I haven't been to one where pedestrians universally have right of way. In all cases I've seen, pedestrians are expected to wait for vehicular traffic to clear before they cross when crossing outside of a designated crossing area.

Here in Finland at marked crossings pedestrians always have right of way (unless there are traffic lights), further, the motorist has obligation to prevent accidents even when the pedestrian is in the wrong place.
