Unless it's totally different where you are than where I am, do you really think that a $5 or $10 core fee is "a considerable discount" Also core fees on batteries have been around forever. It's like the bottle refund that some states give for glass.
We do it here in AZ also. it's called time-of-use. In addition the power company here gives you a lower electric rate if your house passes a series of additional inspections for energy efficiency done by the power company.

Europe hasn't done anything, other then a "hey Russia we might have to slap your wrist for this" and a "hooray Russia for saying you stopped killing the Georgians"
I think it has more to do with timing, we were the economic center of the world for a while but the technology at that time wasn't nearly as good as the technology now. Simply put, America used to be rich enough to have state of the art communications, but now the money just isn't here. Places like Japan and Scandinavia have huge trade surplus' while we have an ever increasing trade defecit. This is not the ONLY reason, but I think it's a big one. We don't spend money on infrastructure because we send so much of it out of the country. Our big corporations are moving to places with better tax climates (ireland) and that's abating advances in communications also since they are typically the entities that pay the up front costs for things like this.

I guess the problem here is the totally subjective word "rare" But I don't see how star systems nearly the same age as ours (far gas giants) can't be just as common as star systems that are older (near gas giants) So rare? probably, but same way you could say "people who live with their parents are rare, because when people get older they generally move out of their parents house" (and we're talking all people, not just adults)
Georgia killed 6 people... Russia has killed thousands of Georgians. Also of note is the fact that Russia staged this two front military effort in less than 12 hours, before Putin left the Olympics... Sounds like a pre-planned deal just waiting for an excuse to me.
