The key phrase is, "where reasonable suspicion exists that the person is an alien." This does not mean the Police will be asking everyone who 'looks kinda Mexican' for papers... Behavior and body language will provide probable cause. Illegals get really scared at the prospect of getting caught, whereas a legal immigrant has nothing to fear.
We have a serious illegal immigration problem in this country and if we don't have the ability to even check someones immigration status, we'll never be able to fight it.
The last thing 'coders' need is another book telling them exactly what practices they should be following. As with most things, the focus should always be on creating a working product first. After you've built something, then you can refine it and clean it up. Too often when the focus is on how it is to be completed instead of actually completing it, the latter never happens. Re-factoring is a much easier task when you already have it working, already know exactly what it should do and when, and have experience using it which helps break it down more intelligently.

Do you trust the ISP to identify these routers very quickly, either by traffic analysis or MAC address, and provide a special Quality of Service just for them?
Why wouldn't it be the ISP collecting these statistics (as part of end-to-end monitoring and customer support reduction), and the FCC perhaps requiring that they be given a copy to stay aware of and create these regulations from?
A 17" laptop is not a "competing" device to an iPad. I was referring to the mythical 'android tablet.' There are no real competitors for the 'slate' category right now.

There are certain things that have too many variables for us to be 100% sure of. Climate change and some pharmacological studies are two prime examples. Decisions have changed over the years when new studies, new evidence, new methodologies, or new variables are determined. You can't blindly follow science either, though the great majority of it is correct.
I use a 40" Samsung Series 6 HDTV as my monitor (almost $1800 two years ago), sitting about 2 feet from the screen. It's only 1920x1080, but I have no complaints.
People paying with checks and using a lot of coins are going to slow things down, this is obvious. You're wrong about counting bills though, it is way faster in most cases than credit card transactions. I think Visa commercials have rotted your brain.
