There was a 2GB cap for international downloads, a 20 GB cap for national downloads, and transfers between its clients didn't count toward that. Of course, nowadays, data caps are pretty much extinct here (except for mobile), but some ISPs do throttle torrents.
The same kind of thing happens with books here in Portugal. Now, Portuguese publishers like to excuse themselves with localization costs, but even books sold in English here cost like 40% more than ordering from Amazon UK.

Anyhow, if you're looking at this as a learning experience, XNA seems to be the thing where you could put your skillset to work the fastest. Python also seems like a good choice, if you're willing to learn it. As for graphics/physics/whatever, there should be libraries to help you, and surely some other Slashdotter will drop a few names shortly.

Many European cities, and many elsewhere, have a single website with a routeplanner for that city. I expect many, many people still use these websites rather than Google.

The problem with that slip of paper is that it then exposes your identity and how you voted. Making e-voting secure shouldn't be that hard. Making it secure while retaining anonymoity is a whole 'nother story.

Splash screens are useful. Always on top splash screens are an abomination and need to be killed in every single app where they exist.
