The main problem I see with this is the constitution is the supreme law of the land... so to deny someone their constitutional rights should be considered an act of treason and punishable by death.
This is also why I keep my secret external hard drive buried in the back yard 3 meters to the left of the oak tree, 20 cm down. No one will ever find it, along with all of its incriminating evidence, there. There's no way anyone will ever even know that hard drive is down there, 3 meters left of the oak, and 20 cm down... in the patch without grass that looks like it's been recently dug into... never.
When I run for president, doing nothing will be my platform. I'll just sit back and let the free market and society figure everything out. I figure if I get involved, I'll just screw things up.
I own a small business and have been considering hiring someone part time. Unfortunately I have no idea what paperwork needs to be filled out. What do I need to know as far as taxes, etc? If I could simply say, "I'll give you X dollars for N hours of work." It would be much simpler AND there would be one less out of work programmer.
I blame high taxes. The more one has to work, the less time they have for research. It's hard to get ahead when success is punished. I have several "brilliant" ideas. All of which require time and money. I make good money but much of it has been taken away from me. I could have had enough to retire by now if it weren't for taxes. Unfortunately, I need to keep working. My ideas are all going to waste because I have no time for research.
Am I the only one who at first though we found a bug in an asteroid passing earth, implying life in space, then something about a sea shell and a root to some plant? And all of this being some key to something, not sure what... Hmmm... I think I need more sleep.
I like your optimistic point of view. Like you, I too hope one day this can become a reality. Everyone getting along and not being afraid to be who they are. That would be so nice.
There are already news articles written for when Obama is elected president. The same news organizations also have articles written for when McCain is elected president. The do this, so once elections are over, they will be the first to post an article about it. It takes time to write and edit, so time is saved by doing everything before hand.
China wrote this article before the launch, so it could get it out as soon as success was confirmed, with little to no editing. Upon failure, articles such as this are suppose to be thrown out. This one never made it that far.

I think that it is safe to say, that not all coders have a strong understanding of just what those laws are, let alone what they mean.
I think one of the main reasons I don't have a strong understanding is because this kind of stuff is so mind-numbingly boring. I can't seem to get through the first paragraph of any legal mumbo-jumbo without wanting to... Speaking of legalese, you practically have to go to law school to understand what they are saying. Sometimes they don't even use proper sentence structure. (Not that I have any room to talk.)
My point is, this stuff is boring, and I doubt there will ever be a widespread understanding of it all until it either becomes simpler, or affects us to a large degree, or maybe if it's explained using some kind of car analogy.
Researchers were all like, "Hey, let's build a robot with a rat brain, that will be fun!" But then one of them said, "But how will we fund this pointless yet awesome endeavor?". To that the reply was, "umm... let's just tell everyone it'll help cure Alzheimer's or epilepsy or autism or something, they'll have to fund it then."
