they put it 'down' to enhance their budget for next year.
no individual in any agency in any government in the US
is monetarily rewarded by coming in under budget.
see: Leandro decision in NC.
Of equal significance, the Supreme Court ruled that the State of North Carolina, not local school districts, has the ultimate constitutional obligation to actively safeguard and successfully deliver every child's Leandro right. No exceptions. No excuses.

here's what worked in our low income elementary school libraries:
1. allow children to stay there until after 6PM when a parent could pick them up.
this ONE thing was the most popular, and might be extended to 7PM.
2. allow 7AM entry, too. this was hit-and-miss, but where it hit, it was a BIG hit.
both the above need a minimum of 3 PAID adult (over 25) supervisors.
this is in addition to the actual librarian.
3. then, just stay out of their way. they'll let you know the next direction.
in other words: don't guess and hope for change.
checked OSM for my area. 4 big problems and 2 minor ones:
1. road relocation in 1999 with OSM being one km off.
2. neighborhood located in a lake. actual is 220 meters west.
3. no new road updated since 1999.
4. street names and street signs don't match.
(1) municipal boundaries unreliable.
(2) rivers and waterways length inaccurate.
remember way back when (before bacteria was the bad guy)?:
"For many, many years, ulcers within the stomach were thought to be caused entirely by emotional stress". http://people.ku.edu/~jbrown/ulcer.html
well, cancer, for many, many years was thought to be non-contagious. until it's not. this is the next breakthrough for the courageous researcher.
