Amazon Promised Drone Delivery In Five Years Five Years Ago (apnews.com)
On December 1, 2013, Amazon announced its plans to deliver packages by drone in just "four or five years" on a 60 Minutes episode with then-host Charlie Rose. As The Associated Press reports, it's officially been five years and drone deliveries seem to be nowhere in sight. "Bezos made billions of dollars by transforming the retail sector," reports The Associated Press. "But overcoming the regulatory hurdles and safety issues posed by drones appears to be a challenge even for the world's wealthiest man." From the report: The day may not be far off when drones will carry medicine to people in rural or remote areas, but the marketing hype around instant delivery of consumer goods looks more and more like just that -- hype. Drones have a short battery life, and privacy concerns can be a hindrance, too. Amazon says it is still pushing ahead with plans to use drones for quick deliveries, though the company is staying away from fixed timelines. "We are committed to making our goal of delivering packages by drones in 30 minutes or less a reality," says Amazon spokeswoman Kristen Kish. The Seattle-based online retail giant says it has drone development centers in the United States, Austria, France, Israel and the United Kingdom.

The Secret Service Wants To Test Facial Recognition Around the White House (theverge.com)
The Secret Service is planning to test facial recognition surveillance around the White House, "with the goal of identifying 'subjects of interest' who might pose a threat to the president," reports The Verge. The document with the plans was published by the American Civil Liberties Union, describing "a test that would compare closed circuit video footage of public White House spaces against a database of images -- in this case, featuring employees who volunteered to be tracked." From the report: The test was scheduled to begin on November 19th and to end on August 30th, 2019. While it's running, film footage with a facial match will be saved, then confirmed by human evaluators and eventually deleted. The document acknowledges that running facial recognition technology on unaware visitors could be invasive, but it notes that the White House complex is already a "highly monitored area" and people can choose to avoid visiting. We don't know whether the test is actually in operation, however. "For operational security purposes we do not comment on the means and methods of how we conduct our protective operations," a spokesperson told The Verge.
The ACLU says that the current test seems appropriately narrow, but that it "crosses an important line by opening the door to the mass, suspicionless scrutiny of Americans on public sidewalks" -- like the road outside the White House. (The program's technology is supposed to analyze faces up to 20 yards from the camera.) "Face recognition is one of the most dangerous biometrics from a privacy standpoint because it can so easily be expanded and abused -- including by being deployed on a mass scale without people's knowledge or permission." -
Hulu, AT&T To Test 'Pause Ads' In 2019, Automatically Playing Commercials When You Hit Pause (macrumors.com)
An anonymous reader quotes a report from MacRumors: Streaming TV services offered by companies like Hulu and AT&T are testing the waters for a new type of advertising called "pause ads." The idea behind pause ads is that instead of facing forced commercial breaks at specified interludes, users would be more accepting of ads that play when they choose to pause a show for a bit while they do something else. Hulu says it plans to launch pause ads in 2019, but not much else was given in the way of details regarding which of its numerous streaming plans will include the new type of commercial. The plan likely to see pause ads is Hulu With Limited Commercials, which interjects a few ads throughout a show's runtime, similar to live TV, but again this hasn't been confirmed.
AT&T cited similar interest in pause ads, stating that it also plans to launch technology in 2019 that plays a video when a user pauses a TV show. For both companies, it's unclear exactly how long these ads will run for, and if you'll be able to immediately cancel them out by simply hitting the play button and resuming your TV show. According to Hulu vice president and head of advertising platforms Jeremy Helfand, pause ads will not be home to longform advertisements, but will instead focus on commercials where advertisers "have seconds" to deliver a message effectively. Over the next three years, Hulu expects "more than half" of its advertising revenue to come from these so-called non-disruptive experiences. -
China Set To Launch First-Ever Spacecraft to the Far Side of the Moon, Will Attempt To Grow Plant There (scientificamerican.com)
AmiMoJo writes: Later this week, China plans to launch its Chang'e-4 spacecraft to the far side of the lunar surface. The aim is to land a rover on the dark side of the moon for the first time. Blocked from direct communication with the Earth, the lander and rover will depend on China's Queqiao communication satellite launched in May. If the landing is successful, the mission's main job will be to investigate this side of the lunar surface, which is peppered with many small craters. The lander will also conduct the first radio astronomy experiments from the far side of the Moon -- and the first investigations to see whether plants will grow in the low-gravity lunar environment.
The ultimate goal of the China National Space Administration (CNSA) is to create a Moon base for future human exploration there, although it has not announced when that might happen. Chang'e-4 will be the country's second craft to 'soft' land on the lunar surface, following Chang'e-3's touchdown in 2013. -
Fortnite Dev Launches Epic Games Store That Takes Just 12% of Revenue (venturebeat.com)
The 30/70 revenue-sharing split that turned into something of an industry standard is on the ropes. From a report: Epic Games, the developer responsible for the Fortnite phenomenon, is launching its own game store. And like with its asset store for developers, Epic is planning to take a 12-percent cut of revenues. This will leave 88 percent for the people who actually make the games. "As a developer ourselves, we have always wanted a platform with great economics that connects us directly with our players," Sweeney explained in a statement. "Thanks to the success of Fortnite, we now have this and are ready to share it with other developers."

