Philly Answers Youth Flash Mobs With Curfew Enforcement
Not that it's the first city to enforce a youth curfew, and not that kids on a crime-spree is the only variety of moral panic offered as a rationale, but Philadelphia is cracking down through increased enforcement of a youth curfew law after children and teenagers attacked two people in the Center City district — attacks which, according to police, were coordinated via text messaging.
And in this case, it wasn't really a flash mob at all, it was just a gang of hoodlums.
This story doesn't seem relevant to this site at all to me.
"There is no excuse for young people to be able to participate in coordinated, violent behavior if parents are doing their job. It is your responsibility, not the government's, to watch your kids."
There is no excuse for Philly police to be unable to catch coordinated, violent criminals, no matter what size the criminals are.
What if the parents are responsible and little Johnny has shown enough maturity to stay out late without a helicopter mom hovering nearby?
In the land of the free, I guess it's a crime to be out after 10 PM.
The last two attacks were not organized online AND occurred BEFORE the proposed curfew times.
These wildings have also happening on and around the market and broad lines just after school dismission times.
And it has been happening with 10-11-year-olds and supposedly good graduates of the school system, not just some crack kids.
Shows how all the wonder of the center city revitalization can evaporate in a puff of smoke like the wildings of the 70's in NYC and other places can turn your nice condo and restaurant scene to shit real fast.
Nutter doesn't have a chance to solve this, but I bet that sadly most people will call for more street cameras and more stop-and-frisk.

There are law enforcement issues issues with 'flash mobs', specifically, they work very well as a pre-scheduled distraction for the police, and can even be used for help with escape.
At some point, I suspect that will happen, that some bank robber wearing a clown outfit will actually escape into a flash mob of clowns, and everyone participating in the flash mob will be charged as an 'attractive nuisance', which is legal speak for 'behaving so stupidly that you make the job of criminals easier', and this whole 'flash mob' thing will die out, or at least the anonymous ones.
However, thugs that know each other, coordinating an attack via text messages, is not a 'flash mob'.

See folks, as our economy declines into a Third World one - no thanks to the Republicans and the TEA Party - we're going to see more civil unrest. Of course, the rich and powerful are scared shitless of this and they're going to have more and more of these rules put into place until we have a police state. I agree with you except for the part where you don't perceive the Democrats as also being a coequal part of the problem.
The damage they do could not be done without you. Just like the damage the Republicans do couldn't be done without their own apologists.
It's time to recognize that they are two branches of a single party, the purpose of which is to monopolize political power and lock out all competitors who are not vetted by one of the two branches. Of course, the idea that liberals are using the thug police to oppress African-Americans is bound to cause some cognitive dissonance, but it's nothing that reading some Marx won't cure.

It's not the Tea Party's fault, it's the deteriorating economies fault ... the Tea Party just isn't very helpful in that regard (although ultimately it's the oil dependency and lack of commitment in fixing it which is the true problem). As wealth inequality increases while median income decreases the only way to preserve peace and order will have to be to increase policing.

As a Philadelphian, I can vouch that a flash mob in Philly is not the same thing as a flash mob that you see on AT&T advertising campaigns. While a flash mob may make you think of a bunch of people dancing in unison to some obscure pop culture reference in a large public area, a Philadelphia flash mob is a band of nearly feral minority teenagers whose parent wants to get their drink on and expels them for the night from their section 8 houses in North Philadelphia. They then flood down in droves to the Center City business district and Old City/South Street area, where they attack people at random.
I am sorry if that comes off as bitter and slightly racist. I was involved in one of these on South Street a few months ago...the fear you feel is absolutely indescribable when you realize that kids as young as 10 were raised in a way where they feel assaulting and robbing people at random is an acceptable Saturday night activity.
They should be banning private ownership of cellphones, which are obviously highly effective as terrorist weapons.

