The Shuttle was a 30 year old solution looking for a problem, Constellation was a replacement for the Shuttle mainly to go back to the Moon, a programme with no real merit, an no ability to do most of what NASA does as routine..?

Which reality do you live in, Scientists research needs funding, to get funding you have to get results and publish, you are under extreme pressure to get results yesterday do you can get enough funding to continue your research...and keep your job...
Most research programming is done as part of the research, it is considered just another tool, to file in case something similar is needed, but is essentially thrown away once done, this is a temporary tool to get a job done, and one were the spec is changing dynamically as it is written...
It was caused by earlier versions of IIS, that were packaged with web development systems that encouraged development using ActiveX, back when they thought they could take over the internet by making propitiatory extensions to it... MS have since depreciated this and now actively discourage it... but the damage was done
As you say nothing intrinsic to IIS, but the whole package as sold (Browser/Server/Development system) was touted as a single solution and that encouraged development of systems heavily using ActiveX -
As they did with.Net - Solution to every problem, the future, the way Windows was going..etc... and now seem to have dropped...?
The US has largely been against unions (mainly because they were consider communist, in some cases with justification) and now have some of the worst labor laws for all workers...
e.g. Parental leave - almost all counties have statutory paid parental/maternity leave.... except the USA...
That is IIS using ActiveX extensions, which only work on IE6/7/8
This effectively stops anyone using many alternative browsers (or IE9), and many use pirated XP (SP0) simply to run IE6 to access these sites...
You can run IIS quite easily with no alternate killing extensions, but many sites were actively encouraged to use them (everywhere in the world), in China this has not (yet) stopped and so they still have an IE6 centric Web...
The iPlayer however bad it was originally, and however bad it is now, basically works and is used a lot... this meant that all the other UK stations had to follow, and they all did (with a flurry of publicity about how their service was better than the BBC's ) but before the BBC did this the only thing they had done was a pay-per-view service with massive restrictions, all the players now are free and have mostly free content...
Note this is nothing like YouTube, there is no user uploaded content it is all broadcast TV programmes - mostly from the last week...
This is because they know that txt messages are essentially free to them (it costs them more to keep you on the network), and they have a "Fair use" policy that will stop you if you do try and test the limits...
The horrific rates in the article are for Roaming and Non-Europe Roaming - i.e. they have to deal with a supplier in another country, the European charges ahve just been capped (by the EU), but in other countries the charges are whatever the local carrier wants to charge....
SMS messages the worst though, the traffic and management overheads required to keep your cellphone on the network uses more data than any person would use in SMS messages in the same time, unless you are fastest than the fastest txter in the world...
Of all the UK regulators Ofcom seem to be the most sensible....
they have even taken the Broadband companies to task over their 'unlimited' broadband (which is limited) and 'up to' speeds which are unobtainable unless you live in the telephone exchange...
...and to Hsue-Shen Tsien, who founded the Jet propulsion laboratory, then during the Red Scare he was deemed to have communist sympathies ("well he must he is chinese"!) and so was imprisoned and then left for China and founded the Chinese rocketry and space program..

Give it 10,000 people to look for (Which the US No Fly list will soon have) and it could flag everybody as someone on the list ...

Some of the websites with huge uptimes are long established ISP's ...Usually the better ones, it's a mark of pride for them
But many of the longest uptimes are for backend servers that are not exposed to the internet

HTC - Makes Android and WinPhones on basically the same hardware ... I suspect that the failure rate is comparable
iPhone is one manufacturer - Apple - they do not differentiate between hardware and software errors
Blackberry - again one manufacturer who does not differentiate
