratus' technology is being adapted to take on opponents of a different kind -- in service of the US military.
From a report: Libratus -- Latin for balanced -- was created by researchers from Carnegie Mellon University to test ideas for automated decision making based on game theory. Early last year, the professor who led the project, Tuomas Sandholm, founded a startup called Strategy Robot to adapt his lab's game-playing technology for government use, such as in war games and simulations used to explore military strategy and planning. Late in August, public records show, the company received a two-year contract of up to $10 million with the US Army. It is described as "in support of" a Pentagon agency called the Defense Innovation Unit, created in 2015 to woo Silicon Valley and speed US military adoption of new technology.
[...] Sandholm declines to discuss specifics of Strategy Robot's projects, which include at least one other government contract. He says it can tackle simulations that involve making decisions in a simulated physical space, such as where to place military units. The Defense Innovation Unit declined to comment on the project, and the Army did not respond to requests for comment. Libratus' poker technique suggests Strategy Robot might deliver military personnel some surprising recommendations. Pro players who took on the bot found that it flipped unnervingly between tame and hyperaggressive tactics, all the while relentlessly notching up wins as it calculated paths to victory. -
Mark Zuckerberg's Mentor 'Shocked and Disappointed' -- But He Has a Plan (time.com)
Early Facebook investor Roger McNamee published a scathing 3,000-word article adapted from his new book Zucked: Waking Up to the Facebook Catastrophe. Here's just one example of what's left him "shocked and disappointed": Facebook (along with Google and Twitter) has undercut the free press from two directions: it has eroded the economics of journalism and then overwhelmed it with disinformation. On Facebook, information and disinformation look the same; the only difference is that disinformation generates more revenue, so it gets better treatment.... At Facebook's scale -- or Google's -- there is no way to avoid influencing the lives of users and the future of nations. Recent history suggests that the threat to democracy is real. The efforts to date by Facebook, Google and Twitter to protect future elections may be sincere, but there is no reason to think they will do anything more than start a game of whack-a-mole with those who choose to interfere. Only fundamental changes to business models can reduce the risk to democracy.
Google and Facebook "are artificially profitable because they do not pay for the damage they cause," McNamee argues, adding that some medical researchers "have raised alarms noting that we have allowed unsupervised psychological experiments on millions of people."
But what's unique is he's offering specific suggestions to fix it.- "I want to set limits on the markets in which monopoly-class players like Facebook, Google and Amazon can operate. The economy would benefit from breaking them up. A first step would be to prevent acquisitions, as well as cross subsidies and data sharing among products within each platform."
- "Another important regulatory opportunity is data portability, such that users can move everything of value from one platform to another. This would help enable startups to overcome an otherwise insurmountable barrier to adoption."

Venezuela's Government Blocks Access To Wikipedia (haaretz.com)
Haaretz (with contributions from Reuters and the Associated Press) reports: According to NetBlocks, a digital rights group that tracks restrictions to the internet, as of 12 January, Venezuela largest telecommunications provider CANTV has prevented access to Wikipedia in all languages. The internet observatory told Haaretz the ban was discovered by attempting "to access Wikipedia and other services 60,000 times from 150 different points in the country using multiple providers."
Roughly 16 million people have access to the internet in the South American country ravaged by poverty and now facing a political crisis as leader Nicolas Maduro attempts to cling to power following a highly contested re-election last year. Wikipedia receives on average 60 million views from the country every month.
According to NetBlocks, the ban was likely imposed after a Wikipedia article listed newly-appointed National Assembly president Juan Guaidà as âoepresident number 51 of the Bolivarian Republic of Venezuela,â ousting Maduro from his presidential status on Wikipedia... Alp Toker, the head of NetBlocks, explained to Haaretz that the block followed a string of controversial edits on the Spanish-language article for Guaido as well as other related articles.
Long-time Slashdot reader williamyf identifies himself as "a Venezuelan in Venezuela." He reports that "The method used seems to be to intercept the SSL handshake and not a simple DNS block," adding "the situation is developing."
In May of last year the government declared a "state of emergency" that authorized the government to police the internet and filter content, rights activists reported Monday. They added that now Venezuela's new leaders plan to introduce legislation requiring messaging service providers to censor content, and implementing other so-called "content security" measures. -
Google Faces Renewed Protests and Criticism Over China Search Project (theintercept.com)
On Friday, a coalition of Chinese, Tibetan, Uighur, and human rights groups organized demonstrations outside Google's offices in the U.S., U.K., Canada, India, Mexico, Chile, Argentina, Sweden, Switzerland, and Denmark, protesting the company's plan to launch a censored version of its search engine in China. The Intercept reports: Google designed the Chinese search engine, code-named Dragonfly, to blacklist information about human rights, democracy, religion, and peaceful protest, in accordance with strict rules on censorship in China that are enforced by the country's authoritarian Communist Party government. In December, The Intercept revealed that an internal dispute had forced Google to shut down a data analysis system that it was using to develop the search engine. This had "effectively ended" the project, sources said, because the company's engineers no longer had the tools they needed to build it.
But Google bosses have not publicly stated that they will cease development of Dragonfly. And the company's CEO Sundar Pichai has refused to rule out potentially launching the search engine some time in the future, though he has insisted that there are no current plans to do so. The organizers of Friday's protests -- which were timed to coincide with Internet Freedom Day -- said that they would continue to demonstrate "until Google executives confirm that Project Dragonfly has been canceled, once and for all." Google "should be connecting the world through the sharing of information, not facilitating human rights abuses by a repressive government determined to crush all forms of peaceful online dissent," said Gloria Montgomery, director at Tibet Society UK. "Google's directors must urgently take heed of calls from employees and tens of thousands of global citizens demanding that they immediately halt project Dragonfly. If they don't, Google risks irreversible damage to its reputation."