Democracy can only work if people are free to discuss the issues that are affecting them.
Such discussions need to include all the facts. Political correctness censors all facts that expose that the ideologies that the government is trying to impose upon everyone is incompatible with reality. An interesting conflict of their stance comes out of their trying to suppress reality. They claim that the world is becoming over populated. They then only ever say the solution is for us to stop breeding. They never say to cut off immigration from nations which are irresponsible with their own breeding rate. In one speech they will say we need more immigration because our birth rate is too low. In another speech they will say that we have too many people, stop breeding, stop being so irresponsible.
If only those who are responsible and moral enough to decrease their fertility rate do so, then only people who cannot help themselves will be populating the earth. The will to control oneself for the good of the environment will be bred out of existence.
Such destructive results, such conflicts of paradigm, will always occur when you fight reality and truth in order to promote your ideology.

We can talk about rights all we want, but the fact here is that what we're experiencing here is the criminal element stripping our rights away. Being unable to safely walk somewhere late at night constitutes a loss of freedom. The problem is that Americans are so used to this sort of garbage that they don't even see the problem. But I lived overseas where I could walk the streets at 3am without a care in the world. It wasn't that crime was non-existent but it didn't factor into normal routine. Sketchy neighborhoods were rare.
But the problem here is that American law enforcement is reactive, not proactive. The approach taken to crime is similar to how oppressive regimes keep sectarian conflict in check: oppression. I don't mean that Americans practice anything nearly that severe. What I mean is that they address problems with aggressive tactics; increased police presence, more arrests, etc. That only addresses the symptoms and once they're gone the problems return. And making matters worse is that this approach dehumanizes police offices, it turns them into this faceless force. They don't interact nearly enough with communities. They should patrol on foot, not in police cars.
However, the real problem are parents. Too many parents have abrogated their responsibilities. They don't care what their kids are doing, because if they did that kid wouldn't be out on the streets in the middle of the night. So, the responsibility ends up being foisted on the government. And what the government decides isn't always in the best interests of the citizens, especially when they're looking for quick results. Those quick results are effective over the current election cycle, but they never address the long term problems.
But the fact is the United States is suffering from serious cultural issues that perpetuates things like crime. Those need to be addressed properly, but honestly, I don't know see who could disagree with the benefits of enjoying safer streets, less vandalism, etc. But I suppose it's the tendency for Americans to want to stick it to the man, to the point of being irrational about it.
So, on one hand you want to be free, complain about the curfew as well as police having ability to enforce it.
On the other hand, you want police to take care of child criminals, absolving parents from responsibility.

Regardless of whether it would be effective at stopping crime, curfews are routinely struck down as unconstitutional. All this will do is cost the city of Philadelphia money in legal fees when it is inevitably challenged in court and struck down.
Local politicians rarely learn though.

Most American cities have curfew laws, though it's hard for me to even remotely agree with having them. I fail to see how enforcing curfew laws will curtail mobs. What the mobs are doing is against the law and they don't care about that. What are the odds they're going to care about curfew? And since the entire underlying problem seems to be that police can't keep up with these insta-mobs, how are they going to keep up with these insta-curfew-violating-mobs?
And while we're at it - so what? The job of the police isn't to protect you from crime. It's to clean up afterward and MAYBE find the guilty party.
Except that those are two different scenarios. On one hand, they don't want police enforcing a curfew. On the other hand, they want police to take care of the few people that actually commit crimes. The latter has little to do with the former.

Could you please back these statements up with some facts? The truth is that our cities are not in general more dangerous than they were before, nor was there some kind of golden age when everyone was safer than we were now. Certainly I can point to times when things were much much worse.
While there are always hotspots of crime and danger, and you can always point at anecdotes of problems, I don't think you can support your assertions, and extraordinary claims require extraordinary proof.

