1: Monitoring which foods are and aren't GMO will cost money that they'd rather not spend. 2: there's a lot of people who (correctly or incorrectly) fear GMO and thus sales would drop.

Actually there's plenty of food in the world. The poblem is that large parts of it can't pay enough for us to bother getting it to them.
