The politicians sold you on the "driving is privilege, not a right" bullcrap. They did that to make it easier to take your rights away from you. Given the need to commute to earn a living, and the lack of viable public transit (think SoCal), it's absolutely a right to drive, don't let them tell you otherwise, even if you did sign a contract that says otherwise.
If they are not accessing your site (i.e. using google cache w/ strip), then you can only guess that people were using google cache. You don't have the data. Maybe these days you can get by with that kind of speculative crap, but you may not find what you were looking for even if you do subpoena the entire internet.
It's not as trivial to change external interfaces as you may think. I've worked on hdd firmware, so I can say that the abstractions aren't as clean as you may hope. Performance is everything. Performance over ATA, that is. ATA specifies how to handle internal cache, for example, so you may need to do some ATA-specific tricks further down then you would like. Otherwise your latest drive may not make it onto that new Dell system. Keeping things clean and abstract so that you can just pop on another interface isn't always the highest priority.