Madrid's Ban On Polluting Vehicles Cuts Traffic By Nearly 32 Percent In Some Areas (theverge.com)
An anonymous reader quotes a report from The Verge: Last Friday, Madrid's tough new vehicle emissions controls went into effect, resulting in a drop in traffic by nearly 32 percent in some parts of the city, reports El Pais. The new rules impose strict restrictions on which vehicles can enter an area of just under two square miles in the city's downtown. The plan, known as Madrid Central, is an attempt to lower the city's nitrogen dioxide levels, which have exceeded European limits since 2010 and are thought to cause around 3,000 premature deaths per year, according to one study.
The exact drop in traffic varied between different areas in the zone. One area, San Bernardo, saw a modest reduction of just over 5 percent, while Gran Via saw the highest reduction of 31.8 percent. Although Reuters reports that traffic continues to be heavy around the perimeter of the zone, El Pais claims that even there, traffic levels were down by between 1 and 2 percent. The lack of congestion also had benefits for public transport, with bus speeds on one highway increasing by 14 percent. "Petrol and diesel cars registered before 2000 and 2006, respectively, will be restricted, while hybrid vehicles will be allowed to enter the area and park for a maximum of two hours," reports The Verge. "However, residents living in the controlled areas will not be affected by the ban. Petrol and diesel taxis will continued to be allowed in the area until 2022. Electric cars, which produce no emissions, driven by non-residents will also be allowed to freely enter the area." -
AT&T Will Keep Your Money If You Cancel TV Or Internet In Middle of Billing Cycle (gizmodo.com)
An anonymous reader quotes a report from Gizmodo: The telecom giant has announced the end of its prorated credits for some subscribers who cancel a service in the middle of a billing period. AT&T bills service for DirecTV, U-verse TV, AT&T Phone, AT&T Internet, and Fixed Wireless Internet in advance. It previously offered the option to receive a credit for any unused days in a month when a subscriber canceled before the next billing period, but it will now force many customers to ride out the month with nothing in return. The change goes into effect on January 14, 2019, in most states, so if you're considering a change, it's time to plan ahead. If you're even one day into your billing month, you'll presumably have to pay for the full period, according to the company's new policy. You get to keep the service you don't want for that period of time, but, of course, you're canceling because you don't want it. The change will not apply to customers in California, Illinois, New York and, in some instances, Michigan.

