You are paid to do what you are told to do. Making a stand against the management on your personal philosophy is not exactly "...Highlighintg distinct lack of guidance in their security policies and documentation". If you want your personal agenda implemented, then start your own company. If I find something wrong in how things are done, I make sure all the stakeholders are aware of my objections. My actions however follow what my manager would finally ask me to do. Cant argue with the dough. - myself

I concur. By definition, "The second is the duration of 9 192 631 770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the cesium 133 atom." SI standards, nist.gov.

This duration remains constant (within measurable accuracy) regardless of the leapness of any given year.

Consequently, the definition of the UNIX time, being simply a count of elapses of this duration, remains leapfree. If Unix time were to be converted to 'Solar Time' (ie. 1 sec = 1/86400 of mean solar day), then we need to factor in the leap business, which exists simply because the rotation of earth and sun is too complex to be broken down into a consistently constant unit of time.

    2. Speed: I want my browser to start the moment I initiate the launch. Not 1 minute after, not even 10 seconds after. I also want my browser to show me the page whose link I just clicked, as quickly as possible (relative speed compared across major browsers).
