I used to do this one in a while. just put an img tag that retreived from a perl script. the script logged what ip, email address (from the img url) and date. not real hard to do. The feds just had to give it a cool name tho to make it look exciting.
Before you start the main purpose and body of the letter you might explain why you are a crediable person to listen to. If they aren't particularly technically inclined then they may have no idea who you are. Tell them who are are, why you are important, and why they should listen to you. Without that, you usually loose your influence.

I actually had the same problem with a pelteir element on a cpu cooler. a 200mhz p1 overclocked to 233. no problems for year and then one day it would have funky errors after a little run time. played with the ram and cards and finally decided to replace the motherboard when i found the lead had corroded off the element. a little solder fixed all problems.
I had a very small beverage fridge that used the peltier element. long story short, it didnt get mut the slightest bit cool and did not chill drinks. took it back. waste of money
Sounds like sega channel i had in the mid 90s. plug a cartidge into your sega genisis, cartridge connected to the cable tv wire. select a game and it takes a minute to download it and then it starts.
They could also be talking about just the fuel in general. there would probably be enough fuel left in the fuel cell to power the laptop for a few minutes while you changed tanks.
