Yes but then you end up with a very rapidly aging population (like China does) which means a shrinking working base supporting a growing elderly base. Probably the most effective solution would be a yearly "birth" license, get one and you get to have a child don't get one and no kid for you. Perhaps cold and uncaring but also effective and allows you to carefully control your population growth.

And I want a pony, doesn't mean I'm gonna get it though. The reason your dream, as wondersoem as it is, will never happen is becuase of money. Infrastructure doesn't just grow out of the ground, it costa money lots of it. And carriers have to first invest in infrastucture and then the profit follow, so you better beleive they are going to fight tooth and nail for every square inch of it that the ycan get. The only way your dream will ever happen is if the governments go back to heavily subsidizing and regulating the industry in an open and fair way. But of course that wont happen because that's communism, unless it fattens the wallet of a politician in whcih case it becomes "helping the consumer." Either way, no telcom dream for you, and no pony for me.

What exactly can a satellite do in the 5 seconds between when the laser is turned on and when it is done burning a hole through the satellite?

I dunno, maybe move? Asides from geosynchronous satelites (Which albeit are a sizable portion them) they are moving relative to earth, often quiet rapidly so, and you know have to take this very thin laser beam and hit this very small object and hold it there for a few seconds to do soem damage, to futher compound the problem the satelite could be setup to spin everything that doesn't need to be stationary, use a mesh for an antenna, and have a certain redundancy in the solar panels or use an RTG/Reactor. Leaving an even smaller target to actually be picked on. I can't see any laser based anti satelite weaponry being feasible in the near future, missiles are definetly the way to go.