We need leadership and great dreams.
We need to build the country back to it's greatness, not as a military power, nor as some corporate imperialist pawn, but as a strong vibrant nation with brilliant ideas, the highest of quality of workmanship, topped with our amazing style and innovation. Face it, nobody wants to see us turn into slobs, and that is what the nation has collectively done. It reflects from sea to shining sea.
We need a medical system that is cost effective. We need a safety net system that bounces people back up, not entangle them in a pathetic dependent existence. We need fair trade, because free trade isn't free, it costs us. Why should we allow countries to sell to us, but not us to them? Why should we let other countries undercut our labor and force our people out of jobs? Why should we let unions go overboard with their mission and make it hard for companies to make a profit, and still have issues with a fair wage for all employees? Labor is an issue that should be resolved intelligently for the best interest of both parties, after all the two depend on each other.
Lets stop ignoring science while we are at it. There are some obvious issues the world needs to deal with and we need to lead the way yet again with good ideas first, and not just throw tax payer dollars at it.

It bugs me the way older generations seem to expect young people to stay at home all day, and then think it strange when the go out and do these sort of things. This is a time when people are trying to make a name for themselves and decide who whey will become, people who want to be spineless, worthless stackers will sit at home and watch TV, but there are a lot of people who want more than that for themselves, and when this is the only real option they have, it's what they turn to.
You're wrong about one thing. It isn't their fault people have been giving them shit for free their whole lives. And when someone gets something for free, they naturally learn to expect it. Their expectations are completely rational and warranted as a result. The social programs are at fault, and the recipients of the social services are as much victims of system as anybody. We never should have expected a different result form the individuals involved.
The problem with that idea is this: sooner or later we are gonna have to accept we are playing IQ musical chairs and with each turn of the music there are more losers than winners. Right now at this very minute, is there ANY job in the fast food industry that couldn't easily be done by automated assembly lines, and do so better, cleaner, more accurately, and cheaper to boot? Of course not but the only reason those millions of workers aren't on the street right now is it is "make work" where the government subsidies the pathetic wages with assistance.
With each stage of our technological evolution we have created NEW jobs to replace the old, but that simply isn't happening any more. Then you add the illegals working for peanuts taking the few unskilled jobs we had left? You have a recipe for disaster. We are either gonna have to accept this and either pay workers not to work, just as we pay farmers not to grow, we are going to have to create "make work" jobs that pay a living wage, or you are gonna have massive riots and looting when those that simply don't have the ability to become doctors or engineers find they simply have no way to feed themselves.
You can say we need to "innovate" or that everyone needs "More education" (which I personally believe will be the next bubble to burst, we have saddled huge numbers of poor youth with student loans they will simply never pay back, ruining their credit and further holding them down) but you can't escape the truth, which is a factory that once took thousands of workers can be run completely by a couple of low wage drones watching the screens and pushing buttons. Unless we have a plague or massive WWII style mass killing we simply have too many strong backs when all that is needed is a handful of big brains.
There is a good reason why Roddenberry didn't have them waving money around on Star Trek, because when technology goes beyond a certain level working for pay simply doesn't make sense. I think we have already reached that point for large sections of the poor, and more will be added to their ranks daily. Half of my neighbors have been evicted in the past months, simply because they can't find work and their benefits ran out. The lucky ones are sleeping on someone's couch, the unlucky are sleeping in their cars in 100f+ heat. What do we do with these people?