White House economic adviser Larry Kudlow said on Monday that the United States wants to end subsidies for electric cars and other items including renewable energy sources. "Asked about actions planned after General Motors announced U.S. plant closings and layoffs last week, Kudlow said he expected subsidies for buying electric cars will end in 2020 or 2021," reports Reuters. "Kudlow said the Trump administration will end other subsidies, including on 'renewables.'"

Apple Will Wait Until at Least 2020 To Release a 5G iPhone: Report (bloomberg.com)
Apple plans to hold off until at least 2020 before offering an iPhone that can connect to the next generation of high-speed phone services coming next year, Bloomberg reported Monday. From the report: The delay may make it easier for rivals like Samsung Electronics to win over consumers to phones that connect to 5G networks, which will provide a leap forward in mobile data speeds when they are introduced in 2019. As with 3G and 4G, the two previous generations of mobile technology, Apple will wait as long as a year after the initial deployment of the new networks before its main product gets the capability to access them, said the people, who asked not to be identified discussing the company's plans.
Apple's previous calculations -- proven correct -- were that the new networks and the first versions of rival smartphones would come with problems such as spotty coverage, making consumers less compelled to immediately make the jump. This time, 5G boosters argue the switch is a much bigger speed upgrade, making Apple's decision to wait riskier. The networks will open the floodgates to new types of mobile computing, 5G advocates say. -

Online giant tries to overcome challenges caused by retail spaces with higher ceilings, more products. From a report: Amazon.com is testing its cashierless checkout technology for bigger stores [alternative source] , according to people familiar with the matter. If successful, the strategy would further challenge brick-and-mortar retailers racing to make their businesses more convenient. The online retail giant is experimenting with the technology in Seattle in a larger space formatted like a big store, the people said. The systems track what shoppers pick from shelves and charges them automatically when they leave a store.
Although the technology functions well in its current small-store format, it is harder to use it in bigger spaces with higher ceilings and more products, one of the people said, meaning it could take time to roll out the systems at more larger stores. It is unclear whether Amazon intends to use the technology for Whole Foods, although that is the most likely application if executives can make it work, according to the people. Amazon has previously said it has no plans to add the technology to Whole Foods. -

Over the last year or so, the company has disclosed a few morsels of information and made some high-profile hires, in its bid to build-up and flesh-out its latest discrete GPU plans. This week, Intel decided to have a sit down with HotHardware, offering the opportunity to chat with Ari Rauch, Vice President of the Core And Visual Computing Group at Intel, to discuss what makes this most recent endeavor different from the company's previous and now discontinued attempts in the discrete GPU space. As a follow up, HotHardware also enlisted readership questions to engage with Intel about its upcoming GPU plans, compiling responses in a Q&A format.
In short, this isn't Larabee 2.0, not by a long shot. Intel is gearing up for a traditional GPU architecture design, coupled with some of the company's own strategic IP that it can bring to the table, to help differentiate its products. Further, Rauch noted Intel "will bring discrete GPUs to both client and data center segments aiming at delivering the best quality and experiences across the board including gaming, content creation, and enterprise. These products will see first availability over a period of time, beginning in 2020."
When questioned on their current silicon fabrication hiccups and delays and how it might affect Intel's ability to execute in this highly competitive space, Rauch noted, "we feel very confident about our product roadmap across software, architecture, and manufacturing." Based on some of the responses to product positioning questions, it also appears Intel is gearing up to address all performance envelopes as well, from entry-level to midrange and high-end graphics cards. -

