Oh, sure, there are probably a few reasons that this would be "good" or considered so. But once you open that door, it makes it easier to kick the door open wide and say:
Well, we got this sample, might as well keep it just in case, get some Congress critters on the phone and tell them 'It's in the best interest of children' or some such crap. They will eat it up and get this into law for us to keep and also obtain more samples whenever we want in no time!"
Legitimate contractors do the work necessary to get the *cough* blessing *cough* of the state, county or whatever political entity is running things where they are.
And, on top of the time and expense of doing "the above", there are payroll and other taxes and other overhead necessary to just employ people *as well as* keep the business going, pay the people that run things *and* hopefully have some left over for expanding and improving their business.
Part of the problem is the ungawdly amount of regulation (tax laws, local [county, state and federal requirements]) and other things that cost a company money above and beyond getting work done and paying employees.
From the local, state or federal government(s) point of view, using "illegal labor" is depriving the citizenry (really, just "the government[s]) of what they consider their pound(s) of flesh.
What is needed is a complete re-vamping of our tax laws (income tax, payroll, etc.) as a start. Stop keeping the long finger of the tax law (men/women) on the individual tax payer. National sales tax (*not* the horrid VAT) or flat income tax where everyone pays something, no matter what deductions, etc., would be ideal. Then, with that mess out of the way, work more locally (state, county, city, etc.) to get regulations either done away with or stream-lined so they do not hinder employment, getting and providing services/work, etc.
Hiring and using illegal labor just perpetuates the problem of not fixing the issues that make illegal labor "look" attractive. And, the "state" is pretty unfeeling, you break their rules (laws) and get caught, you are going to pay. So it always pays, in the long run, to follow the law, no matter what, but work to change laws/regulations that are just kill or greatly impede getting the job done, people hired and gainfully employed, etc.
I attempted and actually succeeded at this some years ago.
I was a fast 100+ WPM typist on QWERTY keyboards and, after typing on QWERTY boards for 22 years (started in 7th grade, 1974), I learned to type on a Dvorak board. It was difficult, but finally learned it, could touch type almost as fast as I could on a QWERTY board.
However, that experiment pretty much ended there. Sure, I could use my Dvorak board on my own computer, but refused to lug it to work (or anywhere) where I might need to use a computer that, of course, only had QWERTY boards.
Unfortunately, it's a QWERTY world, and trying to maintain knowing two keyboard layouts by touch, was difficult. Not un-doable, but hard to keep separate when burning up the keyboard typing stuff.
As a parent, let alone a human being, you should really FIND OUT about who Hugo is and what he has done to the people of his country.
I work with person from Venezuela, his family is here (U.S.) from Venezuela and they are all, everyone, completely opposed to mad-man, his usurping of power, his decimating the what freedoms the people of his country had, etc.
Hugo and the antics of his government deserve the ridicule and condemnation of all free people. This gaming thing is just a small small piece of the overwhelming oppression he has rained down on his people.
Well, the momentum is in anticipation of a ruling from the Supremes (SCOTUS) "In re Bilski" related to software patents.
If the ruling goes the way I think it will, business method and software patents will be decimated, the USPTO will have to revisit and probably many many such patents they have so stupidly granted.
On top of that, if schools (in general) were actually teaching good basic information that children need and can use in life, instead of them becoming more and more social indoctrination clinics, such odd solutions as the one in the article would not even need to be considered.
People for the Ethical Treatment of Mosquito for Urbanization, Nurturing, Colonization and Husbandry (PETMUNCH) is going to sue these people into oblivion!

OOXML, despite having "Open" in it's name and despite the rigged voting process in the ISO is *hardly* a standard for anything.
Even Microsoft, whose baby it is, doesn't support it.

If he was alive today, and this would be true of the majority of the USA's founding fathers, if they happened to visit the state of South Carolina, they would certainly be subject to this law. And, our founding father's would describe it as "tyranny".
Every law maker that voted for this law should be sent to remedial classes on A) the founding of this country and B) the U.S. Constitution.

Mainly, as the Supremes should, finally, put clarity into the situation related to "transformation" and the related issues brought before them.
Some of the issues have some prior precedents, *but* these left some gaping holes as to proper "tests" for what is or is not patentable.