I live in a neighborhood that's going through that kind of thing & I am also in process evicting some blacks from properties I own for being late on payments and destroying my property piece by piece, as well as trespassing & attempted robberies of my neighbors' homes too in this particular property.
They called me a "cracker m'f'er" when I told them to move their things from that home's basement (not in rental agreement, was just a nicety I offered), & EVEN threatened me while I was on the phone with "911" saying:
"I am going to f up your shit" and "I am going to f you up"
(How STUPID can you be? This occurred while I am on the phone with 911 & this is being recorded by the police while it happened... I could not believe it! My neighbors to that property also heard & witnessed to the same thing, calling 911 as well. Nothing was done because it's a "civil matter").
Then, they destroyed a garden of mine in "retaliation" (to which I followed my attorney's instructions to the letter, called the police & filed a report for felony criminal mischief). This was expected by my attorney in fact, I did not think it would happen. It did. He has experience here. He has the report filed & is filing/pressing criminal mischief felony charges.
They took off for days now, & have not been back in fact.
(I.E.-> Once they were spotted wrecking my gardens, they yanked their air conditioners & ran it seems thusfar!)
The city marshall came by today and posted the eviction notices on the property, etc./ et al, & told me:
"Get them out as fast as you can, you have a nice place here".
He was a nice man. All the police have been thusfar and told me pretty much the same. They also tell me that landlord-tenant laws ties their hands and they would have removed them if not for that.
See, the same officers showed up as before who filed the report when one of the "children" of the tenants was caught by myself breaking into another place I own, as well as my finding out he had done the same to a neighboring home also, and attempted to do so to yet another neighbors' home as well.
This prompted child protective services calls on the advisement of the police for a "lack of supervision" (as well as child abuse because I hear them getting beaten quite regularly as well). I don't mean little spankings either, I mean full blown BEATINGS (I can hear them screaming from another residence in fact).
Still, what bothers ME the MOST?
Well - My hands are tied, and I cannot use "other means" to stop them, until the eviction court date, as they destroy things in retaliation and I am not allowed to do anything DIRECTLY about it.
That, is bullshit.
I told the police if anything were to happen here, in them attempting to attack my person (with others they know also most likely), then, I would have to 'defend myself to the fullest extent' & they said "Feel free to do so" (clearly meaning they know what I am dealing with and what I would like to do in response).
My entire neighborhood wants them gone in fact, and are heading into court with me on the date of it soon... I am also pressing felony criminal mischief charges, but it's a shame I cannot do to they what they are doing to my properties & getting away with it (destroying things). I am not kidding. They do it, get away with it, & until that court date? My hands ARE TIED.
It's total bullshit.

The problem is that no one takes any responsiblity - the liberal elite have pushed all these garbage social programs on us, claiming that this will fix the problem - and it hasn't. We OVERSPEND on stuff like this to fix poverty - and it doesn't fix the problem - you know why - ZERO PERSONAL RESPONSIBILITY. They become run down because black neighborhoods are marginalized by the political process (think gerrymandering). They also become run down because they are poor (think property taxes). They become crime ridden and drug infested because the people who live there are poor, have few opportunities, and can find no way to escape (think Detroit).

It's bad, and it's going to get even worse and worse. Those that have the money, aren't wanting to pay the bills. and are pushing the bills off on to those who can't pay. They held us hostage so they could keep their tax cuts and loopholes. The real world financial people aren't buying the bullshit that the politicians are shoveling out, so they cut our credit rating.
There are a few industries in this country that is sticking deep to us all. Frankly it's a shame that these are an industry at all considering what they are. I am talking Healthcare and all of its fellow monsters. Let me introduce it's partners in crime; lawyers, insurance companies and pharmaceutical companies. These 4 are engaged in an orgy of greed that is sucking the life out of all of us instead of preserving and extending it.