U.S. President Donald Trump and Chinese President Xi Jinping agreed Saturday to keep their trade war from escalating with a promise to temporarily halt the imposition of new tariffs [the link may be paywalled; alternative source], as the world's two largest economies negotiate a lasting agreement. China also agreed to further market opening, its foreign minister said. In a statement, White House said the U.S. had agreed not to increase tariffs on Chinese goods to 25% on Jan. 1. From a report: The truce between the U.S. and China emerged after a highly anticipated dinner Saturday between Trump and Xi on the sidelines of the Group of 20 summit in Argentina. The leaders agreed to stop the introduction of new tariffs and intensify their trade talks, Chinese Foreign Minister Wang Yi told reporters hours later in Buenos Aires. The White House called the meeting "highly successful," saying the U.S. will leave existing tariffs on $200 billion of Chinese goods at 10 percent and refrain from raising that rate to 25 percent as planned on Jan. 1. In exchange, the U.S. wants an immediate start to talks on Trump's biggest complaints about Chinese trade practices: intellectual property theft, non-tariff barriers and cyber theft. After 90 days, if there's no progress on structural reform, the U.S. will raise those tariffs to 25 percent, White House Press Secretary Sarah Huckabee Sanders said in a statement. China also agreed to boost its purchases of agricultural and industrial goods to reduce its trade imbalance with the U.S., she said.

A Sleeping Driver's Tesla Led Police On A 7-Minute Chase (sfchronicle.com)
"When a pair of California Highway Patrol officers pulled alongside a car cruising down Highway 101 in Redwood City before dawn Friday, they reported a shocking sight: a man fast asleep behind the wheel," reports the San Francisco Chronicle: The car was a Tesla, the man was a Los Altos planning commissioner, and the ensuing freeway stop turned into a complex, seven-minute operation in which the officers had to outsmart the vehicle's autopilot system because the driver was unresponsive, according to the CHP...
Officers observed Samek's gray Tesla Model S around 3:30 a.m. as it sped south at 70 mph on Highway 101 near Whipple Avenue, said Art Montiel, a CHP spokesman. When officers pulled up next to the car, they allegedly saw Samek asleep, but the car was moving straight, leading them to believe it was in autopilot mode. The officers slowed the car down after running a traffic break, with an officer behind Samek turning on emergency lights before driving across all lanes of the highway, in an S-shaped path, to slow traffic down behind the Tesla, Montiel said. He said another officer drove a patrol car directly in front of Samek before gradually slowing down, prompting the Tesla to slow down as well and eventually come to a stop in the middle of the highway, north of the Embarcadero exit in Palo Alto -- about 7 miles from where the stop was initiated.
Tesla declined to comment on the incident, but John Simpson, privacy/technology project director for Consumer Watchdog, calls this proof that Tesla has wrongly convinced drivers their cars' "autopilot" function really could perform fully autonomous driving...
"They've really unconscionably led people to believe, I think, that the car is far more capable of self-driving than actually is the case. That's a huge problem." -
Is Linux Taking Over The World? (networkworld.com)
"2019 just might be the Year of Linux -- the year in which Linux is fully recognized as the powerhouse it has become," writes Network World's "Unix dweeb." The fact is that most people today are using Linux without ever knowing it -- whether on their phones, online when using Google, Facebook, Twitter, GPS devices, and maybe even in their cars, or when using cloud storage for personal or business use. While the presence of Linux on all of these systems may go largely unnoticed by consumers, the role that Linux plays in this market is a sign of how critical it has become. Most IoT and embedded devices -- those small, limited functionality devices that require good security and a small footprint and fill so many niches in our technology-driven lives -- run some variety of Linux, and this isn't likely to change. Instead, we'll just be seeing more devices and a continued reliance on open source to drive them.
According to the Cloud Industry Forum, for the first time, businesses are spending more on cloud than on internal infrastructure. The cloud is taking over the role that data centers used to play, and it's largely Linux that's making the transition so advantageous. Even on Microsoft's Azure, the most popular operating system is Linux. In its first Voice of the Enterprise survey, 451 Research predicted that 60 percent of nearly 1,000 IT leaders surveyed plan to run the majority of their IT off premises by 2019. That equates to a lot of IT efforts relying on Linux. Gartner states that 80 percent of internally developed software is now either cloud-enabled or cloud-native.
The article also cites Linux's use in AI, data lakes, and in the Sierra supercomputer that monitors America's nuclear stockpile, concluding that "In its domination of IoT, cloud technology, supercomputing and AI, Linux is heading into 2019 with a lot of momentum."

