Its seems like they are doing everything they can but fix the real underlying issues with the education system. If you don't fund it properly, it just ain't going to work.
That (at least in Aus) refers to in store advertising. If a price tag says an amount - then you are legally allowed to purchase items at that price (unless its an obvious mistake - which why price tags have the name and barcode of the items on them in major stores).
This kind of behaviour is on the increase around the world - the Internet is not the bastion of anonymity it once was - and we have mostly western companies to blame.
Probably the fact that they can keep track of the travels of anyone caught in these cameras - which could be misused to blackmail etc. I can see the benefit of this - but there needs to be controls on it so that they are deleted from the system after a while and that access is carefully monitored. Given the government's usual incompetence I can see why the ACLU is not very trusting.
I suspect this was a joke - possibly satire. Or just crazy talk. They say once you go far enough to one end of the political spectrum it becomes indistinguishable from satire.
It's about time - but attacking the patents one by one is not a real long term solution, changes to legislation is the only thing that can fix the problem of frivolous patents.

I think it would have carried more weight if it included other free email providers not just ISPs to compare to.
I think that they help make each other better - different ideas can be explored and good ones are eventually incorporated in all.