This system has taken a corporate greed plunge and its turned into yet another scam to juggle paper and debt and produce basically nothing in return. Why? Because there are no jobs, why are there no jobs? There are plenty of jobs, but they aren't HERE. Why is that you ask? Well it's because we have politicians who's primary jobs are to protect this country, it's economy being part of said country, who are failing on levels that are criminal. They should collectively be arrested for such dereliction of duty. We need our military home NOW, and out of everyone's business and tending our own. We have a silent invasion happening, and we need troops here NOW, to secure the border and round up the hoards of illegal invaders. "American Jobs for Americans", especially when its us or them. Why is this not going to happen? Our politicians have sold us out. They have let big corporations ransack the economy by dumping ship loads upon the hundreds of thousands from places whom trade with is like throwing the money away out of the economy. They will NEVER buy a thing from us in return. That is not trade that is a trade exploitation and its our workers who are exploited. If they can't drag it into our country from some far off land where they paid nothing to have it made, someone will make it here, because there will always be need.
Our politicians have quietly over the years, signed the workers of this country job's away. They have signed treaties that bind us by law to let them ransack our economy with unfair trade balances. This is what happens when you run amuck with a couple of wars that the world thinks you are retarded for being in; then refuse to pay your bill, by leaving the bill to the poor cousins while you try to slip out the back. This really works out well, don't you think? Because the poor cousins have to tough it out by working it off washing dishes, doing sexual favors or just getting arrested, they will forgive you. My mom was an RN for nearly 40 years and spent more time on the phone trying to get help for the poor than anything else. She even once "lost" a patient for four days just so a terminal man could die in a cool hospital bed rather than on a couch in a 113f trailer with no power. I've known docs that have made drugs go "poof" so some poor person wouldn't go without, a pharmacist that had drugs shipped in from South America, there are a lot of good folks in healthcare and most of them are getting fucked just like everybody else.

Use logic (if you can). Property taxes are based on a percentage of the value of the property. If you are poor, you live where property values are affordable to you. That means the properties aren't worth very much. If the properties aren't worth very much, they don't bring in much in the way of property taxes. That means those neighborhoods don't get the same access to infrastructure projects as rich neighborhoods do. They certainly don't get equivalent schools. They could get these things, but it would mean spending property taxes brought in by richer neighborhoods -- but not only are those people more likely to vote against such projects (because they see poor neighborhoods and think "those people brought it on themselves") but they also have a stronger political voice overall, because their districts have been gerrymandered in such a way as to support the incumbents, who then serve the needs of their own voters foremost.

This is what happens when you entrust something this important to people who are suffer from mission creep and get lead off the path by big money and have no accountability. As intelligent creatures, academia should be a serious social hub for us as we should continue our education throughout our lives. This keeps us mentally active and functioning as a productive member of society. Our technology should be bonding us more, instead it seems to be separating us geographically. I digress again.

You are aware of competition and it's nature in a capitalist society. In order to have rich you must have large numbers of poor, in order to have winners you must have lots of losers. The standard right wing capitalist lie is that we all can be rich and successful, that's the carrot, the blatant lie, to be rich and successful you have to leave behind a trail of losers. Fact is rich fold don't generate wealth from a vacuum, the get that wealth from the rest of the community and leave the community poorer as a result.
The greater the gap between rich and poor, naturally the less interest in continuing to support that gap the poor become. When a society allows that gap to form and supports it's continued growth, then violent destructive fractures are inevitable. First, a disclaimer: I don't know the correct terms since English is not my mother tongue, but bear with me for a moment. :P
This is quite a deviation from gang violence. Those are characterized by value cohesion (even if they are counter-cultural values), and a strict hierarchy and police within the group.
I also read a study from François Dubet, and these acts are somewhat like the "incivilités" of France, in which violence is directed against anything that represents the state, like parks or stuff like that.
I find the best equivalent to be the "barderos" from Argentina. These are groups that are non-cohesive and amoral, in the sense that legal and illegal acts are performed and legitimated. Interestingly, while robbery and violence are accepted, drugs are not, because the need for higher organization and control goes backwards to the way these groups operate. There isn't a sense of belonging, just an instrumental need for a group, and they see it as a way to preserve social ties with a neighborhood that has forsaken them, not as a way to get revenge.
These groups originate mainly because of (a) social/economic exclusion and (b) income distribution inequality. You don't want to leave this problem unattended for more than 10 years, because then the parents' values don't pass onto their children. Implementing a curfew is as useful as praying. They must provide work and education/training for the teenagers and their parents. If they can't get a decent job (of the kind that provides true social mobility), then this problem perpetuates itself, as they only get access to low-income, high-risk, precarious jobs. Also, they must narrow the gap between rich and poor people (there is a higher correlation between income distribution inequality and violence than between unemployment and violence). Just remove the tax breaks for the rich and watch the country flourish.