RISC-V and Linux Foundations Partner to Promote Open Source CPU (techrepublic.com)
"The Linux Foundation and RISC-V Foundation announced yesterday a joint collaboration project to promote open source development and commercial adoption of the RISC-V instruction set architecture (ISA)," reports TechRepublic: Though some devices that integrate RISC-V will use real-time operating systems rather than Linux, the use of Linux in development will be instrumental as existing tools are being extended to support the RISC-V ISA when developing software on traditional computers. "This joint collaboration with the Linux Foundation will enable the RISC-V Foundation to offer more robust support and educational tools for the active RISC-V community, and enable operating systems, hardware implementations and development tools to scale faster," said Rick O'Connor, executive director of the RISC-V Foundation, in a press release.
In many ways, RISC-V is a hardware equivalent to the open source principles that guide the Linux project, as the ISA is open source, is not subject to patent encumbrances, and is available under the BSD license. [L]icensing fees for Arm or MIPS ISAs -- both of which are fundamentally RISC in principle -- can be avoided by using RISC-V.... As alternatives like Alpha, SuperH, MIPS, and even Intel's own Itanium processors have fallen by the wayside, organizations using those ISAs in their products have had difficult adjustment periods transitioning away, while patent encumbrances largely prevent third parties from continuing development or providing drop-in replacements for those technologies. RISC-V's open nature prevents these issues, as it is possible for any organization to extend or customize their own implementation, and any organization can produce their own RISC-V processors.
Manufacturers like how RISC-V CPUs aren't restricted to a single manufacturer, according to the article, which points out that NVIDIA and Western Digital have both announced plans to use RISC-V in some upcoming products.
RISC-V is also "gaining popularity in Internet of Things, low-power, and embedded applications," and Western Digital even plans to ultimately transition its annual consumption of processors -- one billion cores per yer -- to RISC-V. -
More Than 40 Percent of World Coal Plants Are Unprofitable, Says Report (reuters.com)
An anonymous reader quotes a report from Reuters: More than 40 percent of the world's coal plants are operating at a loss due to high fuel costs and that proportion could to rise to nearly 75 percent by 2040, a report by environmental think-tank Carbon Tracker showed on Friday. London-based Carbon Tracker analyzed the profitability of 6,685 coal plants around the world, representing 95 percent of operating capacity and 90 percent of capacity under construction. It found that 42 percent of global coal capacity is already unprofitable. From 2019 onwards, it expects falling renewable energy costs, air pollution regulations and carbon pricing to result in further cost pressures and make around 72 percent of the fleet cashflow negative by 2040. In addition, by 2030, new wind and solar will be cheaper than continuing to operate 96 percent of today's existing and planned coal plants, the report said.

Automakers Give the Chinese Government Access To Location Data of Electric Cars (theverge.com)
According to a new report from The Associated Press, a number of China's government officials and entities have had access to the location data of "new energy vehicles" from many different manufacturers. "More than 200 manufacturers (both national and foreign) transmit the data to 'government-backed monitoring centers,' according to the report, including one called 'The Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center' and another known as the 'National Big Data Alliance of New Energy Vehicles,'" reports The Verge. From the report: Chinese officials told the AP that this data -- which includes the real-time location of cars, plus "dozens of other data points" -- is collected to "improve public safety" and "facilitate industrial development and infrastructure planning." The officials say the data is also used to "prevent fraud" in the government's subsidy program for new energy vehicles, which offers steep discounts on clean cars. The monitoring systems have been in place since the beginning of 2017, according to a report by the International Council on Clean Transportation from last year. Staffers at the data monitoring centers are able to look at a map, click on a car, and see things like make and model, mileage, and battery charge, according to the AP report.

