You can't win a war of attrition with gorilla fighters ( terrorists )
They will aways find a way to surprise you or sabotage your infrastructure.
In my opinion you should aim to remove the objective of your enemy. Utterly destroy what the gorilla fighters are fighting to reclaim/protect. The scotched earth way. For every suicide bombing kill tenfold of the native population of your enemy.
Failing that just exterminate them all.
I know it sounds vulgar, demented, say what you will. No gorilla fighter can fight you if they have nothing to fight for.

Valve representatives have stated that when they start seeing the writing on the wall they'll publish the server code so no. Your games will never disappear. You'll have two options one legal and one not so. But your games will not disappear.

You see the problem with governments who want to censor their people is they still do all of this by the book. From a purely hypothetical point of view it would be more efficient to coordinate the "disappearing" of the people you don't like without trials or convictions. Then again the political backlash would be severe but by the time you are considering censoring the opposition you've lost the battle anyway, so why not take out the enemy while you still can. This is all purely hypothetical .
