US, Russia Agree On Plan To Dispose of Syria's Chemical Weapons
U.S. Secretary of State John Kerry has announced an agreement between the U.S. and Russia on a plan for removing and destroying Syria's chemical weapons.
"Damascus will be given one week from now to give an inventory of its chemical arsenal and will have to allow international inspectors into Syria 'no later than November,' Kerry said after a third day of intense negotiations with Russian Foreign Minister Sergei Lavrov in Geneva." The weapons must all be eliminated by mid-2014. "If Syrian President Bashar Assad fails to meet the demands, then a resolution to enforce compliance would be sought at the U.N. Security Council, Kerry said. The action could include sanctions, and Kerry said that the U.S. would reserve the right to use military force, but Russia remains opposed to any armed intervention." President Obama said, "The use of chemical weapons anywhere in the world is an affront to human dignity and a threat to the security of people everywhere. We have a duty to preserve a world free from the fear of chemical weapons for our children."

Furthermore, the US has been working on destroying their chemical weapons for THIRTY YEARS. They're still talking several more years to dispose of roughly the same amount as Syria has, with the destruction plants pretty much already built.
This agreement seems to be set up to fail. I realize some sort of numbers and deadlines had to be put out there, but I guarantee they won't be meeting this schedule.

Obama got rolled here. He went from treatening immediate military action to talking about it in front of the UN.
This is a reasonably good outcome. Yes, it increases Russian influence in the Middle East, but so what? The U.S. now imports 36% of the oil it uses, down from 60% in 2006. The Middle East is losing its strategic importance to the US.

It's hard to imagine that either a hardline (McCain/Bush) or isolationist (Rand Paul) approach would have worked as well for US interests as what the administration came up with. The fact that Putin was the one who came up with the proposal was not lucky or accidental at all - the US and Russia in fact have some interests in common in the Middle East.
Yes, the caveat is, "so far". We'll all see what happens next.

I thought the US Administration's goal was to punish Assad for the large-scale use of chemical weapons with a "limited" military strike. How exactly does destroying the weapons count as punishment?
It's a bit like me turning in my guns to the cops if I commit a murder and that being the end of it.
It almost makes one think that this is really about Obama saving face for making a stupid comment about a "red line". Was Obama prepared to kill more innocent people in an ineffectual missile strike to save face? Now the Russians have given him an out are we not going to punish Syria after all? Hypocrisy?

To me, this plan looks like a setup to disarm Syria to prevent it from attacking Israel or US invasion troops when (not if) they declare he has not cooperated enough. The same happened with the UN inspectors in Iraq, it didn't matter what they reported they just were there as an excuse to start the attack.
The US has not even declared war with Syria. Seems they learned the lesson Japan gave them in 1941 about the effectiveness of sneak attacks well.
If China not the US policed the world then the US would have been threatened with bombings and had to have it's chemical aresenal destroyed when it used gas on it's citizens at WACO.

Syria never ratified the 1994 convention prohibiting making and ownership of chemical weapons. Neither did Israel or Egypt. It means that it is perfectly legal for them to have that weapon stockpile.
OTOH, US and Russia ratified that treaty and only disposed half of their chemical weapon stockpile. That story is not a big victory for international conventions. Just the stronger bending the arm of the weaker.

The Obama-Kerry plan was to kill every last living human in Syria; the limited-brief plan given to Congress was a ploy, a fait accompli.
Putin interceded and the result is Obama and Kerry, and the Joint Chiefs of Staff and several Generals will not stand trial in the Hague for murder, genocide and high crimes against humanity.
In short, Obama and Kerry and many others of the Obama Regime owe their lives to President Vladimir Putin.

I bet they're seeing the tax dollar investment in chemical weapons as a bit of a waste now that they used them like twice and the entire world stepped in to force them to destroy them. SURPRISE, they're illegal on Earth. Do they not have history class there in Syria or what? I can't imagine them being particularly cheap to assemble and store.
That's like a guy in some certain state having spent money on 50 automatic rifles and then firing one at a target once only the have the police confiscate them all since they're illegal in that state. Hmmm, not such a smart monetary expenditure at that point, huh?
MOST industrial countries have made and stockpiled chemical weapons. The Germans and the Japanese even tested them on captured prisoners (Captured American soldiers,sailors, and aviators were used as "test subjects" in both chemical AND biological weapons tests in Imperial Japan; The Germans had a penchant for using Jews as test subjects...) The French Had and used Chemicals as did the Brits... the list is endless.
Your thinly-veiled reference to the US use of "agent orange" in Vietnam is a giveaway... "Agent Orange" was a defoliant; the enemy at the time was using the heavy cover of the jungle to hide his activities so this defoliant was deployed to deprive him of that cover. Over the long-term, many bad effects were discovered and/or better understood and there were many people (on both sides, though obviously more on the Vietnamese side) who suffered... and the chemical is no longer in the inventory. Oh, and unlike probably any other country you might think superior, the US (without being compelled by anyone else) has sent numerous medical teams to our former enemy to try to help mitigate the effects.
The US use of nuclear weapons is unique ONLY because the US was first to complete a functional design (the Japanese and the Germans were both working on nuclear weapons at the time) and after using them to end WWII (a war that killed MILLIONS) everybody in the world was left in fear of the power of those weapons. At the moment in time when the US was the only nation with nukes, it made no effort to use that power to blackmail anybody... just as the US made no move to harm the Russian people at the moment the Berlin wall fell and the Soviet government collapsed.
It's lots of fun for hip young idiots to prove their coolness by pretending the US is accurately portrayed by Major Kong whooping it up as he falls astride a nuclear bomb in "Dr Strangelove"... but I defy you to name one other nation in the history of planet Earth that has protected/fed and/or freed more human beings outside its own borders, fought more wars not for its own benefit but to help others gain or recover their freedom and freely left more lands it conquered precisely because its own people do not want to be in charge of other people.
The US is imperfect because it is composed of imperfect people... but I will take it over any other civilization/nation in human history and whatever eventually replaces it will almost certainly be worse (using human history as a guide)
Granted. There is still a danger, though, as Russia prepares to re-approach the world stage. If it does so from the perspective of loathing -- blaming the US for their economic struggles instead of their own totalitarian arrogance, then it could lead to Cold War II or World War III.
The real threat from this angle is not Russia, but Putin specifically. He still sees things largely in Cold War terms. He thinks that the US sees Russia as a caged and chained animal. That's isn't how we see them, but he's eager to force us to change our opinion. That type of brash approach could lead back to brinkmanship.
It is how we treat Putin, personally, within his position of power that will ultimately determine how Russia makes itself felt. The US could really benefit from them as a partner and ally, but we've been doing a good deal to distance ourselves from him as an individual. That is going to cost us. I just hope the price isn't exorbitant.

In May this year al-Assad took delivery of an SS-300 anti-aircraft system from Russia. This is a sophisticated Russian system, similar to Patriot. With it he would be able to knock out aircraft in Israeli airspace, and parts of Saudi airspace. He could hit aircraft out to Cyprus. The system is expected to become operational by around December.
What do you think the Israelis and the Saudis have been saying to the US and the Brits in diplomatic conversations over the last several months? They want those SS-300 missiles taken out. That is why, when this lame excuse came up, Obama was pushing for a cruise missile strike 'to punish Assad'. If he had got it, I can tell you what the missiles would have been pointed at. And it wouldn't have been chemical weapons....
The Russians have played a masterly chess move by selling the SS-300s, forcing the US to either attack and look belligerent, or stand back and look weak. In fact, they now have the best of both worlds, as the US and the Brits tried to attack and couldn't.