Airbnb Will Start Designing Houses In 2019 (fastcompany.com)
Airbnb is reportedly planning to distribute prototype buildings next year. Yesterday, Samara, a futures division of Airbnb meant to develop new products and services for the company, announced a new initiative called Backyard. The initiative is described in a press release as "an endeavor to design and prototype new ways of building and sharing homes," with the first wave of test units going public in 2019. Fast Company reports: The name "Backyard" might imply that Airbnb just wants to build Accessory Dwelling Units (ADUs), those small cottages that sit behind large suburban houses and are often rented on Airbnb. [Airbnb chief product officer and cofounder Joe Gebbia] clarifies that is not the case. "The project was born in a studio near Airbnb headquarters," he says in an interview over email. "We always felt as if we were in Airbnb's backyard -- physically and conceptually -- and started referring to the project as such."
Backyard is poised to be much larger than ADUs, in Gebbia's telling. Yes, small prefabricated dwellings could be in the roadmap, but so are green building materials, standalone houses, and multi-unit complexes. Think of Backyard as both a producer and a marketplace for selling major aspects of the home, in any shape it might come in. "Backyard investigates how buildings could utilize sophisticated manufacturing techniques, smart-home technologies, and gains vast insight from the Airbnb community to thoughtfully respond to changing owner or occupant needs over time," Gebbia says. "Backyard isn't a house, it's an initiative to rethink the home. Homes are complex, and we're taking a broad approach -- not just designing one thing, but a system that can do many things." -
NYC Politician Wants To Ban Cashless Restaurants (eater.com)
If New York City Council Member Ritchie J. Torres has his way, the growing trend of cashless restaurants -- establishments that accept payment only in plastic and digital forms -- will be snuffed out. From a report: Torres plans to introduce legislation before his fellow city council members that, if passed, would levy fines on any local businesses that refused to accept paper currency. "I started coming across coffee shops and cafes that were exclusively cashless and I thought: But what if I was a low-income New Yorker who has no access to a card?" he says in a Q&A with Grub Street. "I thought about it more and realized that even if a policy seems neutral in theory, it can be racially exclusionary in practice. Therein lies the problem with card-only policies. I see it as a way to gentrify the marketplace."
Torres believes the cashless business model is inherently classist and racist, as it excludes anyone who might not be able to afford smartphones loaded with digital currency such as Apple Pay or qualify for credit cards, let alone the roughly 22 million Americans who do not have bank accounts. "If you're intent on a cashless business model, it will have the effect of excluding lower-income communities of color from what should be an open and free market," he tells Grub Street. In 2009 Wall Street Journal story, Tony Zazula, co-owner of now-shuttered Commerce in New York City, explained, pretty much, yes, that's right. -
In China, Your Car Could Be Talking To the Government (apnews.com)
schwit1 shares a report: More than 200 manufacturers, including Tesla, Volkswagen, BMW, Daimler, Ford, General Motors, Nissan, Mitsubishi and U.S.-listed electric vehicle start-up NIO, transmit position information and dozens of other data points to government-backed monitoring centers, The Associated Press has found. Generally, it happens without car owners' knowledge. The automakers say they are merely complying with local laws, which apply only to alternative energy vehicles. Chinese officials say the data is used for analytics to improve public safety, facilitate industrial development and infrastructure planning, and to prevent fraud in subsidy programs.
But other countries that are major markets for electronic vehicles -- the United States, Japan, across Europe -- do not collect this kind of real-time data. And critics say the information collected in China is beyond what is needed to meet the country's stated goals. It could be used not only to undermine foreign carmakers' competitive position, but also for surveillance -- particularly in China, where there are few protections on personal privacy. Under the leadership of Xi Jinping, China has unleashed a war on dissent, marshalling big data and artificial intelligence to create a more perfect kind of policing, capable of predicting and eliminating perceived threats to the stability of the ruling Communist Party.
